About this file

This is a Simplified Field Screening Plan for environmental assessment and soil contamination testing at Fort Wainwright, Alaska.

The project involves construction of a new concrete pad to house two 500-gallon fuel tanks (one Diesel, one Mogas) at the Chena Bend Golf Course Maintenance Complex near Building 2095. The work includes installation of protective bollards, site lighting, a new personnel gate, and removal/demolition of two existing above-ground fuel tanks. Approximately 30 cubic yards of excavation is anticipated. The contractor must employ a Photoionization Detector (PID) as the screening tool for petroleum and oil-based contaminants, with screening conducted for every 10 cubic yards of excavated material. A Qualified Environmental Professional (QEP) meeting 18 AAC 75.333 requirements must operate the PID and maintain detailed PID logs throughout the process. Soil segregation thresholds are: less than 20 ppm (clean soil, no special handling required); 20-99 ppm (assumed contaminated, placed in ADEC-compliant containment cell for lab testing); and 100 ppm and above (highly contaminated, placed in separate ADEC-compliant containment cell for lab testing). If potential contamination is encountered, all excavation must cease and Installation Emergency Dispatch (907-353-7535) and DPW Environmental must be notified immediately. Contaminated soils exceeding 20 ppm cannot leave the installation without DPW Environmental approval for treatment. Upon project completion, the contractor must submit the field notebook, soil screening/sampling map, PID tables/logs, and supporting documentation to the DPW Project Manager/COR and DPW B3015 Environmental Liaison for review and approval.

Project Descrip on

Work for this project will construct a new concrete pad to house two 500-gallon fuel tanks, one for Diesel and the other for Mogas at the Fort Wainwright Chena Bend Golf Course Maintenance Complex, Near Building 2095. Bollards will be installed as a protec ve measure from vehicle strikes and Site ligh ng will be provided immediately adjacent to the new fuel tanks. A new personnel gate will be installed near the proposed fuel tanks for easier accessibility by fueling personnel. The two exis ng above ground fuel tanks will be removed and demolished as part of this work. See Appendix A for a loca on map of the site.

Field Screening Methods

Contractor will use a PID as the POL-Screening tool. Excavated material will be stockpiled adjacent to the excava on. Screening will be done for every 10 CY of material. Approximately 30 CY of excava on is an cipated for this work. An exis ng fence and associated swing gate are located within proximity of the excava on and should be protected in place. There are no apparent underground u li es located within this area. Exis ng contaminated areas are located to the southwest of the site approximately 150’ away and were tested to be above cleanup levels for DRO contaminants from monitoring conducted in 2024. This is the assumed source of contamina on expected for this site. Contaminated Soils exceeding 20 ppm on Fort Wainwright cannot leave the installa on unless they are being brought for treatment and returned to the installa on upon DPW Environmental Approval.

PID Screening:

Provide the employees name and posi on. The PID is to be operated by a Quali ed Environmental Professional (QEP) 18 AAC 75.333, provide quali ca ons.

• Provide PID model and calibra on technique:

• Provide PID table/log shall be kept and maintained throughout the soil screening process and submi ed upon comple on of the excava on.

• If heated head space samples are collected for Vola le Organic Compounds (VOCs), provide frequency of collec on, depth of collec on, loca on of collec on, and process of collec on. Provide informa on in PID table/log.

• If poten al contamina on is encountered, all excava on of poten al contamina on shall cease and DPW Environmental/Installa on Emergency Dispatch shall be no ed immediately. Work shall not resume un l a sampling and analysis plan for poten ally contaminated soil is developed and then submi ed to and approved by DPW-Environmental and appropriate Regulators.

• If poten ally contaminated soils are encountered contact Installa on Emergency Dispatch (907-353-7535). (Provide this contact informa on within the Simpli ed Field Screening Plan and incorporate in daily training topics)

Photoioniza on Detector (PID) Procedure:

Excavated soil shall be segregated as follows:

• Less than 20 parts per million (ppm): Soil with PID readings less than 20ppm may be assumed clean and used on site or handled/transported in accordance with contract requirements for clean soil. There is no requirement for special handling.

• 20ppm to 99ppm: Soil with PID readings 20ppm to 99ppm is assumed contaminated and shall be placed in an ADEC-compliant short-term soil containment cell and tested by an approved lab (IAW 18 AAC 78 and 75).

• 100ppm and above: Soil with PID readings 100ppm and greater is assumed contaminated and shall be placed in a separate ADEC-compliant short-term soil containment cell and tested by an approved lab (IAW 18 AAC 78 and 75).

Soils screened clean from contamina on can be brought to an approved clean soil loca on on the installa on a er coordina on with the Clean Soils Coordinator to be contacted by the project COR.

Upon project comple on provide copies of the eld notebook, including soil screening/sampling map, PID table(s)/log(s), and any relevant documenta on and photos.

All documents should be submi ed electronically to the DPW Project Manager/COR to DPW B3015 Environmental Liaison for environmental review and approval.
