In addition, Factor 6: DB Construction Recommendation Report asks for three separate deliverables but is limited to a 1-page technical proposal. Please advise.

No additional documents will be released for the seed project. The Statement of Work for Factor 6 (seed project), Factor 5 (Superintendent resume), and Factor 7 (Price) have all been provided. Add date the Phase II to was released

Each technical proposal for the three deliverables under Factor 6 is limited to one page per deliverable.

Question/Comment: Will a seed project scope be added or are we only required to provide a PS resume and respond to questions as per attachment B?

Question/Comment: Section L.12 Notice of Required Bid Guarantee - Please confirm if we only need to provide bid guarantees on Task Orders and NOT this Phase 2 submission? It does not seem appropriate to provide a bid guarantee on a $10k-$15k item.

The required bid guarantee was a pre-condition for Phase I. No bid guarantee is required for the Phase II submission. The $10k–$15k reference pertains to Factor 7 (Price), not a bid guarantee. Bid guarantees will be required at the Task Order level.

Question/Comment: In Factor 5 Key Personnel, the credentials for Senior Superintendent include a Bachelor’s degree in construction management, Civil Engineering, Architecture, or related field. This is an atypical requirement for this position. While some of our Superintendents have bachelor’s degrees, many are not in the stated fields. Please consider revising the Education requirement with the following alternative text:

Education: Bachelor’s degree in construction management, Civil Engineering, Architecture, or related field. A Bachelor’s degree is not required for a Senior Superintendent having 20+ years of construction management experience (as defined above).

This alternative text increases the ability of Offeror’s to meet the stringent requirements
