About this file
This document is a specifications file for a federal construction project titled "Replace Fuel Tanks B2096" in Final Construction and Design Development phases. The project encompasses three main divisions of work: excavation and handling of contaminated material, transportation and disposal of hazardous materials, and installation of factory-fabricated fuel storage tanks.
Excavation and Contaminated Material Handling (Section 02 61 13): The contractor must excavate and temporarily store approximately 30 cubic yards of contaminated material. Key requirements include submitting an Excavation Work Plan and Uniform Federal Policy Quality Assurance Project Plan (UFP-QAPP) within 30 days of notice to proceed, with 30-day Government review periods. Measurement and payment are based on actual cubic yards or tons of material excavated, with unit costs for excavation, handling, stockpiling, and incidental work. Contaminated material must be stockpiled with geomembrane liners and covers, minimum 12-inch berms, and leachate collection systems. The contractor must provide a licensed land surveyor in Alaska, maintain excavation logs per ASTM D5434, conduct field quality control sampling at minimum frequency of once per 10 cubic yards, and submit a comprehensive closeout report within 60 days including excavation logs, test results, manifests, disposal certifications, cross-sectional drawings, and progress photographs in digital format meeting EXIF 2.3 specifications.
Hazardous Materials Transportation and Disposal (Section 02 81 00): The contractor must prepare a Hazardous Waste Management Plan and designate a Transportation and Disposal Coordinator (TDC) with minimum one year specialized experience and Department of Transportation certification under 49 CFR 172. All hazardous materials employees must be trained and certified per 49 CFR 172 Subpart H. The contractor must comply with EPA and DOT regulations for packaging, labeling, marking, and placarding of hazardous wastes and materials, provide spill response materials compatible with materials being handled, maintain 24-hour emergency response contact information, and submit weekly hazardous waste inspection documentation monthly.
Factory-Fabricated Fuel Storage Tanks (Section 33 56 10): The contractor must install double-wall steel aboveground storage tanks manufactured in accordance with UL 142 and UL 2085 standards for horizontal cylindrical installation. Each tank requires a factory-assembled unit with primary storage tank and integral secondary containment, UL-listed support skid elevation maximum 12 inches above concrete, lifting lugs, ladder, platform, and 5-gallon lockable spill container on fill line. Required tank components include welded NPT couplings for piping penetrations, interior striker plates under manholes and connections, combination gauging and sampling hatch with bronze top-seal adapter, atmospheric vent with 40-mesh insect screen, and normally-closed UL-listed emergency vent. Tanks must include mechanical clock gauge accurate to ±1/4 inch, tank-mounted fuel dispensing unit with 10 gpm suction pump, 3/4-inch diameter 15-foot fuel-resistant hose, and automatic shutoff nozzle. Interior and exterior surfaces must be coated per manufacturer specifications by SSPC QP 3 and SSPC QS 1 certified contractors. Tank installation must comply with STI 700-50-5007 standards, with tanks 5,000 gallons or larger placed on 1/8-inch-per-foot slope with fill point at low end. Pre-installation tightness testing per STI R912 is required, and all tanks must carry manufacturer's 30-year warranty with completed warranty paperwork and installation checklists submitted to tank manufacturers, the Contracting Officer, and Base Environmental within 60 days of contract award. Contractor qualifications require at least two similar-scope projects of equal or larger size completed within the last five years, manufacturer training certification, and state licensing where required. Training demonstrations must be conducted for Government personnel covering system operation, maintenance procedures, and safety protocols after functional completion but prior to final acceptance.

02/25
PART 1 GENERAL
1.1 UNIT PRICES
1.1.1 Measurement
Base measurement for excavation and onsite handling on the actual number of cubic yards of contaminated material in-place prior to excavation. Base determination of the volume of contaminated material excavated on cross-sectional volume determination reflecting the differential between the original elevations of the top of the contaminated material and the final elevations after removal of the contaminated material.or tons of contaminated material excavated. Use a properly calibrated weighing system to accurately measure the gross (bulk) weight of the contaminated material. Covert the measured gross (bulk) weight of the contaminated material to dry weight based on the percent moisture content of representative contaminated material samples. Determine the percent moisture content in accordance with ASTM D2216 ASTM D4643 ASTM D4959.
Determine moisture content for stockpiled contaminated material Base measurement for construction, maintenance, and removal of stockpile areas on the number of square yards of stockpile liner constructed.
1.1.2 Payment

Remove and dispose of any material that becomes contaminated as a result of the Contractor's operation at no additional cost to the Government. Stage operations to minimize the time the contaminated soil is exposed to the weather .
3.3.2 Dewatering
Divert surface water to prevent entry into the excavation. Limit dewatering to that necessary to assure adequate access, a safe excavation, prevent the spread of contamination, and to ensure that compaction requirements can be met. Do not perform dewatering without prior approval of the Contracting Officer. Conduct dewatering in accordance with the Dewatering and Leachate Management Plan developed as part of the Excavation Work Plan.
SECTION 02 61 13 Page 6
3.3.2.1 Collection and Disposal of Incidental Contaminated Water
Collect rinsewater. Collect ground, surface, and rain water contaminated by operations including water collected in the open excavation pit or temporary containment. 3.3.3 Contaminated Material Storage
Place material in temporary storage immediately after excavation. The following paragraphs describe acceptable methods of material storage.
Provide storage units that are in good condition and constructed of materials that are compatible with the material or liquid to be stored. If multiple storage units are required, clearly label each unit with an identification number and keep a written log to track the source of contaminated material in each temporary storage unit.
3.3.3.1 Contaminated Material Stockpiles
Construct stockpiles to isolate stored contaminated material from the environment. Cover stockpiles at the end of each workday. Stockpile size greater than 30 cubic yards is prohibited. Construct stockpiles to include:
a. Place a geomembrane liner on a ground surface that is free of rocks greater than 0.5 inches in diameter and any other object which could damage the membrane. Where multiple geomembrane panels are necessary to construct the liner, seam the panels together and test the seams in accordance with manufacturer requirements.
b. Place a geomembrane cover over the stockpiles. Extend the cover material over the berms and anchor or ballast to prevent it from being removed or damaged by wind. Where multiple geomembrane panels are necessary to construct the cover, shingle the upslope panel over the downslope panel and overlap the panels at least 6 inches. Secure the panels together using ballast such as sandbags or tires.
c. Construct berms surrounding the stockpile, a minimum of 12 inches in height. Berm vehicle access points.
