Amendment Number: A003

Subject: Answer to Vendor Questions:

1. Question: Please clarify the rationale for establishing a $500M bonding requirement when the qualifying prior project experience threshold is $25M.

Response: To obtain adequate competition at the task order level, the requirement for bonding capacity of individual task order Payment and Performance bonding is increased to $500 Million, which covers the full range of anticipated task order values.

Separately, it is determined that Factor 3, Prior Experience submittals for projects valued at $25M or greater will adequately allow technical reviews to determine if a vendor has the foundational capability to perform the required services.

2. Question: Please confirm a Bid Guarantee / Bid Bond is only applicable to Phase 2.

Response: Bid Guarantee/Bid Bond is only applicable to Phase 2, “minimum order” and resulting IDIQ task orders.

3. Question: For Section L.12 Notice of Required Bid Guarantee – please provide the value.

Answer: Range of “minimum order” will be provided in Phase 2 and is currently anticipated to be from $100,000.00-$200,000.00

4. Question: Regarding Factor 6, Price Proposal – clarify if there will be a “seed” project, whether firm-fixed-price bids will be required, and will it be a design-build project?

Answer: The “minimum order” Statement of Work will be provided in Phase 2, against which Offerors shall provide a firm-fixed-price bid. Currently a design-build project is not anticipated for this “minimum order.”

5. Question: Please extend the due date for Phase 1B responses.

Answer: The January 30, 2025 due date for Phase 1B responses remains firm, and is not extended at this time.

6. Question: When does CBP intend to notify selected Offerors to proceed to Phase 2?

Answer: After evaluations of Phase 1A submittals, notifications will be emailed to all offerors. Likewise, after evaluations of Phase 1B are complete, notifications will be emailed to all Offerors informing them whether to proceed with Phase 2.

NOTE: Questions for Phase 1B will be accepted until 8:00 AM ET, January 23, 2025.
