About this file
This Addendum #03 is issued by the State of New Hampshire Division of Procurement and Support Services for Request for Proposal 484-26 concerning Energy Performance Contracting Services, with a bid closing deadline of April 16, 2026, at 12:00 PM. The addendum addresses ten bidder questions and clarifications regarding proposal submission requirements, facility access procedures, technical specifications, and financial evaluation criteria. Key clarifications include confirmation that mechanical drawings, equipment lists, floor plans, electrical drawings, and steam line diagrams will be provided via FTP site; redacted copies of proposals should be submitted as a seventh copy with unredacted and annotated originals; cameras without cell service are permitted during the March 10, 2026, site walk-through upon submission of a completed tool inventory form; and limited drawings may be reviewed onsite but cannot be brought into the secure facility. The addendum confirms that the total project payback period requirement is 20 years or less as mandated by law, including interest and financing costs, with level annual payments assumed to be financed independently by the State.
The addendum provides additional technical specifications including confirmation that water usage data in the E-2 Access Form represents 3,111,393 cubic feet (not CCF); electric interval data for the Berlin facility may be obtained from Public Service Company of New Hampshire using specified utility account numbers; and drawings are anticipated to be added to the FTP site by March 13, 2026. All changes noted in this addendum supersede previously submitted documents and must be acknowledged and submitted with the bid. Respondents are required to return the addendum acknowledgment form signed by an authorized representative, providing company name, address, contact information, and email address to the Purchasing Agent, Ryan Fuller, at NH.Purchasing@das.nh.gov.

ADDENDUM # 03 TO BID INVITATION 484-26
DATE AND TIME OF BID CLOSING: 4/16/2026 12:00 PM
FOR: ENERGY PERFORMANCE CONTRACTING SERVICES
Question 1: For the FTP site will you be providing mechanical drawings, list of all equipment, floorplan, electrical drawings, and any steam line diagrams?
State Response: Yes, all available electronic drawings will be provided.
Question 2: The proposal states that if we have any proprietary or confidential information that we need to provide a redacted copy of the proposal with our submission. How would the State like us to provide the redacted copy? 1 original and 5 copies, or would you prefer this as a 7th copy?
State Response: If a redacted copy is submitted it would be a 7th copy. Please note that any redactions must be unredacted but annotated in the original and additional required copies. There is no set format for how this is to look. Example redactions below:
Redacted copy: The success of our organization is based on the talent of all employees.
Unredacted copies: The success of our organization is based on the talent of all employees.
Question 3: Item #15 in the contraband policy indicates that cell phones are not allowed inside the facility. Will cameras (with no cell service) be allowed during the 3/10/26 walk through and/or subsequent follow-up visits?
State Response: Yes.
Question 4: Assuming cameras will be allowed, is there an approval form that should be submitted in advance of the meeting?
State Response: A completed tool inventory form (attached) listing the camera and any other necessary tools such as measuring devices, etc. should be brought with you to the meeting.
Question 5: Will any drawings (even a basic floor plan) be made available to bidders prior to the 3/10/26 walk through or any time after that?
State Response: Yes, we are currently working to add drawings to the FTP site and hope to have this completed by March 13.
Question 6: If drawings of any kind are provided, is it acceptable to take them inside the facility, contrary to item #7 in the contraband policy?
State Response: Limited drawings may be available for review onsite; drawings are not permitted inside the secure facility.
Question 7: Are you able to provide electric interval data for the Berlin facility? If so, are you able to provide a contact for this as well?
State Response: Please use the interval data request form - Public Service Company of New Hampshire.
Utility account numbers are: 80043640269_G50439181 and 56674641063_S72926519
Question 8: The bottom of the tab titled- “Form E-2 Reports” from the E-2 Access Form, states that the payback tears must be “17 Years or Less” and points to the cell that calculated the payback years for the total project.
However, on page 9 of the RFP it states, ‘A payback period of 20-years or less must be achieved for the project as a whole.” Is our total project payback required to be less than 17 years or less than 20 years?
State Response: The law requires ESPC projects to pay back in 20 years or less, including interest, with no escalation of utility rates. Form E-2 explains how interest amounts should be calculated and added to the project. The total project cost, including interest, should not exceed the 20-year payback requirement.
Question 9: Will this project be required to be financed with level or escalating payments?
State Response: The State will finance the project independently of awarding the audit and construction contract to the ESCO. Payments should be assumed to be once annually and level.
Question 10: In the tab titled – “Form E-2 Data Entry” from the E-2 Access Form, units of water are listed in CCF. Just to confirm - does the 3,113,393 CCF listed in the access form mean 3,111,393 hundred cubic feet or 3,111,393 cubic feet?
State Response: 3,111,393 cubic feet.
