About this file
This is a Government Format Pricing Model (GFPM) template for subcontractors to submit fully burdened labor rates for a five-year Logistic Fielding Support Services contract supporting the Project Manager Mounted Armored Vehicles (PM MAV) program. The template requires subcontractors to provide proposed direct labor rates, fringe benefits, labor overhead, general and administrative costs, Defense Base Act (DBA) insurance, and fee percentages for 19 distinct labor categories across both CONUS and OCONUS locations, including roles such as Project Management Specialist, Field Service Representatives, Heavy Equipment Mechanics, Material Handling Specialists, Inspectors, Supply/Procurement Specialists, Welders, MWO Installers, and Instructors. Subcontractors must input proposed hours for each applicable labor category and ensure that all proposed direct labor rates meet or exceed the government-provided floor rates, which escalate annually across five ordering periods with a minimum escalation rate of 2.60% per period.
The template includes multiple tabs for labor rate buildup, escalation justification, DBA accounting practices, and a summary of fully burdened labor rates (FBLR) for easy transfer to the prime contractor's proposal. Subcontractors may submit the completed GFPM either through the prime offeror or directly to the government as part of the proposal. Certain cells are locked to prevent editing, while yellow-highlighted cells require subcontractor input. The model uses pre-populated formulas to automatically calculate costs and ensure that proposed rates below floor rates are corrected to the floor rate amount. Instructions specify that labor categories appearing multiple times (identified by ID number) must maintain consistent rates across all locations within the same ordering period, and subcontractors must provide justification data for all proposed labor rates based on historical costs, salary surveys, or Bureau of Labor Statistics data.

Subcontractor Instructions
INSTRUCTIONS TO SUBCONTRACTORS
| General | |
| 1 | The subcontractor shall complete this Government Format Pricing Model (GFPM-Subs). |
| 2 | All proposed direct labor rates shall be in line with justifying data (historical/incurred costs, salary survey, BLS OES etc.) for each identified locality. |
| 3 | The subcontractor GFPM will be utilized for each subcontractor to show its compliance with providing a full labor buildup, per labor category and to ensure compliance with the Government provided floor rates. |
| "Subcontractor Labor Build" Tab | |
| 1 | All subcontractors must provide the subcontractor GFPM to the prime offeror for submittal to the Government as part of the prime offeror proposal OR each subcontractor must submit this file directly to the Government. |
| 2 | Subcontractor input is required in all applicable cells highlighted in yellow. |
| 3 | The "Labor Categories & Hours" table (columns A - F) contain all of the performance locations and labor categories that the USG anticipates to be necessary for completion of this effort. Offerors shall input the proposed number of hours in column F that will be completed by the subcontractor for each applicable labor category being performed by the subcontractor. |
| 3a | In the "Subcontractor Labor" table (columns H - V), subcontractors are required to submit fully burdened labor rates for each of the labor categories that the subcontractor is performing (Column S). Subcontractors shall insert all of the cost elements (direct labor, DBA Insurance, fringe benefit costs, labor overhead costs, general & administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed (Columns I - R). If necessary, subcontractors may submit additional cost data in it's own format to further justify the proposed single elements of the prime labor costs. |
| 3b | Subcontractors shall insert direct labor rates in Ordering Period 1 for the applicable labor categories (I5 - I36). Note: Per section L of the RTOP, the proposed direct labor rates must meet or exceed the USG floor rates, referenced in Ordering Period 1 (H5 - H36). |
| 3c | Some labor categories are listed more than once as identified by the ID#. These labor categories shall have the same proposed labor rates in all locations within the same ordering period. For example, in Ordering Period 1, ID 002 appears in row 6, row 16, and row 17. The proposed direct labor, indirect labor, fee, and resulting FBLR shall be the same for ID 002 in rows 6, rows 16, and row 17. |
| 3d | Subcontractors that do not account for Defense Base Act (DBA) Insurance in its indirect rates shall utilize column K to input its DBA Insurance premium for all applicable OCONUS labor categories. |
| 4 | In the event a subcontractor proposes a direct labor rate below the floor rate in error, the subcontractor GFPM corrects this error by utilizing the floor rate (as calculated by the pre-populated formula in column J) to compute the subcontractor costs that contribute to the subcontractor proposed FBLR in column S. |
| 5 | The fee formula in column R restricts subcontractors from proposing negative fee percentages. |
| 6 | Particular cells are locked and cannot be edited. Cells highlighted in yellow can be modified to fit a subcontractors accounting methods, however, the Government has included pre-populated formulas if applicable. |
| 7 | The FBLR proposed in column S should be consistent with the FBLR provided to the prime for the primes submittal of its proposal. |
| "Escalation" Tab | |
| 1 | This tab provides the data for the labor escalation rates which apply to all ordering periods of performance. |
| 2 | Per section L of the RFP, for evaluation purposes only, this solicitation has set a minimum escalation for each period of performance. Subcontractors may choose to increase this rate in column C of the escalation tab, but shall not propose an escalation rate which is below the USG minimum. |
| "DBA" Tab | |
| 1 | Subcontractors with accounting practices that include DBA Insurance in its indirect rates shall use this tab to provide evidence that DBA expenses are included as part of indirect costs within the proposed FBLR (i.e. identify the pool expense and indirect rate associated with DBA), showing how the DBA Insurance is accounted for. |
| "Sub FBLR" Tab | |
| 1 | To promote consistency between subcontractor files and prime offeror files, the Government has provided a FBLR Summary tab within the Subcontractor GFPM for the subcontractor to be able to more easily transfer its proposed FBLRs for each Ordering Period, to the prime offeror for the prime offeror to include in its proposal. |
| 2 | The Hours and FBLRs (columns F & G) are automatically populated in this tab, as they are pulled directly from the 'Subcontractor Labor Build' tab. |
