Summary:

This Amendment A004 is issued to clarify the following:

1. Questions for Phase 1B will be accepted until 8:00 AM ET, January 23, 2026.

2. The January 30, 2026 due date for Phase 1B responses remains firm, and is not extended at this time.

3. Phase 1 (Part A) – Capability to Perform: Bonding Requirement (Factor 1).

The second sentence changed as follows:

“The Corporate Surety letter shall be from a surety whose name appears on the list contained in Treasure Department Circular 570 and confirm the Contractor’s available bonding capacity.” (highlighted on revised SF1442, p.66)

If already submitted for the revised amount(s) after Amendment A003, offerors do not need to resubmit their corporate surety letters as a result of this RFP Amendment A004.

All other provisions, terms and conditions remain unchanged.
