Questions and Answers 3/15/2023

Question 1 - In all Building Excerpts the roofing was not included in the Surveyors Scope of Work. Am I to assume there is no roof replacement on any building; just new joist and repairs and new TPO attached? balconies is free from Asbestos?

Answer: Excerpts of Asbestos Reports for Buildings: 15, 45,46 and 47

Roof replacement is limited to TPO on flat roof portions near scuttle and chimney and on the second story porches. Identified joist repairs are located in Bldg 15 on first floor in front and rear adjacent to gutters. Refer to included asbestos reports.

Question 2 - This Specification talks about clean rooms and washrooms for possible contamination of Asbestos. The siding on the existing buildings has negligible lead paint (according to surveyors report). The demolition of this existing siding will not cause any dust or particles. Is a clean room and washroom required?

Answer: The siding will be removed and placed in trash container and hauled to appropriate site accepting this material.

No, Asbestos removal is specified as part of the project. Any necessary Asbestos removal/mitigation is to be treated as Changed Conditions. Asbestos Specifications have been included as reference in the event that the contractor encounters Asbestos in adjacent materials during joist repair in Bldg 15 or tuckpointing/repair of existing foundations in buildings.

Question 3 - Division 33 are the Specifications for asphalt paving /seal coating. Is there a drawing showing the extent of paving ( tear out and replace ) or areas for seal coating only?

Answer: See F1 on Drawings G-003, A-002, A-007, A-012, and A-017. Paving is to repair small section where downspout extension crosses existing asphalt drive.

Question 4 - This section deals with the installation of Telecommunications. Is there a schematic drawing showing the runs and areas of new communication lines and fire alarms?

Answer: No new work is specified for communication lines or fire alarms; however, the replacement of wood siding and tuckpointing of foundation may require the removal and reinstallation of electrical, mechanical, and other disciplines.

Question 5 - Period of Performance states 245 days from NTP (Notice to proceed). I thought the time frame was 400 days from NTP as talked about on walk through. What is the duration of project? Will time extension be given for adverse weather days (documented) as exterior work will have to be performed in dry conditions with certain temperature conditions to meet manufacturer requirements.

Answer: The period of performance is 400 days. Any time extensions will be addressed when needed.

Question 6 - The bid package included drawings for above reference project G-001 thru A-022 for renovations of exterior elevations. The specifications under 00 01 15 said to include drawings L1,L2,L3 and 30-1,2,3,4,5,6. These drawings were not in the bid package. Where can these drawings be found as 00 01 15 states these drawings are to be incorporated into the

Contract. Are there any Interior renovations? (with exception of Tuck and Point in basement areas only) These drawings are critical to have a thorough understanding of project and for estimating purposes.

Answer: The scope of this project includes no interior renovations with the exception of tuckpointing to address water infiltration of the foundation. Reference to L-series drawings has been removed from Specification 00 01 15 List of Drawing Sheets.

Question 7 - While these drawings show photos and exterior elevations with general notes; it does not show what is behind the siding. On many photos taken there were many areas that showed rotting wood, mildew and mold and other unacceptable conditions. How are we to quantify unseen conditions that need repair, demo and replacement? Will this be performed on Time and Material Change Order?

Answer: This contract is a Firm-Fixed Price (FFP). Any unforeseen site conditions will be addressed at time of discovery.

Question 8 - Please clarify the duration of the project?, the specification packet say’s 400 calendar days, and in another document it states 245 calendar days.

Answer: Period of performance is 400 calendar days.

Question 9 - There is notes in the testing report about some asbestos being found in some glazing in windows, on bld 15 ect. Are we to remove and remediate all glazing or encapsule and paint over it?

Answer: Windows have been replaced in Bldg 15, and the 2022/3 asbestos report provided no longer lists windows.

Answer: Correct, the current Davis-Bacon Act WD# TN20230191 is attached to the solicitation.

Question 12 - Is there a finish detail for the new tpo flat roof, the material seems to be tucked underneath the corner boxes that support the rail? Or is it your intention to remove them place membrane then replace the rail boxes?

Answer: The intent is to remove and reinstall or replace the rail boxes based on the condition of the existing wood.

Question 13 - Are we to apply any water proofing materials to the insides of the basement block walls, water intrusion has obviously happened and we are replacing some joist in those areas?

Drawing G-002 General note 13 calls for concealed wood to be fire rated.

Answer: Asbestos Specifications have been included as reference in the event that the contractor encounters Asbestos in adjacent materials during joist repair in Bldg 15 or tuckpointing/repair of existing foundations. Answer: Asbestos Specifications have been included as reference in the event that the contractor encounters Asbestos in adjacent materials during joist repair in Bldg 15 or tuckpointing/repair of existing foundations. Any necessary Asbestos removal/mitigation is to be treated as Changed Conditions. No Asbestos removal is specified as part of the project.

There are several reports included with the bid docs which identify lead and asbestos but there is no clear indication if any abatement is needed. Please very clearly define if and where any abatement work is required for this project.

Answer: Refer to provided reports. Removal of lead-based paint on the foundation is necessary for tuckpointing and mortar repair. Lead-based paint removal on the siding is not required since all siding is to be removed as construction waste, placed in a trash container, and hauled to a site that accepts such construction waste. If adjacent wood, such as doors, contains lead-based paint, then remove only lose and flaky paint. Asbestos Specifications have been included as reference in the event that the contractor encounters Asbestos in adjacent materials during joist repair in Bldg 15 or tuckpointing/repair of existing foundations. Any necessary Asbestos removal/mitigation is to be treated as Changed Conditions. No Asbestos removal is specified as part of the project.
