About this file
This document is a solid waste reporting requirements guide issued by the U.S. Army Garrison (USAG) Alaska's Directorate of Public Works (DPW) Environmental Division, effective May 1, 2025.
All waste generators at USAG Alaska must record and report solid waste diversion and disposal data monthly to the Installation Solid Waste Manager for entry into the Solid Waste Annual Report, Web-based (SWARWeb) system, as mandated by Army Regulation 420-1, Section 23-15.a. Eight categories of generators are required to report: DPW Project Managers, U.S. Army Corps of Engineers Project Managers, Army Partners (Doyon, North Haven, Lend Lease, Centinelus, etc.), Defense Logistics Agency, DPW Business Operations, DPW Operations & Maintenance Division, DPW Environmental Division, and any organization using alternate disposal means. The document provides a standardized Solid Waste Reporting Transaction form requiring generators to document generator name, project number, generation location, disposal date and site, scale ticket availability, waste type, weight, unit cost, total cost, and DLA disposal status. A comprehensive materials list specifies 49 eligible waste types ranging from construction and demolition debris (concrete, brick, asphalt, metals, wood) to land clearing materials and mixed recyclables. A separate ineligible items list identifies 45 hazardous and universal waste categories that cannot be reported in SWARWeb, including fuels, batteries, electronics, mercury-containing devices, and contaminated soils. Contact information is provided for the primary program manager, Vicki Madick, and alternate manager, Ida Petersen.

SOLID WASTE REPORTING
REQUIREMENTS
USAG ALASKA
MAY 1, 2025
DPW ENVIRONMENTAL DIVISION
USAG ALASKA SOLID WASTE REPORTING REQUIREMENTS
Solid Waste Annual Report, Web-based (SWARWeb) is the United States Army's system for reporting progress on solid waste management goals. It's used to track the performance of Defense installations disposal of solid waste and solid waste diverted from landfills.
Generators shall record and report the diversion and disposal to the Installation Solid Waste Manager monthly for entry into SWARWeb as required in the Army Regulation 420-1, Army Facilities Management, Section 23-15. a.
*Note that the information required by SWARWeb is not identical to the minimum information required for LEED C&D Waste Credit submittals. SWARWeb requests greater detail, therefore recording only what is required by LEED will not satisfy the SWARWeb requirements.
Generators Required to Report:
1. DPW Project Managers- Project Waste Diversion
2. U.S. Army Corps of Engineers Project Managers-Project Waste Diversion
3. Army Partners (Doyon, North Haven, Lend Lease, Centinelus, etc.…)-All Waste Diversion
4. Defense Logistics Agency-Scrap Metal to include Brass
5. DPW Business Operations-Fairbanks North Star Borough municipal Solid Waste Invoices
6. DPW Operations & Maintenance Division-USAG Alaska Landfill Disposal
7. DPW Environmental Division-Recycled Waste Diversion
8. Any Organization Generating Solid Waste Utilizing Alternate Means of Disposal (Contracts, Training, etc.)
