Attachment A – Description/Specifications/Work Statement
1. BACKGROUND
The U.S. Customs and Border Protection (CBP), Office of Acquisition, is procuring multiple Indefinite Delivery Indefinite Quantity (IDIQ) construction contracts to perform construction services. The work acquired under these contracts is for construction services of government facilities at various locations within CBP’s area of responsibility, including but not limited to, locations in any of the 50 United States and Puerto Rico.
A significant portion of the infrastructure currently utilized by CBP’s U.S. Border Patrol, Air and Marine Office, and the Office of Field Operations was constructed several decades ago. This infrastructure is now insufficient to meet the extensive scale, scope, and complexity of modern border security operations. Many facilities are in remote environments, with deteriorating structures, limited space, outdated technology, and insufficient capacity to support current staffing levels, operational tempo, or evolving security challenges.
2. SCOPE
CBP seeks highly qualified construction contractors to provide construction services for a turnkey construction of CBP capital projects to include, but not limited to, projects authorized under the One Big Beautiful Bill Act (OB3A) of 2025 (Congressional Reconciliation Bill). CBP facilities and infrastructure include but are not limited to Border Patrol stations, Air and Marine Facilities, and Border Patrol Checkpoints. This includes all utilities, environmental compliance, and site work needed to implement, operate, and maintain CBP facilities and infrastructure.
Various construction projects are necessary to support the Agency's mission by renovating, repairing, maintaining, and building new facilities. These services will play a pivotal role in renovating, repairing, maintaining, and building new facilities that address the evolving needs of CBP while maintaining the highest standards of quality and efficiency.
The IDIQs will support primarily Design-Build (DB) but may include Design-Bid-Build or performance-based construction delivery methods to provide new facilities and large capital improvement renovations to existing facilities. Design-Build is the most specialized of the three and will be the primary method utilized. General construction services include new construction, marine construction, demolition, renovation, alteration, repair, restoration, systems and infrastructure for projects and may include civil, architecture, structural, mechanical, electrical, fire protection, and communication systems. The contract shall not be used as a mechanism to achieve facility design without associated construction conducted using the design-build delivery method.
Projects may include, but are not limited to new facility construction, facility renovations and alterations, demolition, facility maintenance and repair, historical restoration, building system upgrades and installations, infrastructure systems, and site improvements. Major elements of the work may include but are not limited to civil, structural, mechanical, electrical, fire protection, and communication systems. Incidental work with specialty trades includes but not limited to Mechanical/Electrical/Plumbing (MEP) systems including Heating Ventilating and Air Conditioning (HVAC), boilers, utility distribution, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, removal and/or disposal of asbestos, lead or POL (Petroleum, Oil, Lubricant) contaminated materials.
3. Contract Structure
After award of the initial IDIQs and the "seed" project, IDIQ contractors will compete for future task orders. Only the IDIQ contractors are permitted to compete for each task order request for proposal (RFP). The RFP for each proposed task order will state the selection method for that task order utilizing the Fair Opportunity process.
The combined aggregate capacity for ALL IDIQ contracts is $10 Billion, and there will be no annual limits or limits on a “per contract basis.” The completion date for the IDIQs is five (5) years from the date of contract award.
