GENERAL
The medium voltage distribution network in the Camp Darby South area is a critical infrastructure for the operation of the military mission. The continuity of the electricity distribution service is therefore a key topic. The existing network has been operated in radial (three configuration) without protection on the feeders, but only at the main station and at the transformer station.
The present project provides a new, different approach to the operation of the network, introducing the protection of the feeders, that is an upgrading aimed to select and isolate the faulted branch, increasing the continuity of the operation.
The relay setting shall be selected in accordance with the parameters of short circuit currents and interruption time imposed by the Commercial Power Company (ENEL). Due to the maximum fault interruption time allowed by Commercial Power Company and high number of substations in the network the selectivity must be pursued with a different approach than the current and time trip thresholds of the relays.
Conventional selectivity processes (overcurrent and time lag) fulfil the requirements of selectivity to a more or less satisfactory degree. This degree drops to unsatisfactory with increased number of substations.
Overcurrent Selectivity. Is based on the fact that short‐circuit current decreases with increasing distance from the source. Is it thus used especially for low voltages where the connecting impedances are not negligible. If Ir is the current setting for instantaneous tripping and Icc is the short circuit current which is established at the point of departure B, down‐stream from the protection equipment, selectivity is total if Ir of point A > Icc at point B; selectivity is partial if Ir at point A < Icc at point B.
Time Lag Selectivity. Provides complete selectivity by delaying the tripping of each circuit‐ breaker for durations all the higher as the circuit breaker is nearer to the source of energy. This system of delay tripping of the downstream circuit breakers can work for few substations, the time for fault elimination becomes too long when it occurs close to the source, and an incompatibility can arise between the selectivity and the shorter delay (0.2 sec at 15kV) which the Commercial Power Company allows for the supply circuit breaker. These excessive delays have the disadvantages of necessitating a thermal over‐sizing of the cables and especially of increasing considerably the dangers of damage due to arc propagation from the point of fault.
Logic Selectivity. To improve the selectivity of the network an automated “logic” selectivity system is used in the present project. Automation is aimed at improving service continuity.
Among the several possible automation schemes, logic selectivity between protection relays is one of the most effective approach because it allow to reduce the area affected by the fault at the very same time of the event.
Pag. 2
IEC 61850 “Based Logic Selectivity Scheme for the MV Distribution Network” provides a standard way to implement automation.
Logic selectivity system can correct the disadvantages of Current‐ Time Lag selectivity reducing considerably the trip delay of the circuit breakers closest to the energy source.
The Camp Darby Medium Voltage Network will be operated as radial configuration during the work period and at the end of work it shall be configures a loop with the possibility of a double power supply source. The first point of power supply will be the SS#808 (ENEL Delivery Point) and the second point will be through the ASA network.
Each circuit breaker is associated to a “Logic Relay” receiving fault information from its detectors (Current Transformers and Voltage sensors) and emitting a tripping and logic wait signals.
Any relay affected by a fault will send:
‐ A logic wait signal (LWS) to the upstream stage (an order to increase the up‐stream relay’s own time‐lag).
‐ A tripping signal to the circuit breaker to which it is associated, unless it has itself received a logic wait signal from the down‐stream stage.
The present project refers to commercial relays NVA100 by Thytronic. The main substation SS#808 is provided with the same type of relay, so the downstream relays are identical to the relay at the network head.
The programmable relay NVA100 is provided with the ANSI protection and control functions 50/51, 50N/51N, 67, 67N. All the relays NVA100 are connected between them with four dedicated fibers through the BFO Electro‐Optical Converter.
Logic signals are sent on the dedicated fibers as binary input i/o without any interference with the base LAN.
Relays are provided with one output blocking circuit and one input blocking circuit.
Additional status or control signals may be sent to the main control station via the switch included in the communication rack and the base LAN. With the aim of providing a fast selective protection system some protective functions may be blocked (pilot wire accelerated logic).
To guarantee the maximum fail‐safety, the relay performs a run time monitoring for pilot wire continuity and pilot wire shorting.
Pag. 3
Permanent activation (with a duration longer that a preset time) of the blocking signals is identified, as a warning for a possible short circuit in the pilot wire or in the output circuit to the downstream protection.
The logic selectivity functions can be realized through any combination of binary input, output relays and/or committed pilot wire circuits.
The following pages illustrate the configuration of the network with the relays, current and voltage transformers, and media converters with fiber optic wiring.
Next sheets indicate the parameters of the feeders and the short circuit currents calculated in accordance with the network configuration and Commercial Power Company official electrical parameters at the delivery substation SS#808 that will be the power source for this project.

MMI (Man Machine Interface) The user interface comprises a membrane keyboard, a backlight LCD alphanumeric display and eight LEDs.
The green ON LED indicates auxiliary power supply and self di-agnostics, two LEDs are dedicated to the Start and Trip (yellow for Start, red for Trip) and fi ve red LEDs are user assignable.
Communication Multiple communication interfaces are implemented:
One RS232 local communication front-end interface for com-munication with ThySetter setup software.
Two back-end interfaces for communication with remote mon-itoring and control systems by:
- RS485 port using ModBus® RTU, IEC 60870-5-103 or DNP3 protocol.
- Ethernet port (RJ45 or optical fi ber), ModBus/TCP or IEC61850 protocol.
Programming and settings All relay programming and adjustment operations may be per-formed through MMI (Keyboard and display) or using a Personal Computer with the aid of the ThySetter software.
