About this file
This document is an amendment to a solicitation for a U.S. Customs and Border Protection (CBP) Indefinite Delivery/Indefinite Quantity (IDIQ) design-build construction contract. The amendment, dated January 6, 2026, extends the Phase 1 Part A response due date to January 9, 2026 at 12:00pm ET and updates key requirements for the contract. Specifically, it modifies Factor 3 - Prior Experience to require at least two federal design-build or site projects under NAICS 236220 Commercial and Institutional Building Construction within the last 15 years, with a construction value of $25M or more per contract. Factor 5 - Key Personnel now requires the Superintendent to have experience in at least two design-build projects under the same NAICS code, with a construction value of $10 million.
The contract aims to establish multiple IDIQ contracts for designing and constructing CBP facilities, including checkpoints, sector headquarters, border patrol stations, and air facilities across the United States. The contract term will be five years from the award date, using a Design-Build selection process. Additional technical requirements include a Senior Design Manager who must either hold a current state architecture or professional engineering license or be credentialed by the Design-Build Institute of America as a Design-Build Professional. The bond limit remains at $2,000,000,000.00 for aggregate bonds, and prior experience submissions may include one submission from subcontractors or teaming partners.
