Solicitation # 140P2023R0022, SEMO 218940 Historic Properties at 2, 4, 5, 8, and 10 Broad Street and 1119 Water Avenue in Selma, Alabama
Request for Information and NPS Responses Round 2 Received by May
10, 2023
1. The storm drain on Broad and the sewer on Waters will require the sidewalks to be removed and replaced. Will the city charge for this encroachment?
a. RFI response to question 32 indicated the Contractor is to connect the utility.
2. Will the City of Selma charge any tap fees for the sewer connection? Will the
City of Selma be required to perform or provide any of the scope of the work? With there being a manhole of approx. 14’ deep, I would think they will likely want to set this themselves.
a. RFI response to question no. 13 indicated the City of Selma will assess a tap fee. RFI response to question 31 indicated all tap fees are to be included in the Contractor’s proposal. The Selma City Engineer indicated the City will not perform any of the work. The City
Engineer’s name is Ray Hogg, phone: 334.875.7960.
3. Spec section 32 84 00 is included but there are not any irrigation plans in the documents as the spec section states. If there is a requirement for irrigation, please provide the drawings.
a. Irrigation is required and listed as a performance based specification.
Irrigation basis of design is noted on drawing L-4 General Note 13 and as specified in Specification section 32 84 00 Irrigation contractor to provide
Shop drawings indicating the proposed piping layout, water source, etc. for approval prior to installation.
4. According to masonry specs, state no power tools can be used to remove mortar. This process works well with old mortar but when removing newer mortar, the hammer and chisel will do more damage than a grinder would.
Please consider allowing power tools for removing mortar. We might get a
05/12/23 Page 1 of 13 couple of subs to bid on the project if this requirement is removed and grinders are allowed.
a. Referring to specification 04 03 23 - HISTORIC MASONRY RE-
POINTING AND CLEANING, the specification indicates that no power saws or devices will be used that could damage the existing brick edges. It goes on to say that not all electric power tools are restricted.
Please review again the specifiction language and become familiar with the intent. The earlier paragraph regarding samples talks about demonstrating a “mockup” panel of work for approval before proceeding, so the Contractor’s proposed means and methods for removing mortar, and tools successfully used, should be part of that review and approval. There are wall areas in the courtyard where historic brick is being covered up in the new design and those areas could likely be used as initial test areas to minimize damage to visible areas. The plan should be discussed and approved by the Contracting
Officer or their representative on site.
5. Fire Alarm - page 28 31 11-20 states that the FACP shall be an Edwards 3-
CPU3 and no other equals are given. Please confirm there are other systems allowed, such as Siemens, etc.
a. Honeywell Simplex or Siemens are also acceptable.
6. 3 and 6 / A-18: on 4 Broad St. These brick are painted. Is the paint to be removed before the repointing of joints? Does the paint contain lead?
a. (Refer to section 02 41 05 - Appendix C)
7. Are we to salvage any existing brick for reuse?
a. Yes. Salvage as much undamaged original brick as possible and stockpile for possible reuse. There will be areas of infill around the existing brick facades and new brick likely will not match in shape and texture even if being painted. After all repurposed brick has been installed where required, determine with the Contracting Officer what they would like to do with any remaining stock.
05/12/23 Page 2 of 13
8. Spec section 04-21-14 is for Thin Brick Veneer. Where does this occur?
a. This section can be omitted its entirety and is not required.
9. Drawing L4 in the title block implies the Landscaping is not in the contract.
Please clarify the intent of the landscaping and irrigation.
a. Landscape and irrigation is in bid option 4.
10. Painting requirements – detail 1 on S9 shows to clean, prime, and paint the existing beams at the façade section. The drawings do not clearly show how many exiting beams are on this façade wall. Please provide the quantity and or liner footage of beams that are to be painted.
a. Approximately 120LF of I beam will need to be painted
11. Drawing A3, keynote 43 states to clean and tuckpoint the wall on the right side of the page, (wall of building to the east side of the courtyard). What is the height of this wall?
a. The wall is approximately 16’ tall at the north end and tapers down to approximately 12’ at the south end.
