STATEMENT OF WORK

DESIGN-BUILD CONSTUCTION

INDEFINITE-DELIVERY, INDEFINITE-QUANTITY (IDIQ)

MULTIPLE AWARD CONTRACTS

DESIGN-BUILD CONSTRUCTION RECOMMENDATIONS REPORT

1. BACKGROUND AND SCOPE:

The U.S. Customs and Border ProtecƟon (CBP), Office of AcquisiƟon, is procuring mulƟple Indefinite-Delivery, Indefinite-QuanƟty (IDIQ) construcƟon contracts to perform construcƟon services. The work acquired under these contracts is for construcƟon services of government faciliƟes at various locaƟons within CBP’s area of responsibility, including but not limited to, locaƟons in any of the 50 United States and Puerto Rico.

This Statement of Work (SOW) requires highly qualified design-build (DB) contractors to provide a DB ConstrucƟon RecommendaƟons Report addressing the following three task areas detailed below:

• Task 1. Streamlined Task Order Award Process

• Task 2. Approaches to IncenƟvize DB ConstrucƟon Projects

• Task 3. Value Engineering Study Template

2. TASKS:

The Contractor shall complete the following tasks:

2.1 Task 1. Streamlined Task Order Award Process

The Contractor will recommend processes, templates, and tools to accelerate and streamline the Task Order award process under the DB IDIQ for all project sizes and types. RecommendaƟons will include:

• Methods to expedite Task Order requirements development and turnover

• Efficient evaluaƟon processes

• Progressive pricing strategies

• Templates for draŌing requirement documents, pricing models, and review criteria

• Appropriate evaluaƟon levels and tools to expedite technical, schedule, and price reviews.

The streamlined process must ensure compliance with federal acquisiƟon regulaƟons, minimize risk, reduce administraƟve burden, and maintain audit defensibility.

Task 1. Deliverable. The Contractor shall deliver a comprehensive report in MS Word with recommended processes, templates and tools to facilitate a streamlined and accelerated Task Order award process.

2.2 Task 2. Approaches to Incen vize DB Construc on Projects

The Contractor will recommend performance-based and cost savings sharing incenƟves to encourage DB construcƟon contractors to deliver high-quality, efficient, and innovaƟve results.

IncenƟve methodologies may include, but not be limited to:

• Schedule incenƟves

• Milestone incenƟves

• InnovaƟon incenƟves

• Value engineering savings sharing

The report will provide detailed implementaƟon consideraƟons, including:

• Performance Metrics and Measurement Methods: Specify criteria for evaluaƟng contractor performance, methods for measuring results, and standards for achieving incenƟve payouts.

• Payout Formulas: Clearly outline how incenƟve payments will be calculated and distributed based on performance outcomes.

• Tracking and Repor ng Mechanisms: Establish transparent processes and tools for tracking performance and cost savings, and for reporƟng results to all stakeholders.

All recommended incenƟves must be pracƟcal, measurable, and aligned with project goals. The implementaƟon framework must support accountability, transparency, and conƟnuous improvement.

Task 2 Deliverable. The Contractor shall deliver a report in MS Word that clearly defines recommendaƟons for incenƟve methodologies for DB construcƟon projects under the IDIQ contract.

2.3 Task 3. Value Engineering Study Template

The Contractor will develop a standardized template for documenƟng value engineering (VE) study results across all construcƟon projects. The template will ensure consistency, quality, and traceability and include, at a minimum:

• Design details

• Methodology

• Analysis and alternaƟves

• Costs

• Drawings

• Conflicts

• RecommendaƟons

• Summary of VE acƟons.

The template will also capture design memoranda, cost data, supporƟng informaƟon, alternate designs, site development, equipment, materials, technology, and review of high-cost items, including lifecycle cost, construcƟon Ɵme, and energy conservaƟon.

Task 3. Deliverable. The Contractor will deliver a VE study template in MS Word format that documents VE study results and ensures consistency, completeness, and traceability across all construcƟon projects

3. PERIOD OF PERFORMANCE:

The Contractor shall have 30 calendar days from date of task order award to complete the report as outlined in this SOW.

4. GOVERNMENT FURNISHED MATERIAL AND INFORMATION: N/A.

5. AUTHORITY OF THE CONTRACTING OFFICER:

Only a ContracƟng Officer (CO) has authority to make any changes to this contract. If the Contractor makes changes to this contract or makes changes due to the direcƟon of a non-CO the Contractor risks that the Government will not accept the changes, and/or will not provide consideraƟon for any costs incurred and becomes liable for all negaƟve repercussions, costs and/or delays, etc. ONLY THE CO CAN MAKE CHANGES TO THIS CONTRACT — NO ONE ELSE.

CBP points of contact will be established and provided in the task order award.
