About this file

This document is a Compliance Statements attachment for the County of Orange Office of the District Attorney's Request for Proposal (RFP) #026-2630601-RA for Implementation, Maintenance and Support of a New Case Management System (CMS). The RFP was released on August 7, 2024, with a pre-proposal submission meeting scheduled for August 14, 2024, via Zoom. Key dates include a question and answer deadline of August 21, 2024, proposal submissions due on September 18, 2024, potential interviews during the week of November 4, 2024, and anticipated service commencement in February 2025. The project seeks a comprehensive digital solution to replace the existing legacy case management system, with an expected 11-year contract term.

The solicitation includes provisions for local small businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), offering a 5% bid price reduction or scoring advantage for qualified vendors, with an enhanced 8% preference for businesses certified in both categories. Vendors must be certified by the California Department of General Services and maintain a principal operation center in Orange County. The RFP requires at least 20% of the total bid amount to be allocated to certified OCLSB or DVBE subcontractors. The procurement will evaluate proposals across five key criteria: Solution Offering + Requirements (300 points), Implementation Services (200 points), Experience and Qualifications (100 points), Corporate Sustainability (50 points), and Cost (100 points). Respondents must have implemented a CMS in a federal CJIS compliant setting and completed at least two implementations in comparable prosecution offices.

COMPLIANCE STATEMENTS

(Complete this section and submit as Part 2 in the second tabbed section of Proposal)

1. COVER LETTER/EXECUTIVE SUMMARY:

All Proposals must be accompanied by a cover letter of introduction and executive summary of the Proposal. The cover letter must be signed by person(s) with authority to bind the Respondent. If the Respondent is a corporation, two (2) signatures are required: one (1) signature by the Chairman of the Board, the President or any Vice President; and one (1) signature by the Secretary, any Assistant Secretary, the Chief Financial Officer or any Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signatory to bind the corporation. An unsigned or improperly signed Proposal submission is grounds for rejection of the Proposal and disqualification from further participation in this RFP process. All Proposals shall include in this first tabbed section, the Cover Page of this RFP and any subsequent addenda issued to this RFP with appropriate signatures as required.
