About this file

This document is a certification form required under Executive Order No. 16, applicable to Group 35200 (Firearms, Ammunition, and Less Lethal Products) under a statewide contract vehicle. The certification requires vendors to disclose whether they conduct business operations in Russia, as defined by the Executive Order, which prohibits state agencies and authorities from entering into new contracts or renewing existing contracts with entities conducting business in Russia. The Executive Order remains in effect while federal sanctions against Russia are active.

Vendors must certify their Russia business status by selecting one of three options: confirming they do not conduct business operations in Russia; indicating they conduct such operations but are actively winding down those operations with a detailed timeline; or stating they conduct operations only to the extent necessary for vital health and safety services or to comply with federal law. The certification requires the vendor's authorized representative to sign and date the form under penalty of perjury, confirming their knowledge of the vendor's business operations and the truthfulness of their response. This certification applies to all vendors responding to solicitations for the statewide firearms and ammunition contract group.
