About this file

This document outlines the standard operating procedures for Military Sealift Command's annual recipe testing and menu revision process. The process involves three phases: recipe testing, recipe validation on a selected ship, and a menu development and revision session. New recipes are solicited from the fleet, selected, tested and validated in phases I and II. Phase III involves incorporating selected recipes into the revised 35-day menu cycle. Key participants and their responsibilities are defined. The timelines and locations for recipe testing, validation, and menu revision are planned 12-3 months in advance. Testing involves executive chefs developing recipes, a week of production and evaluation, and nutrition analysis. Validation occurs on a selected ship with oversight from executive chefs. The revised menu is finalized and disseminated to ships through the CMLS system.

This draft request for proposal is for Military Sealift Command food services and logistics training. It is posted to allow industry to provide feedback on the performance work statement, contract structure and evaluation criteria prior to official release of a solicitation. Responses to questions are due by 8 March 2024. The document provides an opportunity for industry engagement but is not itself a solicitation. No proposals or pricing are being requested at this time.
