BROAD AGENCY ANNOUNCEMENT TITLE: Composite Airframe Life Extension

(CALE)

BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-RQKPD-2015-0001

PROPOSAL CALL ANNOUNCEMENT (Call) TITLE: Demonstration 1 – Validation of Extended Durability Life

PROPOSAL CALL ANNOUNCEMENT (Call) NUMBER: 0004

I. PROGRAM DESCRIPTION

1. Background:

All requirements of BAA-RQKPD-2015-0001 apply unless specifically amended and addressed in this Call. The baseline BAA contains information applicable to all Calls issued under the BAA and provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc.

2. Statement of Objective/Needs:

The objective of the Call is to validate an approach for verifying that a prior, established service life capability for an existing composite airframe may be increased, at low risk, during the service life of the aircraft fleet, such as would be required for a Service Life Extension Program (SLEP). Low risk, in this case, is considered to be equivalent reliability with metallic structure subject to the same SLEP. To validate this reliability, verification testing will be performed to demonstrate 90% reliability at the increased service life capability with 95% confidence (B-Basis equivalent reliability). To accomplish such testing in an economic manner, AFRL/RQVS envisions the use of load enhancement factors, developed and applied within the program and using data relative to the composite materials and structural design configuration and features of the specific airframe structure, being used to demonstrate this durability life extension. While the use of a load enhancement factor approach to reduce test time span and cycle count is envisioned in this program, AFRL/RQVS does not require, or recommend, any particular method of determining such load enhancement factors. New developments, new methods of determining load enhancement factors, or alternate approaches to demonstrate the new durability life has been achieved at the required reliability may be proposed.

4. Schedule:

The Period of Performance for this effort is as follows:

Overall effort: 33 months

a. Technical – 30 Months

b. Final Report – 3 Months

5. Other Requirements:

5.1 Contract Security Classification Specification: This program is unclassified.

5.2 Export Control: Information involved in this research effort may be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774). If effort may be subject to export control, then a Certified DD Form 2345, Militarily Critical Technical Data Agreement, will be required to be submitted with proposal.

6. Other Information:

6.1 Government Furnished Information & Base Support: Any base support, Government

Furnished Property (GFP), Government Furnished Information (GFI), equipment, or facilities needed for this requirement should be specified in the proposal.

6.2 Base Support/Network Access: No

II. AWARD INFORMATION

1. Anticipated Award Date: Within 180 days after receipt of proposals. This is a 1-Step Call.

2. Anticipated Funding: Anticipated funding of contract is as follows:

The above funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.

Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs, including bid preparation costs.

3. Number Of Awards Anticipated:

The Air Force anticipates awarding one (1) contract as a result of this Call. However, the Air Force does reserve the right to make one or more awards or no awards pursuant to this

III. ELIGIBILITY INFORMATION

1. Eligible Offeror:

No Set-Aside. However, small businesses are encouraged to propose on the Call.

2. Other:

a. Foreign Participation: Foreign Participation is prohibited on this effort. Though Foreign Nationals (FNs) can be employed by the US Prime Contractor or Sub- Contractor; however, FNs will be limited to Public Domain information unless the contractor has obtained the proper License or Technical Assistance Agreement that authorizes disclosure of CMI and/or CUI to foreign entities pursuant to the Department of State’s ITAR or Department of Commerce’s EAR.

b. Export Control: See I. 5. above.

IV. PROPOSAL SUBMISSION INFORMATION

1. Overview:

1.1 This is a 1-Step Call. Offerors should monitor FedBizOps, http://www.fbo.gov, for any additional notices to this Call that may permit extensions to the proposal submission date or otherwise modify this announcement.

2. Type of Contracts/Instruments:

FAR 52.216-01 TYPE OF CONTRACT (APR 1984)

The Government contemplates award of a Cost-Plus Fixed-Fee (CPFF) contract. Successful offerors are required to have an accounting system considered adequate for tracking costs applicable to the contract.

The Air Force reserves the right to award the instrument best suited to the nature of research proposed in this Call. Accordingly, the Government may award any appropriate contract type under the FAR or Other Transaction (OT) for Prototype, grant, cooperative agreement, or OT for Research. The Air Force may also consider award of an appropriate technology transfer mechanism if applicable.

