I. PROGRAM DESCRIPTION
1. Background:
All requirements of BAA-RQKPD-2015-0001 apply unless specifically amended and addressed in this Call. The baseline BAA contains information applicable to all Calls issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc.
2. Statement of Objective/Needs:
The objective of this effort is to develop and demonstrate a method of predicting stresses that develop in structural assemblies of airframe materials having significantly different Coefficients of Thermal Expansion (CTE) when subjected to significant temperature change.
Of particular interest to this effort is the joining of advanced composite structure to aluminum structure via mechanical fasteners.
The temperature range of interest is from approximately -70F to approximately 300F, but there are no absolute requirements for temperature range or number of temperature cycles.
The specific composite material types and the specific aerospace aluminum and titanium alloy are free for the proposer to select subject only to the requirement that they be those of the identified baseline structure. Said simply, the materials of interest are those of the selected baseline, and the temperature range of interest is the operating environment of the selected baseline aircraft. The contractor is encouraged to select a baseline structure that represents multiple, contemporary USAF aircraft for this demonstration program.
The contractor shall select a baseline structure, which will be used to both develop and validate the analysis methods developed within this program. The objective of the baseline is to provide both a realistic source of design requirements for wide ranging operational stresses, from maneuver and thermal conditions, and to provide a framework for assessment of the validity of the analysis methods developed through testing. The baseline structure shall be some section of a currently in-service aircraft, and it shall contain at least one mechanically fastened joint joining an advanced composite structural element to an aluminum structural element. Key features of the baseline should be: The structure should include structural elements of advanced composite structure and metallic structure joined together using multiple mechanical fasteners of any type. The structure should be exposed to significant temperature extremes during operation. These variations may be: global (entire structure sees the same temperature variation); local (at least one part of the structure contains a “hot spot” that results in a different time-temperature variation profile); gradient (the entire structure experiences a temperature variation, but the temperature variation itself varies as a function of location); or a combination such conditions. The structure should represent structural configurations common to existing and anticipated future aircraft, and experience loading conditions commonly seen during aircraft operations. As much as possible within the baseline, a mix of fastener types is encouraged, as is a mix of loose fit, net fit, and interference fit tolerances. Other characteristics that may be desirable for the technology demonstration effort, but are not strictly required, include, but are not limited to;
multiple metal alloys, including mechanical joints between dissimilar metals (eg, aluminum fastened to titanium) and bonded structural joints between any type of structural material.
The physical size of the baseline structure is free with respect to all linear dimensions, weight, and volume, but the offeror is cautioned that the structure should be large and complex enough for significant thermal excursions to produce complex thermal strains and resultant stresses representative of major aircraft structure.

The Period of Performance for this effort is as follows:

5. Other Requirements:
5.1 Contract Security Classification Specification: This program is unclassified.
5.2 Export Control: Information involved in this research effort will be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774). If effort may be subject to export control, then a Certified DD Form 2345, Militarily Critical Technical Data Agreement, will be required to be submitted with proposal. This certificate will not count against any page count.

II. AWARD INFORMATION
1. Anticipated Award Date: Within 180 days after receipt of proposals. This is a 1-Step Call.
2. Anticipated Funding: Anticipated funding of contract is as follows:

The above funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.
Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
The Government reserves the right to cancel this call, either before or after the closing date. In the event the Government cancels this call, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.
3. Number Of Awards Anticipated:
The Air Force anticipates awarding one (1) contract as a result of this Call. However, the Air Force does reserve the right to make one or more awards or no awards pursuant to this Call.
III. ELIGIBILITY INFORMATION
1. Eligible Offeror:
No Set-Aside. However, small businesses are encouraged to propose on the Call.
2. Other:
a. Foreign Participation: Foreign Participation is prohibited on this effort. Though Foreign Nationals (FNs) can be employed by the US Prime Contractor or Sub- Contractor; however, FNs will be limited to Public Domain information unless the contractor has obtained the proper License or Technical Assistance Agreement that authorizes disclosure of CMI and/or CUI to foreign entities pursuant to the Department of State’s ITAR or Department of Commerce’s EAR.
b. Export Control: See I. 5. above.
IV. PROPOSAL SUBMISSION INFORMATION
1. Overview:
1.1 This is a 1-Step Call. Offerors should monitor FedBizOps, http://www.fbo.gov, for any additional notices to this Call that may permit extensions to the proposal submission date or otherwise modify this announcement.
1.2 Applicable Solicitation Provisions: In addition to the solicitation provisions and contract clauses identified in BAA-RQKPD-2015-0001, the following solicitation provisions are applicable to this Call:

