SECTION IIIb
EXCAVATION AND BACKFILLING
3b‐01 EXCAVATION.
a. General. During excavation, material suitable for backfilling shall be piled at a sufficient distance from the banks of the excavation to avoid backslides. All earthy material in excess or unsuitable for backfilling shall be delivered to the location indicated by the COR and within 10 km from work site. This does not apply to debris and rubble of all types, from which excavation material shall be rid of; these shall be disposed of at a dump, as prescribed at paragraph 1a‐02. Particular attention is required during the autumn and winter seasons and in case of special storm events when the water is outcropping on the ground and the excavation operations must still take place with appropriate techniques implemented by the Contractor in compliance with the safety regulations and at Contractor’s expense. In case excavation is performed in presence of water and water level is below 20 cm height, the contractor shall remove water at his expense using the means he deems suitable. If water reaches higher levels, removal shall still be at contractor's expense only if the possible presence of groundwater is indicated on the drawings or in these specifications, and only to the extent indicated. In addition, the contractor shall prevent the access of water deriving from outside to the excavation site: in case water accumulates in excavated area, removal will be at contractor's expense. Struts and shoring shall be placed as necessary for the protection of the work and for the safety of personnel. Adequate precautions shall be taken for the protection of existing underground pipelines or electrical cables. Before any excavation is started, plans showing the approximate location of underground utility lines shall be furnished to the Contractor, upon his request. The area of excavation shall be delimited by trestles, gangplanks, and warning signs visible during night and day, to prevent injuries to persons, as prescribed by the ISPESL standards.
b. Trenches. Trenches shall be of the necessary width for the proper laying of the pipes and electric cables, and the banks shall be as nearly vertical as practicable. The bottom shall be accurately graded so as to provide bearing for the pipe on firm soil. The clear space between the pipe and the trenches wall shall not exceed 8" (20 cm.) on either side of the pipe.
Further excavation will be required for housing and sealing of pipe joints. In proximity of buildings, existing underground utility lines, and wherever specifically requested in other sections of these specifications or on drawing notes, trenches shall be excavated manually.
c. Excavation for Foundation and Appurtenances. Excavation for manholes and similar structures shall be of sufficient dimensions as to leave a 12 inches (30 cm.) free space between their outer surfaces and the embankment or timber which may be used to hold the banks.
IIIb‐2
3b‐02 BACKFILLING. Trenches shall not be backfilled until foundation, pipes or cables have been inspected and approved. Where, in the opinion of the COR, damage is likely to result from withdrawing of shoring, the latter shall be left in place. Trenches shall be backfilled with the excavated materials, if deemed suitable, free from large clods of earth, stones, and roots.
Backfilling material shall be deposited in 15 cm. (6") layers, thoroughly rammed until the trench is completely covered, and watered as necessary. Any material rejected by COR shall be replaced with material acceptable to the COR, coming from borrow pits located outside the US military base.
3b‐03 REPAIRS. All crossings of existing paved or asphalt coated surfaces shall be cut neatly vertical and horizontal. At the completion of the work, pavement and sidewalks shall be restored to the original conditions. Damaged lawns shall be sown again and damaged plants shall be replaced with others of the same kinds. Any damage caused during the work progress shall be repaired by and at the expense of the Contractor. The Contractor shall be responsible also for injuries caused to persons as a result of non‐compliance with prescribed ISPESL norms.
3b‐04 CLEARANCE OF EXPLOSIVE DEVICES (U.X.O.). The search for unexploded ordnance shall be performed by the Contractor in the areas indicated in the PSC and Contract drawings. All activities of land clearance will be performed according to the prescriptions issued by the military authorities competent for territory, the 5th “Reparto Infrastrutture Direzione Genio Militare di Padova, Sezione B.C.M.”. In the project are indicated the areas to be inspected as specified in the Safety and Coordination Plan; for the bid purpose a range of +/‐ 10% on the linear excavation shall be considered without additional expenses by Government. If it become necessary to deviate the excavation outside the strip surveyed for the UXO procedure, Contractor must notify the Contracting Officer submitting adequate documentation of the motivation of the deviation and the plan of the new proposed route.
For the issue of opinion and permit of land clearance service the Contractor presents, on behalf of the Government of the United States, a request to the territorial jurisdiction of the Infrastructure Department. The request shall be enclosed with:
‐ chorography and floor plans that indicate the areas on which they will be carried out the activities of explosive clearance;
‐ report describing the main work to be performed;
‐ geological report;
‐ name of the specialist B.C.M. company that will perform the search operations, which must be duly registered in the register of authorized companies;
Upon receipt of request the Infrastructure Department issues the obligatory assessment and related technical requirements within approximately 30 days. In accordance with the assessment the company perform the design of land clearance, implementing faithfully and in detail the technical requirements issued by the Infrastructure Department, referring them to the specific area to be cleared.
