I. Overview and Background: Building 101 at the National Institute of Standards and Technology (NIST) is the main administration building for the NIST Gaithersburg Campus. Building 101 includes of an 11-story administrative office tower, the A Wing, that is the tallest and the most iconic structure on the campus.

The NIST Administrative Space Strategic Plan, finalized in 2014, provides a planning strategy and conceptual plans for the reorganization of administrative and public space within the principal administrative facilities on the campus. One of the goals of this Strategic Plan is to bring space utilization rates within the Department of Commerce (DoC) standard of 170 net assignable square feet (NASF) per person, while allowing flexibility for the administrative program units to expand, shrink, merge, or reorganize as needed. In accordance with Department of Commerce space policies, and with the increasing need for administrative workstations, the Building 101 A Wing office tower floors (2 through 10) are to be renovated and modernized. Existing floors will be converted to less restricted layouts, intermingling closed offices and conference rooms with open work areas, collaboration spaces, and exposed filing and copy spaces.

For the initial design phase of this project, prototypical designs that could be adapted to serve different tenant requirements were developed for the renovation of the 2nd floor of Building 101. The intent was not to develop a design intended solely for the needs of a single occupancy. Rather, it was to provide a flexible, cost effective, easily adaptable plan that can accommodate NIST’s evolving administrative office needs well into the 21st century.

The key factors for determining the success of the initial design options included the following:

Compliance with DoC administrative space requirements, particularly accommodating a maximum of 170 s.f. per person.

Providing a balance of open office area and enclosed offices that can accommodate the needs of a variety of NIST occupancies.

Providing collaboration and amenity space that can accommodate the most common communal needs for NIST occupancies.

Ability to flexibly adapt to changing administrative space requirements in and between floors 2 through 10 of the Building 101 A Wing.

The initial design submission included three Design Concepts for the 2nd floor of Building 101 A Wing, which are described in detail in the Basis of Design Narrative from that submission.

Following the acceptance of the initial design, a single design option, the Preferred Alternative, was selected specifically for occupancy by the Office of Human Resources Management (OHRM) of NIST.

The 35% design submission reflected the refinement of the design to meet OHRM requirements based on subsequent meetings and reviews with representatives of OHRM. The 35% Design was also intended to provide a flexible, adaptable design and a standard “kit of parts” that can be adapted for other occupancies on the remaining floors of the tower.

Based on comments received following the 35%, 65%, and 95% Design submission, the design for the 2nd floor was finalized. This Basis of Design reflects the final, 100% Design.

II. Design Requirements/Process

A. Department of Commerce (DoC) Administrative Space Requirements: The design of the Building

101 2nd floor renovations will comply with the Department of Commerce’s Space Allowance and Management Program (Department Administrative Order (DAO) 217-21) and Workplace Space Design Standards (DAO 217-21), available under separate cover. These documents describe the design processes, space standards and square foot allocations that will guide the design. While some flexibility to these requirements may be permitted based on special circumstances, the design of the 2nd floor has adhered to these documents as they apply to the NIST campus as closely as possible. Items of particular significance for the plans presented with this narrative include the following.

1. Square Foot per Person Requirements: Per DAO 217-21, page 2, the DoC has established a departmental standard utilization rate for office space of 170 usable square feet (usf) per person. This includes all office space, reception, circulation, storage, conference area, server closets, processing areas, file space, break rooms and other spaces associated with the administrative offices. In the case of the Building 101 2nd floor (and A Wing office tower floors 3 through 10), the total area per floor is approximately 7480 net usable square feet. Under DAO 217-21, each floor must be able to accommodate a minimum of 44 personnel. The design provides offices and workstations sufficient to accommodate 51 personnel, well within the standard requirement.

2. Workspace Allocations: DAO 217-21, page 5, describes the square footage limitations that are to be applied when assigning an office or workstation to specific personnel. Closed Offices are only allowed for Senior Supervisory personnel, and are limited to between 70 and 100 square feet per person. All other personnel are assigned open office workstations, which may range in size from 36 to 64 square feet per person. The size for each workstation is determined by a position’s work habits. In the case of the workstations for the OHRM occupancy on the second floor, based on the responses provided to questionnaires and meetings following early design submissions, workstations of approximately 48 net square feet have been provided for twenty personnel that are anticipated to require the highest percentage of work on site. An additional twenty-two “hot seat” workspaces have been provided for personnel that will telework or otherwise require a more limited presence on site. The final 100% design also includes eight single person offices, and a dedicated space for a receptionist. As noted above, this makes the total occupancy for the floor, including all workstations and private offices, 49 personnel, in excess of the minimum of 44 under the DoC space guidelines.