The same PC setup software is required to set, monitor and con-fi gure all Pro_N devices.
Full access to the available data is provided:
Read status and measures.
Read/edit settings (on-line or off-line edit).
Two session level (User or Administrator) with password for sen-sible data access are provided.
Metering NVA100 provides metering values for phase and residual cur-rents, phase and residual voltage, making them available for reading on a display or to communication interfaces.
Input signals are sampled 24 times per period and the RMS value of the fundamental component is measured using the DFT (Dis-crete Fourier Transform) algorithm and digital fi ltering.
With DFT the RMS value of 2nd, 3rd, 4th and 5th harmonic of phase current are also measured.
On the base of the direct measurements, several calculated (min, max, average,...), phase, sequence, power, harmonic, de-mand and energy measures are processed.
Measures can be displayed with reference to nominal values or directly expressed in amperes and volts.

Firmware updating The use of fl ash memory units allows on-site fi rmware updating.
Two set point profiles (A,B) Two independent groups of settings are provided. Switching from profi les may be operated by means of MMI, binary input and com-munication.
Measuring inputs Three phase current inputs and one residual current input, with nominal currents independently selectable at 1 A or 5 A through DIP-switches.
Three phase voltage inputs with programmable nominal volt-ages within range 50...130 V (UR =100 V) or 200...520 V (UR =400 V) and one residual voltage input, with programmable nominal voltage within range 50...130 V (UER =100 V).
Construction According to the hardware confi gurations, the NVA100 protec-tion relay can be shipped in various case styles depending on the required mounting options (fl ush, projecting mounting, rack or with separate operator panel).
Modular design In order to extend I/O capability, the NVA100 hardware can be customized through external auxiliary modules:
MRI - Output relays and LEDs (provided with NVA100) MID16 - Binary inputs MCI - 4...20 mA converters MPT - Pt100 probe inputs.
Binary inputs Two binary inputs are available with programmable active state (active-ON/active-OFF) and programmable timer (active to OFF/ ON or ON/OFF transitions).
Several presettable functions can be associated to each input.
Blocking input/outputs One output blocking circuit and one input blocking circuit are provided.
The output blocking circuits of one or several Pro_N relays, shunted together, must be connected to the input blocking cir-cuit of the protection relay, which is installed upstream in the electric plant. The output circuit works as a simple contact, whose condition is detected by the input circuit of the upstream protection relay. Use of suitable pilot wire to fi ber optic convert-ers (BFO) allows to perform fast and reliable accelerated logic selectivity on radial and closed ring networks.
Output relays Six output relays are available (two changeover, three make and one break contacts); each relay may be individually programmed as normal state (normally energized, de-energized or pulse) and reset mode (manual or automatic).
A programmable timer is provided for each relay (minimum pulse width). The user may program the function of each relay according to a matrix (tripping matrix) structure.
3NVA100 - Flyer- 10 - 2012
Control and monitoring Several predefi ned functions are implemented:
Activation of two set point profi les.
Phase CTs and VTs monitoring (74CT and 74VT).
Logic selectivity.
Cold load pickup (CLP) with block or setting change.
Trip circuit supervision (74TCS).
Second harmonic restraint (inrush).
Remote tripping.
Synchronization.
Automatic reclosing Circuit Breaker commands and diagnostic.
Moreover user defi ned logic must be customized in accordance with IEC 61131-3 protocol by means programmable logic control-ler (PLC).
Circuit Breaker Several diagnostic, monitoring and control functions are provided:
Health thresholds can be set; when the accumulated duty (ΣI or ΣI2t), the number of operations or the opening time exceeds the threshold an alarm is activated.
Breaker failure (BF); breaker status is monitored by means 52a-52b and/or through line current measurements.
Trip circuit supervision (74TCS).
Breaker control; opening and closing commands can be car-ried out locally or remotely.
Virtual I/O Through ThySetter and ThyVisor tools the type of operation and links between eight outputs (Virtual Output - VOUT1 ... 8) and ten virtual inputs (Virtual Inputs - VIN1 ... VIN10) may be defi ned using RPC or IEC 61850 communication protocols over Ethernet network.
The system allows:
Availability of eight inputs and ten outputs independently pro-grammable by the user Simplify wiring using one channel as the Ethernet Eliminate the need to install communication devices and / or external conversion Signifi cantly reduce costs Dynamically change from sw connections and associated functions.
The virtual I / O can be usefully employed for:
Transmit information between protections installed in dis-tance Achieve accelerated logic discrimination in which some pro-tection elements can be blocked by the activation of the down-stream protection start Circuit Breaker commands, Selection of setting profi les, Re-mote trip, etc...
Logic selectivity With the aim of providing a fast selective protection system some protective functions may be blocked.
The selectivity logic may be accomplished by:
input and output block circuits, output relays and logic inputs, virtual input and output with messages on Ethernet network.
To guarantee maximum fail-safety, the relay performs a run time monitoring for pilot wire continuity and pilot wire shorting. Ex-actly the output blocking circuit periodically produces a pulse, with small width in order to be ignored as an effective blocking signal by the input blocking circuit of the upstream protection, but suitable to prove continuity of the pilot wire.
Furthermore a permanent activation (or better, with a duration longer than a preset time) of the blocking signal is identifi ed, as a warning for a possible short circuit in the pilot wire or in the output circuit of the downstream protection.
Cold Load Pickup (CLP) Cold load pickup element prevents unwanted tripping in case…
