FIRE PROTECTION SYSTEMS
SECTION 21 10 00 - FIRE PROTECTION SYSTEMS
PART 1 - GENERAL
1.1 SUMMARY
A. Furnish labor, materials, tools, equipment, and services for Fire Protection Systems, as indicated, in accordance with provisions of Contract Documents.
B. Fire Protection Systems Included:
1. Water based:
a. Fire Protection piping.
C. Related Specification Sections include but are not necessarily limited to:
1. Division 0 - Bidding Requirements, Contract Forms and Conditions of the Contract.
2. Division 1 - General Requirements.
3. Section 28 46 00 - Fire Alarm System.
D. Completely coordinate with work of other trades.
1.2 QUALITY ASSURANCE
A. General:
1. Workmanship and appearance to maintain the building’s historical fabric.
2. Use only new material of first-class construction, designed, and guaranteed to perform service required.
3. Provide fully operational systems.
4. Provide complete fire protection systems as described in the Contract Documents and according to criteria of Authority (ies) Having Jurisdiction (AHJ).
a. Where system requirements as described in the Contract Documents exceed those of the AHJ, meet requirements of both.
b. Where discrepancies exist among the AHJ requirements, and Contract Documents, the most stringent requirements shall take precedence.

B. Authorities Having Jurisdiction:
1. NPS MWR Structural Fire Protection Manager.

1. Latest edition of referenced criteria applies.
2. National Fire Protection Association (NFPA).
3. Underwriter's Laboratories (UL).

D. Designer Qualifications:
1. Fire protection systems shall be designed by a NICET Level III Designer or Licensed Fire Protection Engineer.
2. Drawings to include certification, signature, and registration number of the certified technician.
E. Installer Qualifications:
1. Fire protection system installation shall be supervised onsite, by a minimum NICET Level II technician.
2. Fire Protection Installer shall be licensed and shall provide evidence of the successful completion of at least five projects of equal or greater size and complexity.
3. Use workmen skilled in this trade.
1.3 SYSTEM DESCRIPTION
A. Design Requirements:
1. Design fire sprinkler systems per NFPA 13, 2022 requirements.
2. Scope of work is comprehensive and includes all design, coordination, approvals, materials, labor, installation, testing and approvals that results in a complete NFPA 13 compliant automatic fire sprinkler system(s) for buildings as indicated on the Contract Drawings.
3. All areas are to be fully sprinklered unless indicated otherwise on the Contract Drawings.
4. Designs shall include a minimum safety allowance of 5 PSIG below the adjusted water supply curve.

5. Completely coordinate work of this Specification Section with all other work in order to provide a complete and workable system acceptable to building and fire authorities and in accordance with the Contract Documents.
1.4 SUBMITTALS
A. Working Plans:
1. Submit detailed data and complete layout of fire protection systems (sprinkler systems, alarm, and signal devices, etc.) approved by Authorities Having Jurisdiction and prepared in accordance with the requirements for Plans and Calculations described in NFPA 13 Chapter 28.
a. Include calculations prepared in accordance with the requirements for Hydraulic Calculations described in applicable NFPA standards.
b. Certification that all Plans and calculations, including sprinkler flow calculations have been approved by all agencies with jurisdiction.
B. Product Data:
1. Dry-pipe sprinkler system.
2.
a. Self-contained nitrogen generating assembly.
b. Purge vent assembly.
c. Nitrogen maintenance device.
d. Nitrogen analyzer.
e. Pipe, fittings, and pipe hanging devices.
3. Submit catalog data and Specifications for all manufactured components supplied as part of the fire protection system.
C. Certifications:
1. Certification that all plans and calculations, including sprinkler flow calculations have been approved by all agencies with jurisdiction.
2. Certification that all required post installation tests and inspections have been completed and approved by all agencies with jurisdiction.
D. Contract Closeout Information:

1. Letter, with Contracting Officer acceptance signature, stating spare parts and extra materials per NFPA requirements have been delivered.
2. Operating and maintenance data. See Division 0 for requirements and include the following supplemental information:
a. Provide three manuals in accordance with NFPA 13. The manuals shall include the manufacturer's name, model number, parts list, list of parts and tools that should be kept in stock by the Government for routine maintenance including the name of a local supplier, simplified wiring and controls diagrams, troubleshooting guide, and recommended service organization (including address and telephone number) for each item of equipment. Each service organization submitted shall be capable of providing 4 HR on-site response to a service call on an emergency basis.
3. Government instruction report.
4. Test reports:
a. Certification that tests as indicated in FIELD QUALITY CONTROL (Part
3) have been successfully completed and approved by authorities having jurisdiction.
b. Certification that all required post installation tests and inspections have been completed and approved by all agencies with jurisdiction.
c. Contractor’s Material and Test Certificate for Underground Piping.
d. Contractor’s Material and Test Certificate for Aboveground Piping.
5. As-Built Drawings:
a. As-Built Shop Drawings, at no later than 14 days after completion of the Final Tests. The Sprinkler System Drawings shall be updated to reflect as-built conditions after all related work is completed. Provide Electronic Drawings in .dwg and .pdf format.
1.5 JOB CONDITIONS
A. Arrange and pay for permits, fees and inspections required.

I. Submit other pipe materials, joining methods, and equipment not specified, but accepted by applicable NFPA standards and approved by Authority(ies) Having Jurisdiction, in accordance with Division 01.
2.2 PIPE, FITTINGS, AND SUPPORTS
A. Pipe and fittings - General:
1. Meet or exceed applicable NFPA standards.
2. Working pressure: Not less than 175 PSI.
3. Pipe shall be Schedule 40 black pipe. The following are not permitted:
a. Lightwall and Less than Schedule 10 pipe.
b. Plain end, pressure fit type fittings.
c. Hole cut mechanical tee fittings.
d. Plastic Pipe.
e. Field fabricated or welding pipe/fitting

4. Corrosion Resistance Ratio (CRR) of all pipe used: Equal to or less than one.
5. Where no alternative exists for concelalling sprinkler system piping. The NPS
Architect must be consulted to coordinate the placement of all exposed sprinkler system piping. Sprinkler system pipe shall be installed using components appropriate fo the time period of the buildings’s original construction. All exposed couplings and fittings shall be cast iron or maliable stell. All exposed piping shall be Sch 40 black iron. The use of rool grooved or mechanical fittings shall not be allowed.
6. Paint sprinkler systems with the exception of the piping installed above suspended ceilings, and not exposed to public view. Clean, prime, and paint new sprinkler system piping, valves, hangers, accessories, and miscellaneous metal work as describe herein. Clean surfaces prior to painting. Immediately after cleaning, prime metal surfaces with SSPC Paint 25 or SSPC Paint 25 metal primer applied to a minimum dry film thickness of 1.5 MILS. Paint piping as called out on contract documents, applied to a minimum dry film thickness of 1.6 MILS. Exercise care to avoid painting sprinkler heads and operating devices.
Upon completion of painting, remove materials which were used to protect sprinkler heads and operating devices which have been inadvertently painted and provide new clean sprinkler heads and operating devices of the proper type.
B. Pipe, Below Ground:
1. Materials and fittings as allowed by NFPA 13 and NFPA 24.
C. Fittings:
1. Threaded:
a. Black cast iron, Class 150.
b. Black malleable iron.
2. Flanged:
a. Black cast iron, short body, Class 125.
b. Gaskets: Full face of 1/8 IN minimum red sheet rubber.
c. Flange bolts: ANSI B18.2.
1) Hexagon head machine bolts with heavy semi-finished hexagon head nuts, cadmium plated.
3. Welded: Black steel, standard weights.
4. Mechanical: ASTM A47.

