About this file
This is an attachment to a federal contract establishing ordering procedures for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO) Ground Entry Points (GEPs).
The document outlines the process for issuing delivery and task orders under contract FA240126R0003, with an IDIQ ceiling of $369,000,000. For each proposed order, the Procuring Contracting Officer will issue a Request for Proposal with work descriptions and submittal instructions. Contractors must submit technical proposals describing work performance, cost proposals using RFO 15.408 Table 15-1 format when certified cost or pricing data are required, and identify all non-labor cost elements and any Government property needed. All proposals must remain valid for a minimum of 120 days from submission. The ordering procedures require that any RFO/R-DFARS clauses from the basic contract apply to individual delivery and task orders unless otherwise specified, with clauses containing fill-ins fully populated in resulting orders. A subcontracting plan is maintained at the basic IDIQ contract level and need not be renewed with each delivery order, though contractors must update as directed and complete Individual Subcontract Reports (ISR) in the Electronic Subcontracting Reporting System (eSRS) twice annually. Proposals must address applicability of specified clauses including those addressing trafficking in persons, hazardous materials, insurance, defense information safeguarding, and explosives. The Contracting Officer reserves the right to withdraw and cancel proposed orders prior to issuance, with proposal preparation costs to be negotiated separately if such cancellation occurs.

Resilient Missile Warning Tracking (RMWT) Low Earth Orbit (LEO)
Ground Entry Points (GEPs) Ordering Procedures
1. Orders will be issued by a Procuring Contracting OƯicer in accordance with RFO 52.216-18 “Ordering” Clause of this contract and the following procedures.
A. The Contracting OƯicer will provide the Contractor with a Request for Proposal for each proposed Order citing and providing submittal instructions. In addition, the RFP will include a description of work to be performed and proposal instructions for the described eƯort. PCOs and Program Managers are reminded to consider the following when developing RFPs:
1) If a CDRL is required at the individual delivery/task order level, the RFP (and resultant Delivery/Task Order) need to include the applicable DD1423.
2) Any RFO/R-DFARS clauses included in the basic contract are applicable at the individual Delivery/Task Order unless otherwise specified. Clauses identified with fill-ins which are applicable at the Delivery/Task Order level must be contained in the resultant Delivery/Task Order in full text with fill-ins populated.
3) The basic contract is intended to be inclusive of all RFO/R-DFARS/ clauses.
Individual Delivery/Task Orders should not contain RFO/R-DFARS/ clauses that are not in the basic contract. In the event that a RFO/R-DFARS/ clause is necessary for an individual Delivery/Task Order, the basic contract should be modified to include the clause.
4) Per 52.216-18(b), “All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.” Verify that proposed Delivery/Task Order Statement of Work does not conflict with the Basic Contract Statement of Work.
5) A DD254 is maintained at the basic contract level. DD254s will also be added to individual delivery/task orders if needed.
6) Prior to releasing an RFP for a new Delivery/Task Order, PCOs should consider if RFO/R-DFARS/ provisions need to be included in the RFP, in particular R-DFARS
252.227-7992 Identification and Assertion of Use, Release, or Disclosure Restrictions.
7) The subcontracting plan will be maintained at the basic IDIQ contract level and a new subcontracting plan is not required with every new Delivery Order. The contractor is required to update its subcontracting plan as directed by the Contracting OƯicer. The contractor is responsible for completing is Individual Subcontract Report (ISR) in the Electronic Subcontracting Reporting System (eSRS) twice a year.
B. The contractor shall then: (i) submit to the Contracting OƯicer a technical proposal describing how the work will be performed; (ii) submit a cost proposal in accordance with Table 15-1 of RFO 15.408 when certified cost or pricing data are required; (iii) identify and provide rationale for all non-labor cost elements required for performance; and (iv) identify any Government property required for performance.
1) In addition, the proposal must address the following clauses that are contained in the basic contract with regard to their applicability to the proposed delivery/task order:
RFO 52.222-56 CERTIFICATION REGARDING TRAFFICKING IN PERSONS
COMPLIANCE PLAN (OCT 2025)
RFO 52.223-03 HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL
SAFETY DATA (FEB 2021)
RFO 52.228-05 INSURANCE – WORK ON A GOVERNMENT INSTALLATION
(JAN 1997)
R-DFARS 252.204-7012 SAFEGUARDING COVERED DEFENSE INFORMATION
AND CYBER INCIDENT REPORTING (MAY 2024)
52.222-50 COMBATING TRAFFICKING IN PERSONS (OCT 2025)
252.223-7001 HAZARD WARNING LABELS (DEC 1991)
252.223-7003 CHANGE IN PLACE OF PERFORMANCE – AMMUNITION AND
EXPLOSIVES (DEC 1991)
C. Upon receipt of the proposal, the Contracting OƯicer will analyze the proposal and commence negotiations with the Contractor, as appropriate, for the given eƯort.
Except where authorized by law or regulation or the parties agree otherwise, issuance of Delivery/Task Order will be accomplished bilaterally. All proposals shall remain valid for a period not less than one hundred and twenty (120) days from the date of submission to the Government.
2. Prior to the issuance of a Delivery/Task Order, the Contracting OƯicer reserves the right to withdraw and cancel the proposed order. In such event, the Contractor shall be notified of the Contracting OƯicer’s decisions and the parties shall negotiate proposal preparation costs to be funded separately.
3. Total Delivery/Task Orders may not exceed the IDIQ ceiling amount of $369,000,000.