12. Drawing A3, keynote 25 – states to inspect all wood floor joist framing and wood floor decking for termites and termite damage and report to the CO with a plan and action to fully correct damage – Remove and replace as required. Please confirm for bidding purposes at this time we are not to include any cost for removing or replacing any of the wood joist and decking.
a. There is no way to quantify the extent of the damage until it can be fully assessed by a qualified inspector. The areas suspected to be damaged in 4 Broad is currently covered by carpet and is hard to fully view from below. After field inspection, and if replacement is
13. Drawings A3 & A4. Keynotes 12&34 include statements to patch the existing wood floor. Please provide a square footage amount to be included for the patching of the wood flooring as well as the thickness, width, and wood species we are to provide.
a. The portions of wood flooring to be replaced are generally demonstrated to reflect the footprint of elements that were removed, 05/12/23 Page 3 of 13 but do not indicate the exact areas because each board will need to be replaced in full back to the nearest joint and “toothed” in.
14. Please confirm the parging of the existing wall between Bldgs 6 & 8 is to be included in the bid option for the façade work.
a. Parging of the existing wall between Bldgs 6 & 8 is to be included in the base bid.
15. Will the area enclosed under the tiered seating need to be protected by the sprinkler system since this area is to be wood framed and be included in the bid option for the tiered seating?
a. The enclosed area under the tier seating will require suppression coverage. The area will require combustible concealed type heads.
16. Please provide the Structural Engineering Evaluation for the areas around the new masonry wall openings or is this to be provided by the contractor?
a. There isn’t an evaluation for new masonry wall openings. This is means and methods and to be provided by the contractor.
17. Please confirm the storm drain work in the Façade Option area is to be included with the bid option and not the base bid.
a. Storm drain is in the base bid.
18. Drawing C4 shows the storm drain running under the brick façade wall. Is this portion of the façade wall to be removed? The drain profile on C5 shows the drainpipe less than a foot deep which will likely be in or above the foundation.
a. C4 Façade wall is not to be removed.
19. Drawing S4 shows the two center foundations about 6’ apart, while C4 shows the brick façade being over 7’ wide. Please clarify.
a. Structural drawings govern
20. Drawing S4 calls for 10 piers, C4 shows only 8, please clarify.
05/12/23 Page 4 of 13
a. Structural Drawings Govern
21. The structural drawings do not show the type and size of metal decking for the stair landings nor the concrete thickness. Please clarify.
a. Refer to S6 near column line 3 for callout
22. Detail 3 on S9 is showing a structural stoop. Please clarify where this stoop is to be provided and indicate its dimensions.
a. See the civil drawings and the exit from the new addition and from the rear of 4 Broad Street
23. Has there been Structural Engineering Evaluation performed on the existing brick wall at the North side of the addition? Due to the depth of the new basement at this wall, we anticipate the need to excavate the north side of the wall as well to relieve the pressure against the wall while the basement is being constructed. Is this an acceptable plan?
a. No evaluation exists. This is means and methods and the responsibility of the contractor
24. Drawing S5 is showing a new 14”x14” LVL creating the support for the opening in bldg 4. Is this the correct width of this member? Please provide the type of Simpson anchor for this beam member.
a. This is correct – see joist hanger table
25. Drawing A10 shows steps in the basement between bldgs. 4 & 6. Please confirm these are existing. If not existing, are these to be made of metal using expanded grate for steps? Please provide a design if not existing.
a. The stairs shown are new at a new 4’ wide wall opening. The intent of the stairs is to be constructed as basic poured in place concrete treads and risers with painted pipe steel railings. The floor elevation change between 4 & 6 basement slab needs to be field verified to determine final stair rise and run.
05/12/23 Page 5 of 13
26. Drawing A11, note 74, shows a gypsum concrete ramp in bldg 2. Is the ramp to be constructed of wood framing and plywood w the gypsum concrete on the plywood or the complete system constructed of gypsum concrete? We see there is to be wood flooring per the finish schedule.
a. The ramp is very slight in rise so the intent of the note is to provide a ramp completely out of gypsum concrete so the core can be formed to a feather edge on the low side. The finished wood flooring will be applied on top to blend with the adjacent flooring. A transition nosing piece will likely be necessary to keep the low edge at 1/2” or less max height per ABA. If the Contractor believes the ramp could better be constructed out of wood and achieve the same result, then that is the
Contractor’s option.
27. Drawing A11, note 75, is the step to be constructed of wood or concrete? Is the finish to wood tread and wood riser to match bldg 4 floor finish and the ramp?
a. The step would be best constructed of wood over the existing wood floor structure. The floor finish throughout 2 Broad and 4 Broad is wood plank flooring, including the ramp and step.
28. Please confirm all three buildings have the same FFE and the purpose for the ramp and step is for something other than floor to floor differences.
a. There is a FFE change between 2 Broad and 4 Broad of approximately
7”. To the best of our field investigation is appears the 4 Broad and 6
Broad have the same FFE. All floor elevations should be field verified along with other existing conditions.