a. Malleable iron, 500 PSI working pressure.
b. Coupling gasket material: Butyl rubber.
c. UL listed.
d. Approved by FM, NFPA-13.
5. High temperature soldered:
a. Wrought copper.
b. Cast bronze.
D. Pipe supports:
1. All-purpose type, UL listed and FM approved.
2. Installation and spacing shall be in accordance with requirements of NFPA 13.
3. Hangers, hanger rods, and clamps constructed as approved by NFPA 13.
4. Exposed hangers and supports shall be installed using components appropriate for the time period of the buildings original construction. Black iron or wrought iron pipe hangers shall be used. Strap hangers, split ring hangers, Unistrut and similar modern hardware shall not be used.
2.3 ALARM AND SIGNAL DEVICES
A. Alarm and Signal Devices, General:
1. UL listed and FM approved.
2. Coordinate electrical requirements with electrical installer.
B. Alarm Devices:
1. Alarm pressure switch:
a. Shall signal Fire Alarm System Control Panel upon sensing change of pressure in fire system valve.
1) Switch shall automatically reset when pressure returns to normal.
b. Service: Normal.

2. Local alarm devices:
a. General:
1) Provide local alarm on systems of sufficient size as indicated in
NFPA-13.
2) Use alarm bell and visible light alarm on electrically operated supplemental fire detection (valve release) systems.
3) Devices shall be weatherproof.
4) Operating Voltage: 24 VDC supplied by FACP or Auxiliary Power
Supply. The use of 120 VAC devices is not permitted.
b. Outside horn and strobe: UL listed, FM approved.
3. Valve tamper switch:
a. Shall signal Fire Alarm System Control Panel upon valve movement.
b. The switch contacts shall be rated at 10A, 125/250VAC and 2A, 30VDC.
c. Switches for butterfly valves to be UL approved.
d. Coordinate with fire alarm contractor for compatibility with the fire alarm system.
4. Waterflow detector:
a. Shall signal Fire Alarm System Control Panel when water flows in system.
b. Dry-pipe sprinkler system(s).
1) Pressure switch shall signal Fire Alarm System Control Panel upon drop in system nitrogen pressure.
2) 175 PSI rated.
3) 10.0 Amps at 125/250VAC, 2.0 Amps at 30VDC Resistive, 10 mAmps min. at 24 VDC.
4) Suitable for working pressure of 175 PSI with sensitivity adjusting screw.
5) Provide with contacts for remote signal wiring.
6) Coordinate with fire alarm contractor for compatibility with the fire alarm system.
2.4 FIRE ALARM SYSTEM CONTROL PANEL
A. Fire Alarm System Control Panel: See Division 28.

2.5 FIRE PROTECTION SYSTEMS, WATER-BASED
A. General:
1. Provide sprinkler system types as designated on the Drawings.
2. Design basis of hydraulically designed sprinkler system in accordance with applicable NFPA Codes and Standards.
2.6 FIRE DEPARTMENT VALVES AND FIRE HOSE CABINETS
A. Fire Department Valves and Fire Hose Cabinets, General:
1. Components and assemblies UL listed and FM approved.
2. Valves: Minimum 175 PSI non-shock cold-water working pressure.
3. Outlet threads shall match local fire department standards.
4. Provide one 2-1/2 IN outlet and hose valve for each 250 GPM or fraction of fire sprinkler system demand (2 hose connections minimum).
5. Finish shall be bronze.
2.7 BACKFLOW PROTECTION DEVICES
A. Provide and install back flow preventer on the new fire protection service lead-in as shown on Fire Protection Drawings to prevent contamination of public water system.
B. The backflow preventer shall meet the minimum requirements:
1. Constructed of corrosion resistant materials.
2. Fully field rebuildable.
3. Flanged ends.
4. Rating: Water at 175 PSI working pressure and between to 110 DEGF.
5. Provide OS&Y or indicating butterfly inlet and outlet isolation valves.
6. Provide non-rising stem inlet and outlet isolation valves.
7. Approved by authority having jurisdiction.
8. UL listed and FM approved.
9. Provide back flow preventer forward flow test head arranged in accordance with
NFPA 13.
10. Double Check Detector:
a. Two independently operating check valves.
b. Bypass line with two independently operating check valves, water meter, three test cocks, and outlet shutoff valve. Bypass shall allow 8-10 GPM of flow before main-line assembly opens.
c. Provide four test cocks.

