About this file

This file is a Question and Response Matrix (QRM) template designed for vendor feedback on the Draft Request for Proposal for Project Manager Mounted Armored Vehicles (PM MAV) Logistic Fielding Support Services. The template provides instructions for contractors to submit comments on the draft RFP using a structured format that includes vendor identification, RFP section references, classification levels (Unclassified or CUI), comment severity ratings, and detailed rationale for proposed changes or questions.

The QRM categorizes feedback into three comment levels: Critical (addressing potential "show stoppers" with significant impacts on cost, performance, or schedule), Substantive (documenting worthy corrections not requiring program redirection), and Administrative (addressing document structure, formatting, grammar, and readability). Vendors submitting responses must cite specific page and paragraph references, clearly articulate the purpose of each comment with supporting rationale, and reference governing standards where applicable. Comments lacking clear rationale or document citations will not be considered useful for evaluation. This template is part of the pre-solicitation market research phase for a five-year contract supporting logistics fielding services for the Armored Multi-Purpose Vehicle, M113, Combat Recovery System M88, Bradley Fighting Vehicle, and Multiple Launch Rocket System across CONUS and OCONUS locations for the Department of the Army.

Use the following guidelines for rating comments:
(1) Critical: Critical questions/comments apply to issues, which are considered potential “show stoppers” until resolved. Critical issues identify problems of such severity that, if not resolved, will have a significant impact on the cost, performance, or schedule of the program or related programs. Critical issues can arise from several causes.
(2) Substantive: Substantive questions/comments document problems within the program worthy of correction, but not of such severity as to require program redirection. These comments must be accompanied by a recommendation for correction of the document with supporting rationale.
(3) Administrative: Administrative questions/comments provide feedback to the program office concerning structure of the document, spelling, punctuation, grammar, paragraph marking inconsistencies, and other items related to the document’s form and readability rather than its content.

3) Questions/Rationale column: provide clear concise question or recommended change to specific document reference (page, para, line). Rationale should clearly articulate purpose for change.

NOTE: Comments without rationale clearly explaining proposed recommendations or without citing any governing references are not useful. In general, format comments will not be categorized higher than Administrative unless there is a clear rationale how performance, interoperability, supportability, or other factors that may impact the potential success of the program .
