Existing System Description
HVAC System:
The majority of the second floor is conditioned via perimeter induction units that provide cooling, heating, and ventilation to spaces. The existing corridor and elevator lobby are conditioned via a supply air riser dedicated to conditioning corridor and elevator lobby the entire height of building
101. This existing air riser is served via ACU-A-5 and has an existing hot water heating coil with a single temperature sensor. The perimeter induction units are served via primary air risers and heating hot water risers that are located along the perimeter of the of the building. The primary air risers are served by various Air Conditioning Units (ACUs) that are located on the mechanical floor below. The system return air is achieved via a corridor a side wall returns grille and a plenum return open ended duct above ceiling. Returning air via a side wall return grille within in the corridor is a code issue and will need to be modified in new work to bring up to code. Code requires that air to not be return via a means of egress, which in building 101 is the main center corridor.
Exhaust Air System:
Existing bathrooms are exhausted via an existing toilet exhaust riser. During survey it was observed that the toilet exhaust grilles did not have any flow. Before any demolition and new work is conducted investigation the existing building exhaust system shall be confirmed operational.
New Work
HVAC System
The scope of work requires the redesign of the second floor, to fit the new floor plan. The design of the second floor shall serve as a prototype and template for future renovations of upper floors of the Building 101 office tower. The new architectural floor plan includes new interior spaces including office A201/A202 reception A204, meeting rooms A215/A217 and office A239/A240. These spaces are no longer able to be conditioned via the perimeter induction units. Perimeter spaces will remain conditioned by existing induction units. The majority of induction unit airflows will remain the same except for spaces that require additional airflow due to new architectural floor plan. The existing perimeter induction units will be reused for all exterior rooms. Per the scope of work, all perimeter induction unit dielectric fittings shall be replaced due to leakage.
CFR proposes to serve the new interior zones via horizontal induction units from the existing risers.
Primary air will be routed from perimeter primary air riser and duct take off will be 6” round duct and transition to 4” prior to the inlet of induction unit to help lower duct pressure drop from riser to inlet.
Induction units will match existing induction unit operation and utilize heating water for heating during the winter months. Heating water will be routed from the existing water riser to induction units.
To condition the central corridor and the elevator lobby, the existing corridor air riser will be re-used. The existing duct will be used as much as possible and connect to new ceiling air devices for the corridor and new linear slot diffusers for the elevator lobby.
Exhaust/Return Air System
The existing exhaust air riser serving bathroom stack shall remain existing. New exhaust air devices will be provided and rebalanced to meet code required minimum and ensure bathroom is negatively pressurized to the corridor.
Utilizing a corridor as a return air path is not code compliant and will need to be modified to a plenum return system. The existing return air open ended duct above the ceiling will need to be enlarged to accommodate all return air through the ceiling plenum. Modification of the existing return air open ended duct may require opening the existing duct shaft. Return air from perimeter and interior spaces will be plenum returned. New return air device will be located within each space and utilize transfer ducts to transfer air into the corridor ceiling plenum.
Additional and detailed scope is as follows:
• Remove all existing transfer air devices and corridor air devices and provide new devices.
• Replace all (75) induction unit dielectric fittings. Each induction unit has 2 dielectric fitting, one for the supply side and one for return side.
• Provide new DX split and transfer fan for IT room
3 Plumbing
Applicable Codes, Guidelines and Standards
• International Building Code - 2021
• International Plumbing Code – 2021
• International Energy Conservation Code - 2021
Scope of Work
The existing Bathroom’s cold water, hot water, sanitary, and vent piping will be modified to serve new fixture layout. Demolition includes the removal of one toilet fixture in both the women’s and men’s restroom. Three sinks will be added to the floor. One sink will be placed in Room A220 (lactation room), and a pantry sink will be placed in room A222 (breakroom). To serve the new lavatory sink in the break room, a new instant electric water heater shall be provided and located under the pantry sink. A hot water heater will be installed below the sink, with an instant hot water dispenser located on the countertop. Additional lavatories will be added to the bathrooms. The bathroom lavatories will be replaced with new fixtures.
A new sanitary riser will be added to serve new kitchenette sink. The sanitary riser shall extend up to the floor above and capped for future connection. The riser shall connect to an existing 4” sanitary main located in the mezzanine mechanical room below and serves the janitor sink and bathroom group. The new sink located in the lactation room will require an ejector pump to discharge sink water up and connect to the new pantry sink riser. Due to lack of space due to mechanical equipment on the floor below sanitary for lactation room cannot be connect to the janitor mop sink sanitary line. However, on floors up the building, ejector pumps are not anticipated to be required.
A new vent connection from the pantry sink shall be made to the existing 2-1/2” vent riser serving the janitor closet sink riser.

[LSC, 6.1.11.1]. Per the LSC, the small conference room, telecom, etc. spaces are considered incidental to the primary occupancy [LSC, 6.1.14.1.3(1)]. Per the IBC, these spaces are considered accessory to the primary Group B occupancy [IBC, 508.2].