3. Open Office Planning: The existing Building 101 administrative office tower remains largely as originally designed, a double loaded plan with enclosed offices on both sides of the corridor.

As currently designed and utilized, none of the existing occupancies in Building 101 meet the DoC square foot per person requirements, principally due to the space inefficiencies inherent in a closed office plan. In order to meet the requirements, the design for 2nd floor renovations has embraced open office space planning, as endorsed and encouraged under DAO 217-21, page 2- “The Department is committed to the open office environment for facilities that are leased or owned for its missions. The open office concept is to be used wherever practical and possible”.

III-1

III. Existing Conditions

A. Typical Floor Area and Layout: Refer to Figure III-A. As noted under Section II-A-1, the total area per floor is approximately 7480 net usable square feet. This space will need to accommodate OHRM personnel as well as the conference and meeting spaces, collaborative areas, amenity spaces, storage and circulations space that supports their activities.

The typical floor is bar shaped, approximately 222 feet long and 46 feet wide, with the longer dimension on the north and south facades. The main building elevators are located near the southeast corner of the floor, adjacent to a stair tower, restrooms, janitor’s closet, and telephone and electrical rooms. A second stair tower is located near the southwest corner of the floor. Pairs of columns spaced approximately 10 feet apart at approximately 22 foot intervals define a central corridor that runs the length of the floor, except adjacent to the elevators where the floor is column free. The north side of the floor is open and free of utility spaces, stairs or closets.

The north and south facades are characterized by tall windows spaced approximately 5’-6” apart.

The east and west facades are opaque.

B. Existing Restrooms: The restrooms on each floor are essentially unchanged from the original construction. The fixtures and layouts no longer comply with code requirements, particularly for accessibility. The renovations will include updating the restrooms to code compliance.

C. Plumbing Locations: The existing potable water and waste water risers are located adjacent to the existing restrooms and janitors closet. Any amenity space that requires water, such as a sink for a break area or lactation room, would ideally be located near these water services.

D. Layout Limitations: Open office planning is typically most efficient over large, generally square floor plates with columns regularly spaced at least 20 feet apart. The floor plate of the building 101 tower, in contrast, is long and narrow, with nearly half of the southern side of the floor occupied by vertical circulation, restrooms, and utility spaces. The configuration places restrictions on the efficiency that can be achieved, even utilizing an open office strategy.

IV. Final, 100% Design: Refer to Sheets A-101 and A-102 of the 100% Submission

A. Overview: The design arranges the floor with eight private offices- four each on the east and west ends of the floor- twenty open office workstations- fourteen on the northwest end of the floor and six on the southwest end of the floor- and twenty two “hot seat” touchdown workstations, fourteen located roughly in the middle of the floor and eight located on the east end of the floor near the reception area. There is also one large conference room, two medium size conference rooms and two small private meeting rooms located near the center of the floor, as well as three prefabricated “hoteling” stations, three single person call booths, a break area with adjacent lactation room, a copy center, and a dedicated receptionist and waiting area.

B. Offices: Each of the single person offices is approximately 100 square feet. The offices on the north and south facades have two windows each facing the exterior, and transom windows on the opposite walls to allow natural light to carry through to the adjacent, interior offices. All of the offices also feature glass partition walls facing the interior to further permit natural light to penetrate to the offices. Refer to the description under item IV-K-1 below for details regarding the translucent panels that are to be included with the glass walls to enhance privacy for the offices, The design includes two options for furniture within the offices, one for the windowed offices, which are anticipated to house permanent staff, and as shown on sheet I-103.

C. Open Office Workstations: Each open office workstation is approximately 48 s.f. The open office workstation configurations, accessories and equipment are shown on sheet I-101.

D. “Hot Seat” Touchdown Workstations: Each “Hot Seat” workstation is approximately 4’4-6” X 2’-0”.

The hot seat workstation configurations are shown on sheet I-102.

E. Refer to Appendix A-1 for additional information regarding the proposed systems furniture systems.

F. Conference/Meeting Rooms: The design includes one large conference room sized for meetings of 10 people comfortably, two medium conference room sized for meetings of 6 people comfortably, two meeting rooms suitable for meetings of two to four people each, as well as three “hoteling” booths that can be used for private meetings between two people. One of the hoteling booths is configured for single person use and can accommodate a wheel chair. All of these spaces will include provisions for a display monitor as well as data and power connectivity for room occupants. The design also includes three single use call booths, which also feature power and data connectivity.

