The 27th Special Operations Contracting Squadron of the Air Force Special Operations Command is in the process of competitively selecting a source for the Melrose Air Force Range (MAFR) Operations, Maintenance and Support program. Melrose Air Force Range (MAFR) is a Department of Defense (DoD) premier Special Operations training complex that focuses on Air Force Special Operations Command (AFSOC) core mission support, joint integrated Special Operations Forces (SOF) missions, and DoD air-to-surface, surface-to-air, and ground training. MAFR is a primary training range (PTR) consisting of 70,010 acres that contains target arrays, Military Operations in Urban Terrain (MOUT) sites, landing zones (LZs), dudded and inert impact areas, threat simulators, weapons scoring systems, and provides Service Class A and C range capabilities. MAFR consists of Electronic Warfare Range (EWR), Air and ground ranges, ground training facilities, and administrative facilities. MAFR is particularly unique in the range operations and training capabilities offered to users. The contractor shall provide operations and maintenance to support operations on a fully functional PTR to meet war-fighter training and readiness requirements. The Contractor shall provide personnel, training, supervision, and administrative support to perform nine regimes of support encompassing facility maintenance, aerial gunnery and bombing ranges, ground training ranges, MOUT sites, electronic/technology, scheduling, wildland fire, paramedic, and Situational Forces (SITFOR). These regimes include all operations, OM&S for MAFR. MAFR provides a wide range of operations and training capabilities offered to users within the Air Force. In addition, the Contractor is responsible for supporting operation and maintenance of all range equipment including vehicles and heavy equipment used to support the operations of MAFR.
One of the considerations in proposal evaluation is the verification of the offerors' past performance on contracts or other work efforts which reflect the offeror's ability to perform on the proposed effort. We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the offeror's performance on those contracts or work efforts.
Our areas of interest regarding the offeror are summarized in the enclosed questionnaire. In order to meet the acquisition milestones, we request your written response no later than 4:00PM MST on 01 April 2025. This schedule will allow us sufficient time to analyze the data prior to the start of negotiations.
