About this file
This is a federal contracting provision (FAR 52.225-18) that establishes reporting requirements for the place of manufacture of end products in government solicitations.
The provision applies to manufactured end products in Product and Service Codes (PSCs) 1000-9999, with specific exclusions for raw materials and unprocessed goods including lumber, agricultural supplies, live animals, subsistence items, crude plant and animal products, ores, minerals, and additive metal materials. "Place of manufacture" is defined as the location where an end product is assembled from components or processed from raw materials into a finished product for delivery to the Government; reassembly of disassembled products does not constitute the place of manufacture. For statistical purposes only, offerors must indicate whether the place of manufacture of their end products is predominantly in the United States or outside the United States, based on whether the total anticipated price of domestically manufactured products exceeds the total anticipated price of products manufactured outside the United States.
