Summary:
This Amendment A005 is issued to clarify the following:
1. The Small Business Subcontracting plan and goals should be based off IDIQ Level valued at $2B and there is no template for how the Small Business Subcontracting Plan should be presented.
2. Vendors are responsible for submitting their own subcontracting goals per socioeconomic category.
3. Offerors may use overall industry experience to meet the ten-year requirement; detailed, role-specific project experience is not required.
4. Only new vertical construction projects will be accepted; renovation projects are not included.
5. Offerors may submit design-bid-build projects as long as they also provide at least two design-build projects for the minimum requirement.
6. There are only 6 evaluation factors.
January 30, 2026 due date for Phase 1B responses remains firm and All other provisions, terms and conditions remain unchanged.
