About this file
This document is a sole source justification memorandum for the acquisition of locks and cores from Best Locks. The Florida Army National Guard requires the locks and cores to tie into their existing base standard key monitoring and issue system at the Base Civil Engineering department. Best Locks equipment will match the existing base standard and avoid complexity from differing systems that would not be compatible or interoperate with the current configuration. The estimated amount for the sole source procurement from Best Locks is $8,000. The contracting officer for this action is Matthew Michael.

| _7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature for the future. | |
| _5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: A&E Design contract verification of proprietary and incompatibility with other systems. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition resulting in unacceptable delays in fulfilling the agency's requirements. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment and systems. | |
| _4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: Best Locks, match existing base standard and to avoid the complexity and incompatibilities associated with managing differing systems and Key control and issue. Best Locks and items are already in place at the installation, and in this instance no other manufacturer's systems or items will inter-operate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system. | |
| _3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: Florida Air National Guard currently employs Best locks and cores systems to Tie into the Base standard key monitoring and issue at Base Civil Engineering department. | |