2. Type of Contracts/Instruments:
FAR 52.216-01 TYPE OF CONTRACT (APR 1984)
The Government contemplates award of a Cost-Plus Fixed-Fee (CPFF) contract. Successful offerors are required to have an accounting system considered adequate for tracking costs applicable to the contract.
The Air Force reserves the right to award the instrument best suited to the nature of research proposed in this Call. Accordingly, the Government may award any appropriate contract type under the FAR or Other Transaction (OT) for Prototype, or grant, or cooperative agreement, or OT for Research. The Air Force may also consider award of an appropriate technology transfer mechanism if applicable.
3. One Step Proposal Instructions: Content and Form of Proposal Submission:
The general proposal instructions specified in BAA-RQKPD-2015-0001, Section IV, apply to this Call. Specific information for this Call is as follows:
a. This is a One-Step Call.
b. Each proposal must contain:
i. A Technical/Management Volume including a technical/management proposal and a Statement of Work (SOW),
ii. A Cost/Business Volume including the cost proposal,
iii. A Subcontracting Plan (if an Other Than Small Business is proposing as the Prime Contractor),
iv. A DD Form 2345, Militarily Critical Technical Data, and
v. A completed Section K Representations and Certifications
1. The Technical/Management Volume shall contain:
(a) The Technical/Management proposal limited to 20 pages
(b) A SOW limited to 15 pages.
Any pages in excess of the stated page limitation will not be evaluated.
2. The Cost/Business Volume and cost proposal may have an unlimited number of pages.
(a) The AF requests the following meetings be included in the contractor’s cost proposal:
i. A Kickoff meeting at WPAFB
ii. A Technical Interchange Meeting (TIM) at WPAFB
3. The Subcontracting Plan (if applicable), the DD Form 2345 certificate, and the
Section K Representations and Certifications, must be submitted with the Proposal but will NOT count against any page limitations.
c. Offerors must include any exceptions to the model contract terms & conditions in their proposal.
d. Offerors must submit with a cover letter:
1. One (1) original and three (3) hard copies and eight (8) CD copies of the
Technical/Management Proposal and
2. One (1) original and three (3) hard copies and eight (8) CD copies of the Cost/Business Proposal.
e. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile will not be accepted.

4. Proposal Due Date and Time:
4.1 The due date for proposals submitted in response to this Call is no later than 2:00 p.m.
local time on 29 Jul 2019. Proposals for any other Technology Area identified in the baseline BAA will not be accepted at this time. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).
5. Funding Restrictions: The following FAR provision is applicable to this Call.

V. PROPOSAL REVIEW INFORMATION
1. Evaluation Criteria: The selection of one source for award will be based on an evaluation of each offeror’s proposal (both technical and cost/price aspects) to determine the overall merit of the proposal in response to the announcement, as well as on Agency need and funding availability. The technical aspect, which is ranked as the first order of priority, shall be evaluated based on the following criteria that are of equal order of importance:
a. Technical:
i. Unique and innovative approach proposed to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, technology, and the state of the art.
ii. The offeror’s understanding of the scope of the technical effort.
iii. Soundness of the offeror’s technical approach.
iv. The potential for AFRL to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered.
v. Availability of qualified technical personnel and their experience with the applicable technologies.
vi. Availability, from any source, of necessary research, test, laboratory, or shop facilities.
b. Cost/Price: Cost/Price includes the reasonableness and realism of the proposed cost and fee and consideration of proposed budgets and funding profiles.
Cost/Price is a substantial factor, but ranked as the second order of priority. (If an offeror proposes the use of GFP other than any GFP identified in the Call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only).
c. Proposal Risk Assessment: Proposal risk for technical, cost, and schedule will be assessed as part of the evaluation of the above evaluation criteria. Proposal risk relates to the identification and assessment of the risks associated with an offeror's proposed approach as it relates to accomplishing the proposed effort.
Tradeoffs of the assessed risk will be weighed against the potential payoff.
2. Review and Selection Process
a. Categories: The technical and cost proposals will be evaluated at the same time and categorized as follows:
i. Category I: Demonstrates technical merit. Is important to agency programs. The offeror presents relevant experience and access to adequate resources. Risk is acceptable. The cost/price is reasonable and realistic. Proposals in Category I are recommended for acceptance (subject to availability of funds) and normally are displaced only by other Category I proposals.
ii. Category II: Demonstrates technical merit; is important to agency programs; and presents relevant experience and access to adequate resources; but requires further development. Risk is acceptable. The cost/price is reasonable and realistic.
Category II proposals are recommended for acceptance, but at a lower priority than Category I.
iii. Category III: Does not demonstrate technical merit; does not meet agency needs; does not present adequate experience or resources; the risk level is unacceptable; or the cost/price is not reasonable or realistic.
3. No other evaluation criteria will be used. The Air Force reserves the right to select for award any, all, part or none of each proposal received.
4. Any proposal that does not conform to the requirements in BAA-RQKPD-2015-0001 and this Call may be eliminated from further consideration.
VI. AWARD ADMINISTRATION INFORMATION:
1. Award Notices: Offerors will be notified whether their proposal is recommended for award, by letter or e-mail. The notification is not to be construed to mean the award of a contract is assured, as availability of funds and successful negotiations are prerequisites to any award.
