About this file
This is a federal procurement provision template (FAR 52.225-18) that establishes place of manufacture reporting requirements for solicitations.
The provision applies to manufactured end products in product and service codes 1000-9999, with specific exclusions for raw materials and unprocessed commodities including lumber, agricultural supplies, live animals, subsistence items, crude plant and animal products, ores, minerals, and additive metal materials. "Place of manufacture" is defined as the location where an end product is assembled from components or processed from raw materials into a finished product for delivery to the Government, clarifying that reassembly does not constitute the original place of manufacture. For statistical purposes only, offerors must indicate whether the place of manufacture for their offered end products is predominantly in the United States or outside the United States, determined by comparing the total anticipated price of domestically manufactured products against the total anticipated price of products manufactured outside the United States. This reporting requirement is non-binding and for data collection purposes to track domestic versus foreign sourcing trends in federal contracting.
