About this file
This is Addendum #06 to Request for Proposal 484-26 issued by the State of New Hampshire Division of Procurement and Support Services for Energy Performance Contracting Services at the Northern New Hampshire Correctional Facility. The addendum modifies the projected schedule of events by postponing responses to proposers' questions from April 3, 2026, to April 8, 2026. The bid closing remains scheduled for April 16, 2026, at 12:00 PM. The addendum addresses 18 detailed questions from proposers regarding utility data, drawings, equipment specifications, and submission requirements. Key clarifications include confirmation that utility invoices from Liberty Utilities and Sprague Energy for 2024 have been uploaded to the FTP site for both the main prison and warehouse buildings; electrical drawings and one-line diagrams requested by proposers have been provided; operational data for the steam boiler plant, HVAC control systems, transformers, air compressors, and steam traps have been disclosed or clarified; and Eversource confirmed as the electric utility provider for the Northern New Hampshire Correctional Facility. The State confirmed that CD copies of forms are not required and that electronic submissions via FTP site are acceptable, though physical hardcopy submissions bound in 3-ring binders remain mandatory alongside electronic copies.
The addendum establishes that markup percentages on Form E-4 are to be disclosed transparently and will determine the markup added to ECM costs entered on Form E-2, which will be used for both scoring and any resulting contract. The State clarified that VFDs are currently installed only on AHUs A1 and B3, that condensate return and makeup water for the steam boiler plant are not metered, and that the Department of Corrections does not maintain an inventory or maintenance records of steam traps, which are serviced twice annually. The addendum requires all respondents to submit acknowledgment that changes noted in addendums will supersede previously submitted documents, with all other specifications remaining unchanged and valid. The complete bid documentation, including all addendums, must be available through the New Hampshire Division of Procurement and Support Services website at https://das.nh.gov/purchasing/vendorresources.aspx, with inquiries directed to Purchasing Agent Ryan Fuller at NH.Purchasing@das.nh.gov.