29. Drawing A11, note 79, please provide specifications for sliding folding security curtain or basis of design.
a. Basis of design should be McKeon, SC3000 Series side stacking security grille. A metal stud and gyp board soffit will need to be constructed on the 4 Broad side to accept the overhead track.

05/12/23 Page 6 of 13 https://www.mckeondoor.com/product/sc3000-series/
30. Drawing A11, note 76, please provide basis of design for the smoke curtain at the elevator. Is a smoke curtain to be provided at the third-floor elevator door?
a. Basis of design is Smoke Guard, Elevator Smoke Containment –
Standard, M200. This is a curtain system that lowers on rails attached to the elevator door frame jambs and from a housing at the head. It is triggered by a smoke detector. The elevator is not being used for emergency egress so an emergency backup function is not necessary for the smoke curtain.
https://smokeguard.com/products/elevator/m200-m400
b. A smoke curtain is not required on third floor because the existing elevator lobby is being maintained, unlike the other floors where they are being opening up to the exhibit spaces.
31. Drawings A10 – A12, at the new stair addition implies there is to be a wall system built on the west wall as well as the exterior walls in 6-206 and 6-
207, please clarify which wall type.
a. Provide wall type L2. Use shallow junction boxes for any devices indicated on this wall.
32. Drawing A12, rooms 6-203 & 6-205 had windows removed per the demo drawings, A-203 implies the exterior walls are furred, but the others are not, please clarify.
a. Rooms 6-203 and 6-209 are public space and shown furred for a finished surface. Rooms 6-205 and 6-207 are utility space and the abandoned window opening can just be infilled with metal stud and gypsum board on both sides, taped and painted.
33. Drawing A4 shows to remove the wall to enlarge 2-205, What type of ceiling and floor finishes are in these rooms? Does the ceiling system run above the wall and the floor covering below it or will the entire room need new ceiling and floor covering?
a. Ceiling is painted smooth gypsum board on the underside of ceiling joists. The gap at removed wall, end walls and ceiling, will need to
05/12/23 Page 7 of 13 https://smokeguard.com/products/elevator/m200-m400 patched, skim coated and painted to match. Flooring is wood and will need to be pieced in and finished to match.
34. Drawing A17, stair 4-303, only shows the ceiling at the landing. This implies the wood framing for the roof is be left exposed, is this the intent?
a. Stair 4-303 receives painted gypsum board ceiling. The stipple pattern was not shown on the drawing but finish is scheduled on sheet A32.
35. The finish schedule on A32 shows room vest 6-107 as a wood ceiling and storage 6-113 as painted, while A16 shows 2x2 grid system. The legend on
A16 shows a difference in the 2x2 grid and 2x2 metal ceiling, but the ceilings do not look any different in the floor plan of the two types such as the office, storage, AV, etc when the finish schedule calls for ACT.
a. Drawing A16 is the correct intent for ACT in rooms 6-107 and 6-113.
36. Drawing A20 shows a metal railing around the floor opening. Confirm this railing is to match the railing profile at the new stairs, if not, please provide a profile for this railing.
a. The guard railing around the floor opening will be a painted, steel picket system similar to Viva Railings, CUBE™ Picket Metal Railing
System. https://vivarailings.com/products/cube-picket-metal-railing
b. The central Stair 3 railings at Levels 1 and 2 will have matching wall mounted railings from the same manufacturer to coordinate with the guard railing system. The railing system will also need the option to side mount to the glass panel at the bottom and turn down to the floor at the very end extension as depicted in section A/A20.
37. Bid option 8, Braced Façade, please confirm all work associated with the bldg 8-10 (front and rear) is to be included in the bid option or is only the back bracing and parging of the walls to be included in the bid option?
a. All work associated with the bldg 8-10 (front and rear) is to be included in the bid option.
38. Drawing A31 shows most of the new doors to have wood frames. If these doors are to be cased with wood, please provide species and profile.
05/12/23 Page 8 of 13 https://vivarailings.com/products/cube-picket-metal-railing
a. All new wood doors and casings are painted so poplar would be the preferred species. The interior doors and windows present in 4 & 6
Broad have very simple square edge wood casings. All new casings in these two bays will be 1x6 material, painted.
39. Drawing A31 shows a frame type column with notes F1 – F5. Please clarify the differences in the frame types. There are not any details showing door and window jambs and heads.
a. Disregard the frame type column. It does not correspond to anything in the documents. All scheduled new interior wood doors will receive a wood frame and wood casings to be painted. All exterior wood doors will receive period correct/restored frames, casings, and trims.