d. Provide No. 1 test cock on inlet valve.
C. Backflow preventer forward-flow test header:
1. Provide one 2-1/2 IN. outlet and hose valve for each 250 GPM or fraction of fire sprinkler system demand.
2. Finish shall be bronze.
2.8 FIRE SYSTEM VALVES
A. Fire System Valves, General:
1. UL listed and FM approved.
2. Body: Ductile or cast iron.

3.2 PIPING, SPRINKLERS, AND SUPPORTS

3. Provide thermostatic controller with integral check stops, removable cartridge with stainless steel piston and thermal motor or bimetallic thermostat. Standard rough bronze finish. Max pressure 125 psi. Provide thermometer on outlet, cut off valves on inlet and outlet. For systems with hot water circulating pumps (for temperature maintenance) a by-pass from the “pump discharge/heater cold water inlet” to the mixing valve “cold water inlet” shall be provided with a check valve.
4. Pressure Rating: 125 psig minimum unless otherwise indicated.
5. Type: Exposed-mounted, thermostatically controlled, water mixing valve.
6. Material: Bronze body with corrosion-resistant interior components.
7. Connections: Threaded union inlets and outlet.

2.10 WATER HAMMER ARRESTERS
A. Engineered, and certified in accordance with Plumbing and Drainage Institute (PDI) Standard
WH-201.
B. Type and construction:
1. Bellows type and constructed entirely of stainless steel.
2. Piston type is not acceptable.
C. Water hammer arrestors shall be bellows type and constructed entirely of stainless steel.
2.11 PIPE HANGER SPACING
A. See 23 05 29 for general hanger requirements, with spacing for plumbing piping per IPC 2021 or below (except not less than two hangers per length of pipe):

1. Cast Iron pipe: 5'-0" spacing maximum and at each hub, on both sides of horizontal no-hub fittings, and at each trap.
2. Steel Pipe: 6'-0" spacing up to 2" diameter and 10'-0" for 2-1/2" diameter and larger.
3. Copper pipe: 6'-0" spacing up 2" diameter and 10'-0" for 2-1/2" diameter and larger.
4. Plastic pipe: 4'0" for up to 2" diameter and 6'0" for 2-1/2" to 6" diameter, 10'0" for pipes larger than 6" diameter.
B. Hanger Locations in wood and light gage structures: No multiple hangers shall be permitted on a single building wooden or light gage steel member. Hangers shall be staggered to distribute loads evenly over the structure and additional longitudinal structural members provided to evenly distribute loads. Provide hanger locations as part of the required piping shop drawings.
PART 3 - EXECUTION
3.1 GENERAL
A. General:
1. Install piping as indicated and to provide fixtures and items of equipment with proper drainage, vent, and water connections as required by governing codes.
2. Hold piping as close to structure as possible to maintain maximum head room.
3. Run piping concealed wherever possible.
4. Under no circumstances reduce pipe size indicated without written consent of Contracting
Officer .
5. Size branches to individual fixtures as scheduled.
6. Consult the following before roughing in piping:
a. Manufacturer's data.
b. Large scale Architectural, and Mechanical Drawings of rooms containing equipment and plumbing fixtures.
7. Stub piping through wall directly behind item being served (e.g., equipment, plumbing fixtures, vending machines).
a. Cap and protect until such time as installation is performed.
b. Exception: Upon approval of Architect, piping mains and/or branches may be run in lab benches, in built in counters, and in cabinet work.
8. Plug or cap piping immediately after installation.
9. Install chromed escutcheons on finished area…
