About this file

This document is a Vendor Comment Matrix for the One Big Beautiful Bill (OB#A) Design-Build Construction IDIQ Phase II solicitation, documenting questions and clarifications issued as of February 27, 2026. The matrix contains 23 vendor inquiries with corresponding CBP (Customs and Border Protection) responses and identifies which responses resulted in official solicitation amendments.

Key submission requirements for Phase II include: a Senior Superintendent resume (Factor 5), a Design-Build Construction Recommendations Report response limited to one page per deliverable (Factor 6), and a separate Price proposal (Factor 7). All materials must be submitted as separate PDF files by the extended deadline of March 11, 2025, at 3:00 PM EST with no file size limitations. The government clarified that CQM-certified quality control professionals reporting to Senior Superintendents satisfy the Senior Superintendent credentials requirement, and 10+ years of relevant construction experience may substitute for a Bachelor's degree if all other requirements are met. Additional clarifications confirm that required licenses and permits may be held by licensed subcontractors rather than the prime contractor, no bid guarantee is required for Phase II submissions (only at Task Order level), and offerors have discretion in pricing format provided all required information is clearly stated. Official amendments reflecting accepted changes were issued for items #1, #3, #8, #10, #12, #18, and #20.

4 | P a g e include a Bachelor’s degree in construction management, Civil Engineering, Architecture, or related field. This is an atypical requirement for this position. While some of our Superintendents have bachelor’s degrees, many are not in the stated fields. Please consider revising the Education requirement with the following alternative text:

Education: Bachelor’s degree in construction management, Civil Engineering, Architecture, or related field. A Bachelor’s degree is not required for a Senior Superintendent having 20+ years of construction management experience (as defined above).

This alternative text increases the ability of Offeror’s to meet the stringent requirements for this position with the person having many years of the most relevant project experience without the need for a Bachelor’s degree, which is uncommon for this role.

Question/Comment: The RFP issued with Amendment 6 requires that the Senior Superintendent hold a Bachelor’s degree in construction management, civil engineering, architecture or a related field. Or was the intent for offerors to submit a signed Statement of Work (Attachment B) provided in Phase 2.

Offerors should add a signature block and statement confirming no exceptions to the solicitation requirements on Attachment A, "Statement of Work, Construction IDIQ," provided in Phase 1. Attachment B from Phase 2 does not require a signature block.

23. Can we send you one page for each of Tasks 1 and 2. On question 8 in amendment 7 you say the Technical Proposal should be a one-page description of your approach to the Statement of Work. For even just tasks 1 and 2 that would be difficult to get any real information addressing the items listed, could we send you one page per Task in lieu of one page for the entire technical proposal?

This would also allow us one page for Task 3 with a multiple page attachment for the VE form we intend to send to you. Is this acceptable?
