About this file
This is a Small Business Participation Commitment Document (SBPCD) required for large business prime contractors responding to the Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs) solicitation (FA240126R0003). Large business primes must submit an SBPCD in their own format that will be incorporated into the final contract, detailing their commitment to small business subcontracting participation.
The document requires offerors to identify their business size and socioeconomic status (small business prime, small disadvantaged business, woman-owned small business, HUBZone small business, service-disabled veteran-owned small business, or other than small business prime), and to provide a breakdown of total contract work percentages distributed among other than small businesses and small business subcontractors. A Minimum Quantitative Requirement (MQR) of 5 percent small business participation is mandatory, calculated based on total contract value including options. Offerors must list the principal supplies and services to be provided by both other than small businesses and small businesses, describe the extent and type of commitments established with small business subcontractors (written contracts, verbal agreements, joint ventures, mentor-protégé relationships, etc.), and submit a copy of the Individual Subcontract Report (ISR) or Summary Subcontract Report (SSR) from the Electronic Subcontracting Reporting System (eSRS) to the Procuring Contracting Officer (PCO) within 30 days of the required submission deadline per FAR 52.219-9.