G. Break Area: The design includes a break area located in the middle of the floor on the south side, where it can be most easily accessed by all personnel. Refer to sheet A-404. The break area includes a sink, space for a refrigerator, counter space sufficient for a coffee maker, coffee station, and microwave, base cabinet door and drawer storage, overhead storage cabinets, and a full height “pantry” style cabinet.

H. Lactation Room: The design includes a lactation room. Refer to sheet A-403. The lactation room includes a sink, space for an undercounter refrigerator, counter space for a microwave, base cabinet door and drawer storage, as well as sufficient room for comfortable seating, ottoman, and end table.

I. Copy Center: The design includes a copy center. Refer to sheet A-404. In addition to space for multiple cabinets, it includes a counter space for layout, base cabinet door and drawer storage, and overhead storage cabinets.

J. Reception space: The design includes a reception area adjacent to the entry to the elevator lobby, including a reception desk and small seating area with furniture for approximately three visitors.

K. Finishes: Options and recommendations for finishes are shown on the finish board, sheet I-001:

1. Wall finishes:

a. Glass wall partitions system: In order to permit natural light to permeate as much of the floor as possible, the majority of the wall finishes throughout the space will be interior glass storefront. The basis of design is an InScape wall system that features narrow shite line mullions. The mullion finish is included on sheet I-001, a natural metal finish.

In order to preserve privacy in the work areas, all glass below 7’-0” will be a single translucent panel with no horizontal mullions. Transom glass- glass above 7’-0”- will be transparent. At column locations in the corridor, where transparency would provide no benefit, the glass will be opaque and colored. Sheet I-001 includes the translucent and colored glass finishes. These are also included in Appendix A-2 of this report.

At the column locations the design also includes exhibit/display cases incorporated into the glass wall partition system. The display cases are intended to showcase awards or items of significance for OHRM, or else to exhibit artifacts from the NIST museum, providing a constant reminder of NIST’s rich mission and history to employees and visitors to the floor.

b. Gypsum board partitions; Gypsum partitions are included in locations where opacity between spaces is preferable to the glass wall partition system. In gypsum partitions are painted, except in the restrooms as described below.

c. Restroom walls: The fixed walls of the restrooms are schedule to be finished with 4”x12” ceramic tiles, in a stacked bond pattern similar to the recently renovated B-Wing 1st floor restrooms.

2. Floor finishes: The design includes three types of floor finishes.

a. Public corridor and office areas: All office areas, conference and meeting areas are scheduled to have a carpet tile finish. The primary carpet tile, CPT-1, will be used for all spaces. CPT-1 is shown in Appendix A-3.

b. Ceramic tiles in restrooms: The floors of the restrooms are scheduled to be finished with 12’x24’ porcelain tiles.

c. Elevator Lobby and Reception Area: The elevator lobby and reception area are scheduled to be finished with a beige 12”x12” vinyl composition tile, meant to emulate the original historic tile finish of the elevator lobby and adjacent corridor.

d. Break area and Lactation room: The break area and lactation room are scheduled to be finished with a luxury vinyl composition sheet flooring. This floor finish is included on sheet I-001.

IV-3

3. Ceiling finishes (refer to sheets A-101 and I-001): The design includes two types of ceiling finishes, as follows:

a. Except as noted below, all spaces will receive a 24”x24” acoustical panel ceiling with tegular edges, set at 8’-9” above the floor, except in the elevator lobby, in the main corridor, where the ceiling will be set 8’-0” above the floor.

b. The elevator lobby and reception area are scheduled to be finished with a modified “concealed spline” 12”x12” ceiling tile, meant to emulate the original historic tile finish of the elevator lobby and adjacent corridor. The tiles will be fixed to removable panels, sized to align with tile seams, to permit access above the ceiling when required.

c. The ceilings also include gypsum bulkheads at the north and south window walls and where required to provide bracing for the glass wall partition systems. The bulkheads will be painted white.

4. Break room/Lactation room/Copy room casework (refer to sheet I-001): The breakroom, lactation room and copy room include plastic laminate finished base, drawer, sink and wall cabinets with solid surface material countertops and backsplashes. These are included on sheet I-001.

5. Restroom partitions: The basis of design and finish options for the partitions in the restrooms are shown in Appendix A-4.

6. Call rooms and hoteling pods: The basis of design for the call rooms and hoteling pods are products by Teknion and are shown in detail in Appendix A-5, and on sheet I-104.

Furniture shall be priced by contractor for Optional CLIN 003. Reference specification 125900 Systems Furniture and drawings for additional information.

VI-2

V. Restrooms

A. Existing Conditions:

1. Men’s Room: The second floor includes one Men’s room with two water closets, two urinals and two lavatories. Neither the entry to this room nor any of the fixtures comply with current accessibility requirements.