The construction type for the building is required to comply with the fire-resistance requirements contained in the IBC. The tower, which is the area of the scope of work has a IB construction classification. The B Wing and C Wing have exposed steel and, since there are no fire separations between the tower and those areas, the AHJ considers the building to be IIB. Therefore, the entire building is IBC Type IIB construction [IBC, 602], which includes non-combustible, non-fire resistance rated steel construction.
Sprinkler System
There is an existing wet pipe sprinkler system throughout Building 101. The sprinkler system piping will be modified due to the change in the ceiling plan. The sprinkler piping will be demolished back to floor control valve in the stairwell, and a new main will be routed from the floor control valve to serve the reconfigured floor layout.
Once the work is completed, the system shall be hydrostatically tested by re-pressurizing the system and inspecting for leaks. NFPA 13 record of completion report shall be provided to the owner at project completion.
Water Supply Analysis
There is currently a fire pump serving the existing system. It is a 750 GPM fire pump rated at 150 PSI and the suction pressure is 30 PSI. There is a pressure reducing valve that keeps the pressure at or below
170 psi after leaving the pump. Hydraulic calculations have been completed and can be found in the submission package
Fire Alarm System
The existing fire alarm system is an addressable, voice alarm system with a Simplex 2500 fire alarm control unit (FACU). The second-floor fire alarm system is served by a fire alarm control panel on the third floor which is connected to the main building control unit.

STATEMENT OF WORK
BUILDING 101 2ND FLOOR RENOVATION
Background:
Building 101 at the National Institute of Standards and Technology (NIST) is the main administration building for the NIST Gaithersburg Campus. As the tallest structure and the most iconic building on the campus, Building 101 consists of an 11-story administrative office tower and a sprawling first floor and basement level.
The first floor of Building 101 houses the central campus conference facilities, the NIST research library and the main campus cafeteria. The basement level houses the NIST fitness center, badging and security offices, telecommunications suites, and the campus health unit, among other occupancies. The office tower, floors 2 through 11, houses a variety of administrative support and managerial office functions.
Although the original design intent and functions of the lower levels and office tower floors remain largely intact, changing trends, new technologies, and the age of the facility, in general, have been eroding their role as a center where NIST researchers can meet with one another and members of the public to collaborate and innovate.
Scope:
The NIST Administrative Space Strategic Plan, finalized in 2014, provides a planning strategy and conceptual plans for the reorganization of administrative and public space within the principal administrative facilities on the campus.
One of the goals of this Strategic Plan is to bring space utilization rates within the
Department of Commerce (DoC) standard of 170 net assignable square feet (NASF) per person, while allowing flexibility for the administrative program units to expand, shrink, merge, or reorganize as needed.
This DoC standard applies only to administrative spaces such as offices, private conference rooms, copy centers, dedicated mail and storage spaces, training rooms and break areas. Specialty support space, IT and utility spaces, laboratories, shops, warehouse space, and other similar areas are not counted as area in the utilization calculation.
In accordance with Department of Commerce space policies, and with the increasing need for administrative workstations, the Building 101 office tower floors (2 through 11) need to be renovated and modernized. Existing floors will be converted to less restricted layouts, intermingling closed offices and conference rooms with open work areas, collaboration spaces, and exposed filing and copy spaces.
Objective:
The A/E shall develop three possible schematic layout plans for renovated office space on the 2nd floor of Building 101. From a NIST-selected preferred alternative, the A/E shall prepare construction documents and construction cost estimate packages for:
1. The 2nd floor renovations
2. Furnishings for the 2nd floor
The A/E shall submit a Project Design Schedule with proposed periods of performance for each design phase. The schedule shall incorporate the following milestones:

A/E Post-Construction Contract Award Services (PCAS) are an optional item under the task order.
If awarded, PCAS services shall be provided in accordance with the requirements specified in “Part ‘B’ Architect Engineering design services in accordance with 48 CFR
836.606-73 (c),” described elsewhere in this statement of work.
Project Description:
This project is the first in a phased modernization of ten floors of existing office space.
The second floor is currently occupied by a portion of the Office of Human Resources
(OHR). These occupants will be relocated to a temporary office complex (TOC) during renovation work. Procured under a separate contract, this modular TOC will serve as swing space for the relocation of tower floor occupants during phased floor-by-floor renovations. At project completion, OHR personnel from the 1st floor as well as the 2nd floor occupants in the TOC will be consolidated in the newly renovated 2nd floor space.
Existing perimeter HVAC induction units, vertical air distribution systems, and exterior building windows will remain and are not a part of this project.
The design of the 2nd floor may serve as a prototype for the renovation of other floors in the Building 101 office tower.