3. One Step Proposal Instructions: Content and Form of Proposal Submission:

The general proposal instructions specified in BAA-RQKPD-2015-0001, Section IV, apply to this Call. Specific information for this Call is as follows:

a. This is a One-Step Call.

b. Each proposal must contain both a Technical/Management proposal including a Statement of Work (SOW) and a Subcontracting Plan (if an Other Than Small Business is proposing as the Prime Contractor) and a Cost/Business proposal.

1. The Technical/Management proposal is limited to a total of 45 pages.

(a) The Technical/Management proposal shall be limited to 30 pages

(b) The SOW shall be limited to 15 pages.

Any pages in excess of the stated page limitation will not be evaluated.

2. The Cost/Business Proposal may have an unlimited number of pages.

c. The Section K Representations and Certifications and the Subcontracting Plan (if applicable) must also be submitted with the Proposal but will NOT count against the page limitation.

d. Offerors must include any exceptions to the model contract terms & conditions in their proposal.

e. Offerors must submit with a cover letter:

1. One (1) original and eight (8) hard copies and eight (8) CD copies of the

Technical/Management Proposal and

2. One (1) original and eight (8) hard copies and eight (8) CD copies of the Cost/Business Proposal.

f. Proposals shall be submitted to the Contracting Point of Contact identified below at the following address. Proposals sent via facsimile will not be accepted.

4. Proposal Due Date and Time:

4.1 The due date for proposals submitted in response to this Call is no later than 2:00 p.m.

local time on 10 October 2017. Proposals for any other Technology Area identified in the baseline BAA will not be accepted at this time. Proposals received after the due dates and times shall be governed by the provisions of FAR 52.215-1(c)(3).

4.2 Intent to Propose: Potential offerors are requested to email the contracting point of contact listed in paragraph IV. 3. above if they intend to submit a proposal in response to this Call. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal. This intent to propose is requested by 08 September 2017.

V. PROPOSAL REVIEW INFORMATION

1. Evaluation Criteria: The selection of one source for award will be based on an evaluation of each offeror’s proposal (both technical and cost/price aspects) to determine the overall merit of the proposal in response to the announcement, as well as on Agency need and funding availability. The technical aspect, which is ranked as the first order of priority, shall be evaluated based on the following criteria that are of equal order of importance:

a. Technical:

i. Unique and innovative approach proposed to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, technology, and the state of the art.

ii. The offeror’s understanding of the scope of the technical effort.

iii. Soundness of the offeror’s technical approach.

iv. The potential for AFRL to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered.

v. Availability of qualified technical personnel and their experience with the applicable technologies.

vi. Availability, from any source, of necessary research, test, laboratory, or shop facilities.

b. Cost/Price: Cost/Price includes the reasonableness and realism of the proposed cost and fee and consideration of proposed budgets and funding profiles.

Cost/Price is a substantial factor, but ranked as the second order of priority. (If an offeror proposes the use of GFP other than any GFP identified in the Call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only).

c. Proposal Risk Assessment: Proposal risk for technical, cost, and schedule will be assessed as part of the evaluation of the above evaluation criteria. Proposal risk relates to the identification and assessment of the risks associated with an offeror's proposed approach as it relates to accomplishing the proposed effort.

Tradeoffs of the assessed risk will be weighed against the potential payoff.

2. Review and Selection Process

a. Categories: The technical and cost proposals will be evaluated at the same time and categorized as follows:

i. Category I: Demonstrates technical merit. Is important to agency programs. The offeror presents relevant experience and access to adequate resources. Risk is acceptable. The cost/price is reasonable and realistic. Proposals in Category I are recommended for acceptance (subject to availability of funds) and normally are displaced only by other Category I proposals.

ii. Category II: Demonstrates technical merit; is important to agency programs; and presents relevant experience and access to adequate resources; but requires further development. Risk is acceptable. The cost/price is reasonable and realistic.

Category II proposals are recommended for acceptance, but at a lower priority than Category I.

iii. Category III: Does not demonstrate technical merit; does not meet agency needs; does not present adequate experience or resources; the risk level is unacceptable; or the cost/price is not reasonable or realistic.

3. No other evaluation criteria will be used. The Air Force reserves the right to select for award any, all, part or none of each proposal received.

4. Any proposal that does not conform to the requirements in BAA-RQKPD-2015-0001 and this Call may be eliminated from further consideration.

VI. AWARD ADMINISTRATION INFORMATION:

1. Award Notices: Offerors will be notified whether their proposal is recommended for award, by letter or e-mail. The notification is not to be construed to mean the award of a contract is assured, as availability of funds and successful negotiations are prerequisites to any award.
