About this file
This sign-in sheet from a pre-bid site visit documents concerns expressed by potential offerors for solicitation 140P2023R0022 from the National Park Service to develop an interpretive center in Selma, Alabama. Multiple contractors in attendance noted issues with the proposal due date given the upcoming holiday timeframe and lack of subcontractor availability resulting from recovery efforts still underway from Hurricane Ian. Specifically, mechanical and electrical subcontractors were identified as being in short supply in Florida. Additionally, the wage determination requires correction to reference Collier County instead of Monroe County. It was also suggested adding a mobilization contract line item to the price schedule for a project of this size and complexity.

Site Visit Meeting Notes:
1. Concerns on proposal due date was expressed by multiple contractors. The main need for the extension is the holiday posting timeframe and the lack of subcontractor availability.
2. Subcontractor availability issues was expressed by multiple contractors at the visit. Hurricane Ian is the main cause since the work support relief from Ian seems to be drying up the subcontractor pool in Florida. Especially for Mechanical and
Electrical subs.
3. The Wage Determination need to be corrected for Collier County instead of Monroe, this was confirmed by the local park staff.
4. For a project this size and complexity it was suggested to add a Mobilization CLIN to the price schedule under the base.
