Building Description:
Building 15 is a two-story dwelling with a small basement. It is currently being used as a hospice house. The front of the residence faces south and has a concrete porch extending along the entire south side. The dwelling is wood frame construction. The exterior of the residence is covered in wood siding, with a brick foundation. Doors and windows are constructed of wood, with additional metal storm windows enclosing most of the original windows. The interior of the basement is constructed of brick walls with a concrete floor. The wooden sub-flooring and floor joists are exposed. There is plaster on the stairwell leading to the first floor. The heating, ventilation, and air-conditioning (HVAC) unit and ductwork are located in the basement. There is foam insulation on the copper piping for the hot water heater. There is no other pipe insulation in the basement.
The first and second floors are constructed of plaster ceilings and walls. The plaster ceilings have a textured appearance on both the first and second floors. There is gypsum wallboard encasing the plaster ceiling on some of the ceilings of the second floor. The first floor kitchen, laundry room, and bathroom are covered in vinyl sheet flooring on wooden sub-flooring. The second floor bathrooms also are covered in vinyl sheet flooring on wooden sub-flooring. The remainder of floors in the dwelling is hardwoods covered with carpeting. The attic is wood construction with loose fibrous insulation.
Sampling Strategy:
The building was surveyed for materials suspected of containing asbestos. Samples of suspect surfacing and miscellaneous materials were observed. No suspect thermal system insulation was identified. Roofing materials were excluded from the survey, as per the scope of work.
Thirteen (13) samples of building materials were collected for asbestos analysis.
♦ Two samples of ceiling texture were collected, one from each floor.
♦ Two samples of wall material were collected. A plaster sample was collected from the basement and a wallboard sample was collected from the second floor.
♦ Three samples of flooring were collected, one from the first floor kitchen, and one from each of the second floor bathrooms.
♦ One sample of attic insulation was collected.
♦ Five samples of window glazing were collected from the exterior of the dwelling, two on the south side, two on the west side, and one from the east side. Originally two samples were collected, but inconclusive results led to collecting three additional samples.

E. Roberts Alley & Associates, Inc. U.S. Dept of Veterans Affairs December 2005 Project No. 2005-0731 VA Contract GS-10F-0165R VA Project No. 621-05-115
Discussion of Results:
Asbestos containing material (ACM) was identified in flooring materials and exterior window glazing. The ACM flooring is located in the kitchen / laundry room / bathroom area of the first floor and also in the north bathroom of the second floor.
The kitchen / laundry room / bathroom flooring is a single layer of vinyl sheet flooring over wood sub-flooring covering the three contiguous rooms, totaling approximately 525 square feet.
The second floor bathroom has a single layer of vinyl sheet flooring on wood sub-flooring, totaling approximately 50 square feet.
The first sample of window glazing collected on the south side of the dwelling was determined to be ACM and the sample from the west side was negative. Re-sampling of these locations proved both areas to be negative. In addition, a third re-sampling was conducted, obtaining one sample from the east side of the dwelling. This sample also proved to be asbestos-containing. Since two samples of the window glazing were found to be asbestos containing, all of the window glazing for this building will be considered ACM, totaling approximately1,000 lf.