2. Women’s Room: The second floor includes one Women’s room with three water closets and two lavatories. Neither the entry to this room nor any of the fixtures comply with current accessibility requirements.

B. Plumbing fixture requirements: The number of code required plumbing fixtures is determined by the occupancy of the floor as determined by NFPA Table 7.3.1.2. Under this table, the Building 101 A Wing office tower would be considered a Business Occupancy, with a population calculated based on 1 person for every 100 net square feet, or 75 people for the 7480 net square feet on the second floor.

To determine the total number of men and women, the total population is split in half, with one half assigned to each gender, and any fractions rounded up. For the Building 101 office tower floors, this results in a total of 38 men and 38 women.

Restroom fixture requirements are determined under the International Building Code, Table

2902.1. Under this table, for both men and women one water closet shall be provided for every 25 persons up to the first 50 people, and one lavatory shall be required for every 40 persons for the first 80 people. Based on these requirements, with a calculated population of 38 men and 38 women, the second floor restrooms will be required to have a minimum of two water closets and one lavatory in the women’s room and two water closets (or one water closet and one urinal) and one lavatory in the men’s room.

C. Accessibility Requirements: Neither of the existing restrooms may be considered accessible.

The entries are too narrow, as are the clearances at the door, neither has an accessible water closet stall nor lavatories and accessories that are the required mounting height. In order to correct these deficiencies a complete renovation of the restrooms included as part of the final design.

D. Building 101 2nd Floor Design: The design for the Building 101 2nd floor renovation includes new accessible entries, accessible water closets stalls, lavatories, fixtures and accessories. In order to make these modifications without expanding the restrooms more than necessary, the total fixture count in the Men’s and Women’s room has been reduced. The Men’s room has one water closet (a reduction of one from the existing condition), two urinals and two lavatories, and the Women’s room has two water closet (a reduction of one from the existing condition) and two lavatories. Both restrooms still exceed the code required number of fixtures.

E. Accessories: Accessories such as paper towel holders, toilet seat cover dispensers, and toilet paper dispensers follow standards for these materials provided by NIST.

C O M M E R C I A L B AT H > C U B I C L E S C A R VA R T. C O M

With six unique cubicle solutions, this robust commercial bath offering provides a wide variety of solutions for designers to specify and customize. While CARVART’s cubicles come in a range of materials that provide endless color and design options;

hygiene, function and quality remain equally important in the commercial bath market. CARVART’s glassBOX and chplBOX are products that come in several stan-dard heights and focus on component flexibility and low maintenance. glassEN- CLOSE and chplENCLOSE focus on the same qualities but come in an completely flush and clean aesthetic. All the products are manufactured to withstand harsh environments and are designed in a way that makes them fundamentally low maintenance and easy to clean.

The systems are all detailed in a way that maximizes privacy and considers inherent function equal priorities to design and aesthetics. Configurations and layouts enable a large degree of customization while still focusing on repetitive, optimized manufacturing processes that bring cost down. The systems are designed with installation in mind. Connections and mounting details are made to accommodate field conditions and maintain a large degree of flexibility and tolerance.

Types glassBOX

(GBOX)

Configured with a top stabilizing bar that keeps the system rigid, this option of the glassBOX features a unique front aesthetic with protruding dividers that accentuate each cubicle.

glassBOX comes in two standard heights and the doors operate with a hydraulic pivot and minimal mounting to the floor and stabilizing bar.

Minimal hardware and easy-to-install brackets and components make this an ideal solution for facility managers. With a minimal amount of connections to the floor and legs that come in two standard heights to accommodate ADA requirements, the glassBOX makes maintenance and cleaning efficient and hygienic.

chplBOX

(CBOX-T)

Configured similarly to the glassBOX, the chplBOX has a top stabilizing bar that holds the cubicles in place. This unique material enables the thickness of the panel and door seams to be grooved to achieve privacy and eliminates the need for vertical aluminum profiles. This gives the front a flush and continuous look and allows the hardware to be partially concealed in the thickness of the panels.

Because this product is made of cHPL (high-pressure phenolic laminate), field modifications and the installation of accessories are inherently easy. Legs and hardware are minimal and can be installed into the thickness of the panels and come in two standard heights.

glassENCLOSE

(GENC-F)

This configuration showcases a completely flush front with no exposed mounting hardware that is free-standing in nature and can be installed full height or kept short of the ceiling. The legs that support the hydraulic doors and dividers are set back to maintain the flush look and come in two different heights to accommodate ADA require-ments. Despite the minimal look, glassENCLOSE maintains the same easy-to-install setup with adjustable components that accommodate large tolerances.

