About this file
This Broad Agency Announcement amendment provides answers to six questions from potential offerors regarding the Impact Damage Analysis Tools for Composite Structures proposal call. The amendment clarifies that the tools should be able to predict barely visible impact damage for any type of low-velocity impactor to composite fiber/epoxy structures, without consideration for specific material systems or sandwich panel construction. Damage arrestment features must be present before impact occurs rather than as a post-impact repair. The proposal due date remains unchanged.

Amendment 02
BROAD AGENCY ANNOUNCEMENT
BAA-RQKPD-2015-0001, Call 0005, Amendment 02
Air Force Research Laboratory
Aerospace Systems Directorate, Power and Control Division
BROAD AGENCY ANNOUNCEMENT TITLE: Composite Airframe Life Extension
(CALE)
BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-RQKPD-2015-0001
PROPOSAL CALL ANNOUNCEMENT (Call) TITLE: Impact Damage Analysis Tools
(IDAT) for Composite Structures
PROPOSAL CALL ANNOUNCEMENT (Call) NUMBER: 0005, Amendment 02
The purpose of this amendment is to provide answers to questions asked by potential offerors.
The questions with their respective answers are addressed below:
Question 1. What is the extent of the damage size and energy to be addressed:
a. Maintenance induced (i.e. tool drop, etc.)
b. In flight, landing and take-off discrete source damage (bird strike, tire debris, hail storm, etc)
c. Battle damage / ballistics
Answer: Maintenance induced low-velocity (barely visible) damage
Question 2. Is method to be general for all materials systems, or can it be limited to specific material systems are to be investigated:
a. Fibers: Graphite, Kevlar, Glass
b. Matrix: thermoset epoxies, toughened poxies, thermoplastics, ceramic, etc
c. Processes: in and out of autoclave
d. Sandwich panel construction
Answer: General fiber/epoxy system, no specific material system. No sandwich panel consideration under this activity.
Question 3. What impactor shapes, sizes, materials, and energy levels are to be considered?
Answer: Any type of impactor; low-velocity impacts.
Question 4. Is the goal to just determine methodology, or is an analysis tool also required as a deliverable?
Answer: Required to deliver two types of analysis tools as mentioned in the SoO.

Question 5. Is the goal only to predict damage based on specific impact scenario inputs; or is it also required to be able to predict the impact parameters that will result in a desired damage level, e.g.
predict the impact energy that will result in BVID damage for a given impactor size and shape?
Answer: Goal is to predict the extent of damage at a pre-specified energy level. The reverse calculation of impact parameters based on a certain impact size is not expected.
Question 6. Are damage arrestment features to be considered as being present prior to impact in order to limit damage due to impact; or as a repair after impact to prevent further propagation of the damage?
Answer: Damage arrestment features have to be present prior to impact; not as a repair patch.
NO OTHER CHANGES ARE BEING ACCOMPLISHED BY THIS AMENDMENT.
PROPOSAL DUE DATE AND TIME REMAINS UNCHANGED.
