RFP Reminders For Factors 4, Project Experience use the Project Experience Form for submission of the factors. Provide three (3) construction as detailed in the Solicitation.
Key Personnel required for submission are as follows: Project Manager, Job Site Superintendent, On-site Quality Control Specialist. (see Solicitation, Special Requirement 2) All offerors (both other than small businesses and small businesses) shall submit Small Business Participation documentation that address the evaluation criteria defined in the Small Business Participation factor contained in section M of the solicitation.
The NPS subcontracting goals for Fiscal Year 2023 are: Small Businesses (44.8%), Small Disadvantaged Businesses (5%), Women-Owned Businesses (5%), HUBZone (3%), and Service Disabled Veteran-Owned Businesses (3%), Indian Small Business Economic Enterprises (ISBEE) (3%).

This project will redevelop the historic properties at 2, 4, 6, 8, and 10 Broad Street, and 1119 Water Avenue in Selma, Alabama into a new interpretive center for the Selma to Montgomery NHT. Major work includes:
Historic preservation of the exterior and interior at Nos. 4 and 6 Broad Street Historic preservation and structural support of the free-standing façade at 8/10 Broad Street Structural repairs for water and termite damage for Nos. 4 and 6 Broad Street New building addition to No. 6 Broad Street New mechanical, plumbing, electrical, for Nos. 4 and 6 Broad Street New fire protection to Nos. 4 and 6 Broad Street New roof for Nos. 4 and 6 Broad Street Repair elevator for No. 2 Broad Street Redevelop interior floorplan of No. 2 Broad Street Interior and exterior painting Exterior hardscape, landscape, and irrigation New utilities, services and connections Hazardous Material remediation and abatement for ACM, LBP and Mold

SITE SCOPE REVIEW – KEY ITEMS
Coordination, Schedule and Use Exhibits furnished and installed under a separate turnkey Exhibit contract Coordination required with Exhibit Contractor Significant Facility Completion early October 2024 so that Exhibits can be installed in October, November and early December Strong Preservation component Grand Opening for new Interpretative Center is December 2024 Contractor shall conduct his operations to ensure the least inconvenience to the public and NPS staff.

SITE SCOPE REVIEW – KEY ITEMS
AE Title 3 and a CMR will be assisting NPS in project oversite SEAC will be assisting NPS with archeological monitoring for ground disturbance activities The NPS/DSC Project website will be managed by the CMR Review attached submittal list which will be reviewed by CMR and AE prior to formal approval by NPS Contractor preinstallation conferences will be attended by the CMR and potentially the Park. Items that have closure restrictions will require Park signoff from the preinstallation conferences to ensure all Park, Concessions, and local entities are properly notified prior to work commencement.
Project Oversight
Safety Standards for Entering 4&6 Broad Street As stated in the registration email for this site visit, for entering into Properties 4 and 6 Broad Street, due to several health and safety hazards, Personal Protective Equipment WILL BE REQUIRED. The following PPE is required to enter the identified properties:
Tyvek Suit N95 Respirator (fit test approval required) Safety Glasses Hard Hat Safety Boots Disposable Gloves
If the above mentioned PPE is not worn then you will be restricted from entering the properties.
QUESTIONS AFTER PRE-PROPOSAL CONFERENCE
Direct all questions the CO requests that they be submitted in writing via email to both the CO, Mr. John Babcock, and the CS, Mr. Michael Smith as follows:

Offerors are required to fill out and sign the acknowledgment of amendments received (SF1442 Section 19) and include this when submitting our offer on the Form 1442.
The DEADLINE FOR QUESTIONS IS: April 21, 2023 We request that any questions asked during the question is also submitted via email so they can be formally addressed.