All scheduled interior hollow metal doors will receive a 2” standard welded steel frame, 2” standard head, primed field painting, and no applied casings.
40. Drawing A31, door 6-110A is shown to be 10’ tall. The ceiling height in 6-110 is only 9’, is a wood blank required for the transom at the interior?
a. Gyp board ceiling in the hallway 6-110 should be raised to 10’-6”. This was coordinated before printing in the drawings with the MEP engineers but was not updated in the room finish schedule on A31.
41. Drawing A31, doors 4B-R on the schedule shows 5’3” while on the profile they are to be 4’. Since these are new doors, please confirm the profile is correct.
a. A31 door schedule indicating 5’-3” is incorrect. The floor plan door opening dimensions and drawing A31 door types show the profile as
4’-0”. The 4’-0” profile is correct.
42. Is there lead paint on the exteriors (front and back) of the building? If so, is it to be removed?
a. Yes. Yes.
43. Drawing A18, note 4 at Bldgs 4 and 6, state to rework doors and windows while on A31 states the second-floor windows are not in the contract.
05/12/23 Page 9 of 13
Please confirm that only the first-floor windows are the only windows to be restored on bldgs 4 and 6. Confirm the reworking by others on the second-floor windows will be done prior to this work so they can be painted as shown, or will the painting be performed by others as well?
a. Window type 11 on sheet A31 depicts the second floor windows located at 4 and 6 Broad on sheet A18. These windows should have been noted to be repaired and painted. Restoration is by the
Contractor and is part of the contract.
44. Drawing A18. Notes 2 on bldgs 4 and 6 and note 4 on bldgs 8-10 on elevations, states to prime brick masonry and openings with vapor retarder coating. Please provide specifications for this vapor retarded coating.
a. Basis of design is Prosoco Cat 5, elastomeric air and waterproof barrier, spray applied. https://prosoco.com/product/cat-

b. The elastomeric coating will need to applied consistently and with care to prepare for the final overcoat paint, and to not telegraph imperfections like streaking, patchiness, mil thickness variations, etc.
The final exterior painted color scheme is applied over the cured vapor barrier. Elastomeric coatings can be painted over with high quality exterior acrylic latex. Consult the painting subcontrator and supplier for all compatibility of products.
45. Spec sect 07 21 31, spray foam. Please clarify the extent of where spray foam is to be applied if other than at penetrations.
a. Spray foam is only intended to be used at miscellaneous exterior gaps or openings as a filler to reduce air infiltration.
05/12/23 Page 10 of 13 https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB https://prosoco.com/product/cat-5/?utm_term=spray%20vapor%20barrier&utm_campaign=Cat+5&utm_source=adwords&utm_medium=ppc&hsa_acc=3853662984&hsa_cam=13555042314&hsa_grp=122558664406&hsa_ad=545861192051&hsa_src=g&hsa_tgt=kwd-11569574861&hsa_kw=spray%20vapor%20barrier&hsa_mt=b&hsa_net=adwords&hsa_ver=3&gclid=Cj0KCQjwpPKiBhDvARIsACn-gzA0jdXZhwQwyjDhnfuZIrE_-2SiL5byQ1YApVrDPfYwpRyEUbLh75waAshkEALw_wcB
46. Drawing A18, façade 8-10 states HDPE panels for window inserts. We anticipate the windows requiring more than one sheet of HDPE panels and a frame on the backside of the windows to support them. Is this the intent?
What thickness of HDPE panels will be required? Please be advised the PVC mullions may not match the existing or historical look, please advise if you have one selected already.
a. The only historical reference we have is very old photos that show a mullion grill pattern similar to what we indicate on the drawings, and the existing adjacent window profiles that occur at 4 and 6 Broad. The current plywood infill panels and mouldings are not original and were installed sometime ago. The design request by NPS was to mitigate the cost of providing actual period correct windows and instead provide a highly durable faux infill panel that will not degrade and does not need regular painting.
b. HDR’s research shows that HDPE panels come in up to 4’ x 8’ sheets, maximum of 1/2” thick, and white in color. The overall size and shape of the type W3 infill panels will require more than one sheet to be joined and will required some kind of back up frame. Aluminum storefront framing would be a good choice for durability and availability. HDR is not aware of any historic mullion profiles available in plastic. Our research shows a couple commercially available sources for plastic and aluminum mullions that could serve the purpose.
