SECTION C - STATEMENT OF WORK
(SOW)
DATE: September 29, 2020
1.0 General. Multiple Award Construction Contract (MACC)
1.1 Short Description. The Architect of the Capitol (AOC) intends to use the MACC Indefinite Delivery
Indefinite Quantity (IDIQ) procurement vehicle to accomplish critical Construction, Repair, Alterations, and Renovations Services in support of the Capitol Complex facilities management.
1.2 Background. The AOC is responsible for the maintenance, operation, development, and preservation of over 17,400,000 square feet of building space and over 530 acres of land within the United States Capitol Complex and outlying sites. AOC facilities are organized by jurisdictions which include the United States Capitol, the House Office Buildings and the Senate Office Buildings, the Library of Congress Buildings and Grounds, the United States Supreme Court, the United States Botanic Garden, the United States Capitol Power Plant, the Capitol Grounds, and the Capitol Police Buildings Grounds and Security. AOC maintains off-site facilities in the District of Columbia and in Virginia and Maryland. Some off-site facilities include climate control book storage facilities, data centers, Security training facilities, child care centers and mail facilities.
1.3 Objectives. The objective of the MACC IDIQ is to provide the AOC with a variety of qualified
General Contractors that can provide construction services in support of the Capitol Complex Facilities Management team within the United States Capitol Complex and outlying sites.
1.4 Scope.
1.4.1 The Offeror shall be responsible for providing the necessary labor, material, equipment, project management, quality control, coordination of tasks, and safety services under the MACC IDIQ Contract. Task Orders issued under this contract may include the following types of services:
• Energy Savings
• Sustainable SITES/LEED Construction
• Waterproofing/Structural Repair of Foundations
• Selective Demolition
• Rehabilitation of Parking Garages
• Code Compliance
• Rehabilitation, Restoration, and Preservation of Historic Structures and Building
Facades
• Fire Alarm and Fire Sprinkler/Systems Upgrades
• Protection Systems for facilities and grounds to support security mission
• Roof Replacement
• Temporary Facilities
• Emergency Power/Electrical Upgrades
• Design/Build Construction
• Lighting Protection
• Building Fall Protection
• Vertical Transportation, elevators, escalators
• Food Service Equipment and Cafeterias
• Garage rollup doors, loading docks upgrades, alteration
• Off-site Data Center upgrades, renovations
• Central Power Plant heavy mechanical renovations & upgrades
• MEP or HVAC upgrades/replacement
• Building Automation, Direct Digital Controls
• Electrical; lighting, fire alarm system, security system including cameras and smart metering
• General carpentry, casework, general interior space modernization, trim work, door installation/repairs
• Paving, sidewalk and landscape work
• Perimeter Security Infrastructure
1.4.2 All work shall meet the intent of the International Building Code (IBC) and all applicable state and local codes and shall be completed in a professional workmanship manner and meet current industry standards. The awarded contract may also cover other type of repairs that are not covered/listed in the items identified above. The above list is provided to cover general scopes of work that may be awarded under this contract.
1.5 Contract Type. Task Orders may be Firm Fixed Price, Guaranteed Maximum Price (GMP), or Time
& Material (T&M). The contract type will be determined at the Task Order level.
1.6 Place of Performance/Hours of Operation. The majority of the work will occur within the United States Capitol Complex. Specifically, facilities include the United States Capitol, the House Office Buildings and the Senate Office Buildings, the Library of Congress Buildings and Grounds, the United States Supreme Court, the United States Botanic Garden, the United States Capitol Power Plant, the Capitol Grounds, and the Capitol Police Buildings Grounds and Security. The AOC also maintains off-site facilities in the District of Columbia and in Virginia and Maryland. Specific locations and hours of operation will be identified at the Task Order level.
1.7 Period of Performance. The MACC contract will be a one (1), one (1) year period and seven (7), one
(1) year optional ordering periods.