The top fascia that conceals the stabilizing profile has the option of a LED indicator light that shows occupancy.

chplENCLOSE

(CENC-F)

The chplENCLOSE showcases a completely flush front with no exposed mounting hardware that can be installed full height or kept short of the ceiling.

Door hardware is concealed and installed in the thickness of the material, similar to the chplBOX and dividers are back-fastened to maintain the flush look and supporting legs accommodate two different heights to meet ADA requirements. Despite the minimal look, chplENCLOSE maintains the same easy-to-install setup with adjustable components that accommodate large tolerances.

ACCESSIBILITY AND USER NEEDS

CARVART accounts for a wide range of users with many different needs. Component and configuration designs are sensitive to different hygiene and privacy needs in addition to spatial and code-based ADA requirements in the US.

CARVART offers pre-designed configurations for users with various needs and designers can work with a CARVART associate or project manager to customize. All components like pulls/handles are specially designed to meet ADA code and match the aesthetic of other cubicle accessories. Standard leg heights include a typical height as well as a 9" clear height and doors can be configured to swing in either direction for various cubicle configurations.

DESIGN APPEAL

Design and minimalism are priorities with all CARVART’s products; the Commercial Bath arena is no exception. All hardware components are designed to be as minimal as possible and set back to be concealed wherever possible.

All components (including door pulls, legs and brackets) are aesthetically consistent and designed specifically for CARVART by Soema cubicles. CARVART laminated glass and cHPL come in a wide range of finishes and colors that can be customized to achieve almost any look.

HANDCRAFTED LAYOUTS

CARVART approaches Commercial Bath spaces with sensitivity to privacy, hygiene, design and function. These points create a strong philosophy that enables users to have the best experience possible based on their specific needs. To that effect, CARVART has created a catalogue of commercial bath layouts that realize these philosophies into plans and configurations. Utilizing these layouts or working with a CARVART designer to craft similar layouts that fit the needs of a project is recommended to maximize the full range of benefits in CARVART’s Commercial Bath offering.

EASE OF INSTALLATION

CARVART by Soema products are not only engineered with designers and facility managers in mind, they equally accommodate installer to ensure products are ergonomic and light weight while being easy to sequence and adjust.

Clear, graphic install instructions allow labor time and cost to be kept to a minimum and all cubicle components come with a large degree of tolerance and flexibility built in to accommodate various field conditions and variations. All of CARVART’s cubicles feature configurations that do not require messy or harmful adhesives and have minimal impact to the surrounding bathroom.

CUSTOMIZED STANDARDS

While CARVART provides customized configurations for all the cubicle products, designing in a way that optimizes good manufacturing techniques will ensure cost and lead time are not adversely affected.

Designing with repetitive stall size and standard accessory layouts on dividers will ensure standard lead time and cost.

CARVART designers can consult on ways to approach renovating bathrooms where plumbing fixture locations are inconsistent and predetermined, code and optimum layouts so designs are consistent, easy to use and conform to good manufacturing practices.

HYGIENE/MAINTENANCE

Due to the minimal nature of the CARVART’s cubicle designs and flexibility in how they are mounted to the floors, all of the cubicle products are easy to maintain and clean.

High-quality, anodized metal components mean that they will not degrade over time and with standard maintenance. The legs are kept off the floor for easy cleaning. Flush surfaces enable easy cleaning and limited collection of dirt and grime. All of CARVART’s materials are non-porous and do not collect bacteria with standard maintenance making them ideal for all bathroom types within a wide range of facilities.

TURNKEY SOLUTION

CARVART’s comprehensive services include every component needed to design and manage a full project from design development and guidance to post-installation services and support. Architects can work closely with CARVART designers to select appropriate and stunning glass products; shop drawings and full coordination services are available through the dedicated project manager; a full range of hardware and glass options are available to suit any project; post-delivery services include a wide range installation guidance and training.

CARVART also has a wide range of pre-selected accessories that can be integrated into cubicle configurations.

PRIVACY

Despite being minimal in design and easy to operate, privacy is seamlessly integrated into the aesthetic and configurations. glassBOX and stoneBOX utilize vertical aluminum profiles that double as privacy elements and door stops while glassENCLOSE and chplENCLOSE conceal these profiles behind the fronts of the cubicles.

chplBOX uses overlapping grooves in the thickness of the material to maintain privacy.

Occupation indicators can either be incorporated in to the latch/pull or, with certain models, a LED indicator in the fascia above the door. The hydraulic pivot doors can be adjusted to remain slightly ajar to indicate occupancy as well. Depending on cleaning needs, the clearance between the floor and dividers/pilasters can adjusted in height to offer more cubicle-to-cubicle privacy.
