About this file

This is Addendum #01 to Bid Invitation 484-26 issued by the State of New Hampshire Division of Procurement and Support Services for Energy Performance Contracting Services. The addendum, dated February 12, 2026, modifies the original RFP with clarifications and updates relevant to the bidding process. The bid closing date is April 16, 2026, at 12:00 PM. During the proposal phase, bidders are limited to visiting and proposing scope and savings for the Northern New Hampshire Correctional Facility only; visits to other facilities are restricted until after selection for the Implementation Grant Agreement (IGA). A Bidders Conference and site visit were scheduled for March 10, with a maximum of three members per company permitted to attend site visits, with subcontractors counted as separate companies. Lender payments will begin upon project completion and align with the beginning of each guarantee year, with no payments occurring during the construction period.

The addendum includes a substantive change to facility hours of operation listed on Attachment 1, page 21, updating operational schedules for four Department of Corrections facilities in the Concord area. The Transitional Work Center (TWC) at 275 North State Street has been changed to 24/7/365 operation from the previously listed M-F 4:30 PM–8:30 PM schedule. The Concord District Office has been updated to M-F 8:00 AM–4:00 PM from M-F 5:00 PM–7:00 PM. The Warehouse at 3 McGuire Street has been adjusted to M-F 6:30 AM–2:30 PM from M-F 7:00 AM–6:00 PM. The Retail Store at 312 North State Street now reflects seasonally varying hours, currently Tuesday through Saturday 9:00 AM–4:00 PM, replacing the previously listed M-F 6:00 AM–3:00 PM schedule. All other facilities' hours remain unchanged. Respondents must acknowledge receipt of this addendum with their bid submission.

ADDENDUM # 01 TO BID INVITATION 484-26

DATE AND TIME OF BID CLOSING: 4/16/2026 12:00 PM

FOR: ENERGY PERFORMANCE CONTRACTING SERVICES

Question 1: The RFP states on pg. 12, the State will make one payment to the Lender each year. Will that payment come at the beginning of each Guarantee Year, or the end of each Guarantee Year?

State Response: The payments to the bank begin when the project is completed. That should line up with the beginning of each guarantee year.

Question 2: The RFP state on pg. 12, the State will make one payment to the Lender each year. Will any payments to the lender occur during the construction period?

State Response: No.

Question 3: I was confused by pg. 36 where it lists all correctional facility contacts to set up days and times for site visits. Most of the rest of the document shows that we are only visiting the Northern NH Correctional Facility. Can you confirm we are proposing scope and savings at only the Northern NH Correctional Facility?

State Response: For the proposal phase, bidders are only visiting the North Country facility.

Question 4: Can you confirm that we are not allowed to visit the other 9 facilities until selected for the IGA?

State Response: Yes, confirmed, one facility only for the proposal phase.

Question 5: We have a question regarding the March 10th conference and site visit. Does the 3 people allowed per company for the site visit just mean 3 members of NORESCO, or can it include all subs we would want to walk the site with us?

State Response: Three members per company. Subcontractors would be considered as a separate company.

If capacity gets tight, the State may further limit attendance.
