The government requires two units of a Carbon and Water Flux System or equivalent for deployment in Mandan, North Dakota. The system must measure CO2 concentrations (0-1500 µmol mol⁻¹) and H2O concentrations (0-60 mmol mol⁻¹), along with latent and sensible heat, momentum, and biometeorological measurements including Photosynthetic Flux Density (0-3000 µmol m⁻² s⁻¹), air temperature (-40 to 60°C), relative humidity (0-100%), and barometric pressure. The instrument must perform flux processing on the sensor itself with an integrated gas analyzer and ultrasonic anemometer measuring vertical (W) and horizontal wind speed components (U and V). Raw (10 Hz) and processed data must be retrievable via serial, SDI-12, and USB micro connections. The system must include a minimum one-year subscription to processed data, an accessory node link supporting up to 50 environmental sensors in a wireless mesh network (including temperature/relative humidity, rainfall, solar radiation, and eight soil moisture/temperature sensors), a 4-5 meter mounting tower with base, and a solar panel and battery system with sufficient capacity for continuous operation. The contract is structured as a Firm Fixed Price requirement for two units, not as a Time and Materials engagement.

AMD 0001 Attachment 1 Specifications

Flux Towers – Mandan ND

A Carbon and Water Flux System. Or equivalent.

CO2/H2O Analyzer Requirements

• Must provide rapid measurements of CO2 between 0 and 1500 µmol mol-1 and H2O between 0 and 60 mmol mol-1 concentrations, latent heat, sensible heat, momentum, and additional biometeorological measurements including cosine corrected Photosynthetic

Flux Density (PPFD) between 0 and 3000 µmol m-2 s-1, air temperature between -40 and

60 oC, relative humidity between 0 and 100 %, and barometric pressure.

• The flux processing must occur on the sensor itself, with integrated gas analyzer and vertical (W), and two horizontal wind speed (U andV) components measured by an integrated ultra sonic anemometer.

• Raw (10 Hz) and processed data must be retrievable via serial, SDI-12, and USB micro.

• The instrument must include at least one year subscription to the processed data.

• The instrument must include an accessory node link with the capacity to include up to 50 environmental sensors deployable in a wireless mesh environmental sensor network with at least one temperature/relative humidity sensor, one rainfall sensor, one solar radiation sensor, and eight soil moisture and temperature sensors.

• The system must include a mounting base and tower from 4 to 5 meters in height.

• The system must include a solar panel and battery with sufficient capacity to continuously power the instrument.

This is a Firm Fixed Price requirement. This is not a Time and Materials requirement.
