About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition for a construction project at the Orlando VA Medical Center in Orlando, Florida. The procurement, Invitation for Bid (IFB) 36C77626R0035, is for the Expand Radiology & Oncology Minor Construction project with a total VAAR construction magnitude between $10,000,000 and $20,000,000. The VA seeks approval to procure five specific brand-name items without full and open competition based on standardization requirements throughout the facility. The brand-name items are: (1) Lenel Ongaurd physical security access control systems; (2) PELCO CCTV cameras; (3) Rauland-Borg Responder 5 nurse call systems; and (4) Scien Building Solutions and Dynafire fire alarm system programming services. The justification cites 41 USC §3304(a)(1) and FAR 6.103-1, asserting that only one responsible source exists and no other supplies or services will satisfy agency requirements due to compatibility and standardization needs with existing systems.
The overall procurement will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) set-aside, with the J&A posted to Contract Opportunities alongside the solicitation. Market research was conducted by the Contracting Officer's Representative and architect-engineer team to confirm that all brand-name items comply with Buy American Act requirements. The VA's government estimate for the brand-name items was prepared and confirmed by the Contracting Officer's Representative, with the CO to determine fair and reasonable pricing prior to award. Offerors will be responsible for locating suppliers and obtaining pricing for all materials and components. The procurement is signed by Kevin Glover (Healthcare Engineering, Lake Nona VAMC), Bridget May (Contracting Officer, PCAC), and Donald A. Marsh III (Supervisory Contracting Officer, PCAC), all dated January 2026.