The A/E shall prepare separate design and construction bid document packages for the following elements of work:
1. 2nd floor construction package (for competitive bidding by construction contractor)
2. 2nd floor furniture package (for procurement by NIST)

The A/E shall use an information tracking system to ensure that all RFIs and other construction issues are monitored for timely response.
4. Construction Submittal Review
a. The A/E shall review submittals (shop drawings, material samples, mock ups, manufacturer’s clarifications, etc.) and recommend “reviewed”, “reviewed as noted”, “revise and resubmit” or “not approved”.
b. Allow the following timeline for submittal reviews unless otherwise directed:
i. Initial A/E submittal review – 14 days
ii. Contractor response – 7 days
iii. A/E reply to contractor/ response – 3 days
iv. Resolution & submittal approval – 3 days
c. The A/E shall use an information tracking system to ensure that all submittals are received and processed on time.
5. Change Orders
a. The A/E shall prepare and process Change Requests and provide supporting documentation and all data necessary for CO/COR evaluation, approval and modification in accordance with the contract requirements.
b. Under no circumstance shall the A/E authorize additional work through
RFIs, submittals, or through issuance of Architect’s Supplemental
Instructions (ASIs) without approval by the Contracting Officer. In case of required design adjustments, the A/E must prepare ASIs including backup documentation, cost estimates, and schedule impacts, if any, and submit this information to the CO for review and approval.
c. The A/E shall clearly indicate the source of change as being:
i. Due to design deficiency, error or omission, or
ii. Due to unforeseen conditions, or
iii. Due to government’s new request
d. The A/E shall monitor and record all proposed and accepted changes.
6. Punch List
a. The A/E shall keep the COR informed of the progress and quality of the work and shall advise the COR in writing of defects and deficiencies in the work. The A/E shall observe the installation of work and become familiar with the progress and quality of the work throughout the construction period and verify that the work is being performed in a manner that, when completed, will comply with the Contract Documents. Timely corrective measures shall be taken to ensure that problems are not deferred until the punch list is compiled at the end of the project.
b. The COR shall observe the completed work with the A/E prior to the
Contractor’s application for Substantial Completion. The A/E shall submit to the COR a punch list of any defects and omissions noted. Government will also perform an independent punch list inspection and compile a list of deficiencies to be incorporated into the A/E’s list. At an appropriate time, the COR and Fire Marshal shall conduct a final inspection (with the
A/E) to verify that the Contractor has adequately corrected all defects, deficiencies and omissions.
7. Record Documents
Copies of the Contractor’s As-Built Drawings (in hard copy and electronic formats) shall be provided to the A/E at Final Completion or termination of the project by the CO. The A/E shall prepare Record Documents incorporating all changes and red-line information noted on the
Contractor’s installed work, submitted to NIST on mylar sheets, sealed and signed by the A/E, and provided in electronic CAD format complying with
NIST’s CAD standards.
8. Substantial Completion
The A/E shall define the Substantial Completion requirements in the construction document specifications.
The following procedure shall be used in establishing Substantial Completion of the work, unless otherwise agreed to in writing:
When the Contractor determines that the work, or a portion thereof which
NIST agrees to accept separately, is substantially complete, the Contractor shall submit written notice to the COR and shall include a punch list of all items which remain to be completed or corrected. Failure to include any items on the list does not alter the Contractor’s responsibility to complete all work in accordance with the Contract Documents.
a. Inspections for Substantial Completion may be requested by the
Contractor only after the status of completion has been reviewed and assessed by NIST. Upon such review, the A/E shall issue a list of any observed deficiencies that affect Substantial Completion.
b. If the A/E agrees that the work is substantially complete, the A/E may provide the Contractor with a list of additional corrective items which shall be added to the Contractor’s punch lists.
c. If the A/E determines that the work is not substantially complete, the A/E shall notify the Contractor in writing and shall provide a list of observed deficiencies for correction.
d. When the A/E determines that the work is substantially complete, the
NIST Fire Marshal will inspect the installed work for acceptance, which establishes the date of Substantial Completion.
e. The established date of Substantial Completion is the start date of the
Contractor’s warranty period.
9. Final Completion
The A/E shall define the Final Completion requirements in the construction document specifications.
The A/E shall perform a final inspection of the work. If the work is found to be incomplete or defective, the Contractor will be notified in writing and provided with a list of observed deficiencies.
Deliverables:
At the completion of construction documents and prior to the commencement of any construction activities, the A/E shall prepare and submit a NIST Work Permit (form NIST-
383). This form will be provided by the COR.
Computer Aided Design Requirements:
Drawings shall be prepared in accordance with United States Army corps of Engineers
A/E/C CAD Standard Version 8.0 or higher. Drawings shall be prepared in AutoCAD version 2018 or higher.
Invoicing:
Refer to the Base Contract for specific invoicing instructions. The A/E shall invoice the government based on an A/E provided schedule of values. The schedule of values shall be associated with the deliverables identified and shall be submitted for COR approval prior to invoicing.
