Standard Operating Procedures Summary: Manifest Requirements and Procedures for USAG Alaska
This document is a Standard Operating Procedure (SOP) outlining manifest requirements and waste disposal procedures for the United States Army Garrison (USAG) Alaska, specifically addressing hazardous waste, non-regulated waste, and recyclable waste management. The SOP applies to all personnel assigned to USAG Alaska, Fort Wainwright tenant organizations, and partners involved in generating, managing, or disposing of regulated waste on USAG Alaska property. The procedure ensures compliance with federal regulations including 40 CFR 262 and 264 (hazardous waste standards and manifest systems), 49 CFR 100-180 and 171-177 (hazardous materials and transportation regulations), and DTR 4500.9-R Part II (defense transportation regulations). Waste Manifests must be signed by a delegated representative of the USAG Alaska Garrison Commander who is trained and certified.
The SOP establishes clear responsibilities for the Directorate of Public Works (DPW) Environmental Division, Project Managers, and contractors. Key requirements include: waste analysis using Toxicity Characterization Leaching Procedure (TCLP) concentrations through EPA SW-846 test methods via National Environmental Laboratory Accreditation Program-certified laboratories; waste profile preparation according to Treatment, Storage, and Disposal Facility (TSDF) requirements with DPW approval; on-site quality control inspections prior to waste removal; and mandatory DPW Environmental Division presence during waste removal for manifest signature. Manifests must not be signed before waste removal and must include specific nomenclature for units of measure and container types. The procedure establishes a "cradle to grave" tracking system requiring return of signed manifests within 30 days and submission of Exception Reports to the EPA if confirmation is not received within 45-60 days. All documentation is retained for three years at building 3023. Generator EPA ID numbers are provided for five locations: Fort Wainwright (LQG: AK6210022426) and four Very Small Quantity Generator sites across Alaska.

(8) Submit and or provide any required documentation associated with manifested waste to the Environmental Protection Agency (EPA) as required or requested.
b. Project Managers (PM):
(1) Act as the primary point of contact for all waste management activities related to the project, ensuring compliance with all Federal, State, and local laws and regulations.
(2) For non-DPW projects, the non-DPW PM will coordinate with DPW PM to ensure project is in line with USAG Alaska protocols.
