About this file
This is a transmittal letter from the State of New Hampshire Division of Procurement and Support Services for Request for Proposal (RFP) 484-26 soliciting Energy Performance Contracting Services. The bid was posted on April 6, 2026, with a closing date and time of April 16, 2026, at 12:00 PM Eastern Time. According to the related RFP summary, a mandatory Bidders Conference and site visit were scheduled for March 10, 2026, with a maximum of three representatives per company permitted to attend facility visits. The initial proposal scope is limited to the Northern New Hampshire Correctional Facility during the bidding phase. Respondents were required to acknowledge receipt of Addendum #01 (issued February 12, 2026) with their bid submissions, which contained substantive updates to facility operating hours for four Department of Corrections facilities in the Concord area. Bidders are restricted from visiting additional facilities or proposing scope at other locations until after selection for the Implementation Grant Agreement (IGA).
The transmittal letter serves as the binding document through which vendors attest to compliance with the State of New Hampshire's bid requirements and certifications under RSA 21-I:11-c. Vendors must certify that neither they nor their subsidiaries, affiliates, or principal officers have been convicted of bidding violations, debarred from federal or state projects, failed to cure defaults on prior contracts, or been placed on debarred parties lists. The bid is effective for 180 days from the closing date, and lender payments will commence upon project completion and align with the beginning of each guarantee year with no payments during the construction phase. The specific award value or budget range for this energy performance contracting opportunity is not disclosed in the available documentation. Interested respondents must review all government files including the original RFP, Addendum #01, and Attachment 1 to ensure full compliance with submittal requirements and understand the complete scope of services expected.
