3.2 PROPOSED WORK

Project includes the removal of existing exhaust fans located inside the substations with the associated room thermostats, and the installation of a new split‐type DX cooling‐only air conditioning unit.

Transformers inside the substations work at no more than 75% of their rated load.

The heat to be removed has been calculated on the power loss dissipated by the transformer in the form of heat. Temperature rise of the transformers is due approximately by the winding losses (copper losses or load power). To size the new air conditioning unit, it is assumed that the thermal energy is dissipated uniformly throughout the surface area of the winding assembly at all ambient temperatures.

3.2.1 Transformer Room Exhaust Fan Sizing (Reference: UFC 3‐410‐01, para.D407.3)

Room shall be provided with mechanical exhaust, sized to limit space temperature during summer to 6°C above outdoor summer design temperature. The calculations are performed for the bigger size of transformer used.

Outdoor summer design temperature: 31.5°C (ref. UNI 10339) Maximum allowable space temperature: 31.5 + 6 = 37.6°C

In user systems, transformers are only rarely charged for nominal power and for short periods, while the average power supplied is generally around 70% of the nominal power. In these conditions, the Joule losses, which vary with the square of the supplied current, are reduced to about 50% of the losses at the rated power (the losses in the iron remain constant).

Dimensioning of the ventilation system The heat produced by the equipment installed in the cabin leads to an increase in the internal temperature of the room (Ti) compared to the external temperature (Te).

The temperature Ti continues to increase until, at thermal regime, the thermal power PPT produced by the equipment is balanced by the thermal power PST disposed of by the ventilation system (natural and / or forced).

Under conditions of thermal equilibrium, the following relation (1) therefore applies:

PPT = PST = n • V • ρi • cP • (Ti ‐ Te) (kW)

Where is it:

n = number of air changes per second (s‐1);

V = volume of the room (m3);

ρi = volume mass (commonly called density) of the air inside the room (kg / m3);

cP = mass thermal capacity of the air (equal to 1.013 kJ / kg K). (the mass heat capacity is also called specific heat.)

From the relation (1) it is possible to obtain the air flow qs (m3 / s) necessary for cooling the room, expressed by the following relation (2):

The air flow rate qV of the fan / extractor necessary to dispose of the total thermal power PPT (in kilowatts) dissipated in the cabin can be obtained from formula (2), cautiously increasing by 10% to compensate for pressure drops (if you use air ducts, it may be necessary to increase the increase factor of the door qV to take into account the additional pressure drops due to the same ducts.

The action of the fan is such as to cancel the natural draft of the ventilation openings; for this reason the qST flow rate due to the chimney effect is not added to the qV flow rate.

Assuming an external temperature of 30 ° C and a maximum internal temperature of 40 ° to which ρi = 1.13 kg / m3 corresponds to an altitude s.l.m. 0 m), we obtain the relation (7):

qV = 9.61 • 10‐2 PPT (m3 / s)

Where PPT is expressed in kilowatts. Multiplying by 3600 you can obtain the corresponding hourly air flow of the fan qVh = 343 PPT (m3 / s)

Pag. 5

3.2.2 Natural Ventilation

In accordance with the Base request each substation will be provided with a natural air ventilation stack. The ventilation stacks will be stainless steel, and will be provided with a device to prevent the inverse rotation when the electrical fans are in operation

4.1 SCOPE OF WORK

This project includes the design of electrical and special systems, needed for the repair by replacement of the existing transformer substations inside the Camp Darby area at Livorno US ARMY base. Camp Darby area has been divided in two areas:

‐ Camp Darby South area that is under the jurisdiction of the US ARMY Command;

‐ Camp Darby North area that is under the jurisdiction of the Esercito Italiano.

The present project consists in the renovation of the Camp Darby South transformer substations, the replacement of the medium voltage distribution feeders, and some other repair and upgrading also to the low voltage distribution. The existing medium voltage and low voltage electrical distribution in the North Area is not included in the present project, but it shall be left in operation. The substations included in the renovation/upgrading work are:

‐ SS#104

‐ SS#107

‐ SS#118

‐ SS#211

‐ SS#724

‐ SS#727

‐ SS#738

‐ SS#739

‐ SS#776

‐ SS#920

All the above listed substations will be fed by a new 15kV feeder. Furthermore the following substations, located in the Camp Darby North area, are under responsibility of the Italian Esercito and will not be part of the US Army medium voltage network:

‐ SS#300

‐ SS#742

‐ SS#743

‐ SS#744

‐ SS#745

‐ SS#746

‐ SS#814.

Page 4.

Power Delivery Substation at Camp Darby area is at bldg #808; there are two MV circuit breakers that feed bldg #807, with a 15kV buried cable; bldg#807 houses a 2500kVA 15kV/10kV transformer, feeding Camp Darby through a 10kV distribution system with underground cables.

To allow the renovation of the substations and the upgrading to 15kV voltage, the project provides an additional circuit breaker in the delivery power substation #808 which will allow the direct connection at 15kV of the renovated Camp Darby South MV network.

At present there is only one power delivery point feeding the Camp Darby medium voltage network, and to improve the reliability of the power supply an additional motorized disconnect switch will be provided inside the substation #808. This new motorized switch will allow feeding the Camp Darby network by the other power delivery points located at depot North and South. The sequence of operation shall be thoroughly studied and implemented with the proper interlocks to avoid wrong connections. The existing MV feeder cable is mostly routed in cable duct, all the new cable will be installed inside underground cable duct.

In addition, several portions of cable ducts are occupied by MV and LV cables, this commingling of different class cables is not safe and will be eliminated with the present project.

Work includes demolition of the existing electrical systems and removal of the equipment inside the substations, provision of new high voltage switchgears, transformers, low voltage switchboards, capacity banks, communication devices and cables for remote control, lighting, power receptacles, and other ancillary systems.

Project includes the provision of new fiber optic cables in the existing communication cable ducts between the substation, and the construction of new communication cable ducts with fiber optic cable which integrates the existing communication system.

A new monitoring system by SCADA technology will be also provided for the monitoring and tele‐control of the substation’s equipment from a centralized station.

New substation control system will be connected by star topology to the existing communication node recently installed at building #204 in the Camp Darby area and to the existing central control workstations at buildings #5155 (PWO) and #5140 (Electrical Shop) already provided for the monitoring of the DEPOT and ASA medium voltage networks. These workstations will be updated with the required hardware and software to include all the substations included in this project.

Page 5.

Excavation works for the new power and communication cable ducts may be performed only after the UXO inspection and are subject to the opinion of the Authorities on Environmental matters through the submission of the “Valutazione di Incidenza Ambientale (VINCA)”. The new systems will be designed in accordance with electrical U.S. and Italian standards, laws and regulations.
