1.11 TEMPORARY HEATING
EM 385-1-1 , Section 09.D.02.c, requires "close surveillance" of temporary heating devices. The Contractor shall interpret this to mean "continuous monitoring during operation of the temporary heater" to ensure the proper operation of the heater and that appropriate fire prevention/response measures are taken. Submit Temporary Heating Monitoring Plan for approval with APP or prior to commencement of applicable definable feature of work.
With regard to fuel combustion heaters, the following also applies: When fuel combustion heaters are used in enclosed structures, carbon monoxide (CO) shall be continuously monitored.
1.12 PERMANENT UTILITIES
The utility systems infrastructure for water, sewer, steam, condensate and electricity on Fort Wainwright has been privatized and is owned by Doyon Utilities, LLC (DU). Connections to these tie-in points and beyond shall be the responsibility of the Contractor.
The Contractor shall keep the project COR and QAR informed of all coordination efforts with DU for permanent utilities. Contractor shall notify DPW, COR or PM if removal or relocation or upgrade of any existing permanent utilities is required by the work of the contract. The Government COR and QAR will serve as an intermediary or coordinator between the Contractor, DU and Base Ops to ensure there are not schedule conflicts. The Contractor shall remain responsible for meeting all contract requirements and for providing a complete and operable facility ready for the use no later than the contract completion date required by FAR 52.211-10 of the contract. SECTION 01 19 30.01 29 Page 8 contractors on the site and not interfere with the performance of their work.
The Contractor shall be responsible for coordinating all Permanent Utility Requirements directly through their government assigned QAR and COR to DPW UP. In general, if contract work requires removal or relocation or upgrade of any existing permanent utilities, Contractor shall identify and justify the needed permanent utilities work with shop drawings or designs and calculations (for any upgrades services) and Contractor shall identify the date by which the permanent utility work needs to be complete to maintain construction schedule. Once the required information on work required (to include calculations for water flow/pressure and/or electric demand) and date by which work is required to be done has been determined by the Contractor, the Contractor will fill out the Utility Service Request (Service Application - see below) and submit this through the assigned QAR and COR to DPW PM. The Government DPW PM will submit the required DU Forms as indicated at the bottom of each for directly to UP with copy to the QAR and COR and Contractor. The service application process can take anywhere from ninety (90) to one hundred twenty (120) days depending on the time of year so it is very important to identify the need for required removal or relocation or upgrade of any existing permanent utilities as early as possible. The fillable forms may be found at: http://www.doyonutilities.com/dustandards/forms.
1. Utility Service Request, also known as service request: Contractor permanent utility connections that are not energized on project site and required to complete each contract/task order. (5) working days' notice to DU prior to the requested disconnect. If disconnect requires outages of multiple facilities or buildings, the Contractor shall request a minimum of two (2) weeks' notice to DU.
3. Utility Outage Request: Contractor shall allow for the following notices to DU:
a. For routine outages, DU requires two (2) weeks' prior notice.
b. DU will notify the COR at least two (2) weeks prior to any routine work requiring service interruption.

The Contractor shall be responsible for notifying building occupants a minimum of forty-eight (48) hours before the scheduled outage.
d. DU will schedule and notify affected customers in the event that the outages are due to repairs for which DU is conducting.
The utility systems infrastructure for water, sewer, steam, condensate and electricity on Fort Wainwright has been privatized and is owned by Doyon Utilities, LLC (Doyon). Permanent utility systems (water, sewer, steam, condensate and electricity) will be installed by Doyon up to the demarcation points indicated in the drawings. The contractor shall submit a complete Doyon Service Application along with utility location drawings to the Government in order for Doyon to begin work on permanent utilities. The Contractor shall coordinate directly with DU on all aspects of contract work that will interface with DU's installation of permanent utilities to the facility including, but not limited to, schedule, access, safety, SWPPP, and areas/details of the interface. The contractor shall also coordinate directly with DU for removal or relocation of any existing permanent utilities on the project site which conflicts with or prevents new construction in accordance with project plans. The Government will not serve as an intermediary or coordinator between the Contractor and DU. The Contractor shall remain responsible for meeting all contract requirements and for providing a complete and operable facility ready for use no later than the contract completion date required by FAR 52.211-10 of the contract. Also reference FAR 52.236-8, Other Contracts, regarding the requirement to fully cooperate with other contractors on the site and not interfere with the performance of their work.[See Appendix CC, paragraph 6.4.6 Base Utility Information.]
a. The Contractor should not assume that permanent utilities will be installed to the facility at a time most convenient for the Contractor, and may want to consider obtaining access to temporary utility services.
DU will extend temporary service to contractors performing work on the Installation when requested by the Government and the Contractor. The Contractor shall provide written notification to DU, copy furnish the Government, a minimum of 30 working days prior to when requested services are needed. Written notification shall be provided using Doyon Utilities' Service Application Form. As a minimum, the request will include requested date of temporary service installation, expected duration of the connection, a description of requested connection, and the name, title, and phone number of Contractor Point of Contact responsible for coordinating the temporary service connection with DU. The Contractor shall be responsible for any fees charged by DU to extend/provide temporary utility lines to project site and making any required connections to Contractor provided equipment.

The Contractor shall provide the documentation and coordination to facilitate these actions as applicable.
d. When submitting a Service Application for temporary utility service to DU, the Contractor shall note on the Service Application that the contractor will be providing the meter required. DU will install the required meter(s) on the temporary utility line(s) it extends to the project site. The Contractor shall reimburse the Government for use of temporary utility services at the "Other B Rate" shown in Utility Sales Rate Summary attached to Section 01 19 30.01 29. The Contractor shall carefully conserve any utilities furnished without charge.
e. Before completion of the work and final acceptance of the work by the Government, the Contractor shall notify the Contracting Officer and Doyon
