About this file

This is Addendum #02 to Request for Proposal 484-26 issued by the State of New Hampshire Division of Procurement and Support Services for Energy Performance Contracting Services. The addendum clarifies procedural requirements and technical specifications for the solicitation, with a bid closing deadline of April 16, 2026, at 12:00 PM. The addendum addresses eleven substantive questions from proposers regarding site visit scheduling, attendance capacity limitations, measurement and verification options, proposal formatting, submission methods, facility access protocols, financial documentation, and follow-up visit procedures. Key procedural clarifications include confirmation that site visits cannot commence until all background checks, non-disclosure agreements, and required forms are verified and processed by the State; a three-person capacity limit applies to both the pre-bid conference and facility walkthroughs on March 10, 2026; virtual attendance options for the pre-bid conference may be provided in a future addendum; and electronic proposal submissions will be made through an FTP site rather than physical CDs or USB drives. The addendum specifies that measurement and verification options A and B only should be considered during the proposal phase, with options C and D to be evaluated post-award during contract negotiations.

Regarding facility access and documentation, the addendum establishes strict security protocols for the correctional facility walkthrough, permitting non-internet capable cameras and devices alongside only one internet-capable device (with five-business-days' advance notice required); all equipment must be listed on a tool inventory form, and photographs cannot capture staff or inmates and are subject to security review before removal from the facility. Financial submissions must include hard copies of two years of audited fiscal year-end financial statements with the original submission, with hyperlinks permitted in electronic copies. Proposers must submit six hard copies of proposals (one marked as original and five marked sequentially as #1 of 5 through #5 of 5) and must acknowledge and include Attachment 3 (Sample P-37) in their submission packets per section 4.1.3. Follow-up facility visits beyond the March 10 walkthrough are permitted if prescheduled, though the State reserves the right to limit excessive visits from a single company. All changes noted in this addendum supersede previously submitted documents and must be included with bid submissions.

ADDENDUM # 02 TO BID INVITATION 484-26

DATE AND TIME OF BID CLOSING: 4/16/2026 12:00 PM

FOR: ENERGY PERFORMANCE CONTRACTING SERVICES

Question 1: Can we begin speaking with locations to schedule walkthroughs or do we have to wait for the background checks and NDA to be processed?

State Response: Ok to schedule, but site visits cannot take place until all forms are complete, verified, and processed by the State.

Question 2: Is the 3-person limit for the walkthrough only on 3/10? Can we have additional personnel at the pre-proposal conference? If not, will the pre-proposal conference be held online?

State Response: We have an overall capacity limit both in the room for the pre-bid conference and for the walk-through, thus the 3-person limit. We will discuss the option of virtual attendance for the pre-bid conference. If allowed, we will send the link in a future addendum to the RFP.

Question 3: In reference to Section 4.4.3: Are only Options A & B allowed for Measurement & Verification? Or are Options C & D also allowed? Is NH DOC open to evaluating all Options during the Investment Grade Audit?

State Response: Please consider options A & B only during the proposal phase. Once a contract is awarded, the State will discuss the best options for M&V with the contractor that is awarded the contract.

Question 4: Per Section A of the Proposal Format, we are asked to start with the Proposal Cover Sheet. Where can we find this proposal cover sheet?

State Response: A generic cover sheet is fine and should include the RFP number and name of the project as well as the proposer’s information.

Question 5: The RFP requires a copy of our proposal be provided on a CD. Would a USB drive be an acceptable alternate to a CD?

State Response: CD is a typo; electronic copies will be submitted through the FTP site. More information will come out on this closer to the submittal date.

Question 6: For the prison walkthroughs, are we allowed to bring in cameras, phones, infrared camera technology, tablets with necessary auditing software, and additional relevant electronic devices for the purpose of documenting the prison conditions?

State Response: cameras and devices that do not have internet capabilities are allowed; only one internet capable device (i.e., either a phone OR a tablet OR another device) is allowed. If the contractor plans to bring an internet capable device into the facility, they must notify us at least five days in advance so we can obtain the proper approvals, since these types of devices are considered contraband. All tools and equipment that will be brought into the facility need to be listed on the attached tool inventory form. Any photos taken must not capture staff or inmates in the photos, and all photos are subject to review by security personnel before leaving the facility. See Attachment 2 of the RFP for additional requirements, completion, and submission prior to visiting secure facilities.

Question 7: Per the Financial Information section, we are asked to submit two years of audited fiscal year-end financial statements. Are we allowed to provide a hyperlink to these statements?

State Response: Please submit one hard copy of the financial with the original hard copy submission. A hyperlink can be included in the electronic submission and with the copies.

Question 8: What are the financial submittals that we are required to fill out as they are referred to in Appendix A?

State Response: Section 4.3.3 of the RFP has financial questions and requirements. Those should be included in an Appendix A of your proposal when submitted.

Question 9: Proposers are asked to submit five other hardcopies of their proposal clearly marked as 'original' and "copy of 6 hard copies". Is the title of "Copy of Six Copies" supposed to be written as is, or do we write "Copy One of Six Copies", "Copy 2 of six Copies", for each of the copies?

State Response: The original should be marked original. The copies can be marked as #1 of 5, #2 of 5, etc.

Question 10: During the walkthrough on March 10th can my engineers take photographs of the equipment (nameplate data, current condition, etc.) with a non-cell phone camera?

State Response: See answer to Question 6 above.

Question 11: After the walkthrough on March 10th can we schedule follow up visits for some of the more detailed review items like lighting and toilet audits? I also thought about the burden on the prison staff and if necessary could we offer to pay for overtime of staff needed to walk with us? Just a thought as I would imagine budgets are very tight.

State Response: Follow up visits are allowed if prescheduled. The State reserves the right to limit the number of visits by a single company if they are deemed excessive.

NOTE: All vendors shall acknowledge and include in their submission packet Attachment 3 – Sample P-

37. This shall be placed in the proposal submission per section 4.1.3.