Base Period: March 1, 2021 – February 28, 2022 Option Period 1: March 1, 2022 – February 28, 2023 Option Period 2: March 1, 2023 – February 29, 2024 Option Period 3: March 1, 2024 – February 28, 2025 Option Period 4: March 1, 2025 – February 28, 2026 Option Period 5: March 1, 2026 – February 28, 2027 Option Period 6: March 1, 2027 – February 29, 2028 Option Period 7: March 1, 2028 – February 28, 2029
1.8 Funding. Funding will be received from different jurisdictions utilizing services under this IDIQ.
1.9 Security. The AOC has special security requirements for access to the Capitol Complex to include badge and background requests, E-verify compliance and delivery requirements. This will be included in the overall IDIQ contract. Each task order will identify other related security requirements above and beyond the basic IDIQ contract requirements. In addition, IDIQ evaluation factors include a requirement to explain how the contractor will protect government information at their offices and during project communications. See the special security requirements in clauses AOC52.223-5, “Special Security Requirements” and AOC52.223-6, “Special Security Requirements - U.S. Supreme Court” for additional security requirements.
1.10 Safety. The Contractor is responsible for the safety of their personnel and should follow all applicable requirements. See clause AOC52.223-9, “Accident Prevention and Safety and Health Programs” and AOC52.236-3, “Accident Prevention and Safety and Health Programs – Construction” for additional AOC safety requirements.
1.11 Working for the AOC. The AOC’s mission is to serve Congress and the Supreme Court, preserve America’s Capitol and inspire memorable experiences. Contractors will be rehabilitating iconic buildings in high security areas where attention to detail, safety, quality, and keeping the project on cost and on schedule is paramount. In order to provide a better understanding of the level of effort and general requirements governing construction projects at the AOC, a generic Division 1 specification is attached. Contractors should note that the Division 1 specifications could be revised at the Task Order level.
1.12 Energy Efficiency/Compliance. Any energy efficiency or compliance required will be identified at the Task Order level.
1.13 Sustainability. Any sustainability requirements will be identified at the Task Order level.
1.14 Key Personnel. Key Personnel positions at the IDIQ level include the (1) Project Executive, (2) Project Manager, (3) Lead Site Superintendent, (4) Quality Control Manager, and (5) Safety Manager.
The Task Order may specify additional key personnel positions. Additional key personnel assigned to a project shall not be shared with other projects unless specified at the Task Order level. Depending on the size and complexity of the project, experience levels for additional key personnel and/or the required levels of experience may vary per task order. See clause AOC52.211-1 “Key Personnel” for requirements related to Key Personnel positions.
1.14.1 The Project Executive shall have 20 years’ experience working in, on or around occupied historic federal buildings or sites with construction and design management experience in areas referenced in Section 1.4.1 of the SOW.
1.14.2 The Project Manager and the Superintendents shall have 15 years of experience or 10 years of experience with a four-year (4) degree in engineering or construction management in areas referenced in Section 1.4.1 of the SOW. The level of experience required may vary at the Task Order level depending on the complexity of the project.
1.14.3 The Quality Control Manager shall have 7 years of experience in areas referenced in Section 1.4.1 of the SOW.
1.14.4 The Safety Manager shall have 5 years of experience in areas referenced in Section 1.4.1 of the SOW.
1.15 Quality Control. In general, Unified Facilities Guide Specification (UFGS) 01 45 00.00 10 Quality Control (Feb 2010) process and procedures will be followed. Specific Quality Control requirements will be specified at the Task Order level.
1.16 Records/Data. See clause AOC52.227-2, “Unlimited Government Rights” and 52.236-4
“Physical Data” for data right requirements. Additional Records/Data requirements may be established at the Task Order level.
1.17 Packaging/Packing/Shipping Instructions. Instructions will be identified at the Task Order level.

3.0 Government Furnished Property (GFP). Any GFP will be identified at the Task Order level.
4.0 Specific Requirements
4.1 Proposal Submission. See Section L for details on the IDIQ Request for Proposal submission.

4.2 Discuss Travel Costs. All local travel costs must be included in the offeror’s overhead rates. Non-local travel costs will be addressed in each separate task order. Local travel is defined as any travel within 50 miles of the project site and/or in the National Capitol Region (NCR). The NCR is defined as The District of Columbia; Prince Georges and Montgomery Counties in Maryland;
Arlington, Fairfax, Loudoun, and Prince William Counties in Virginia; and all cities and towns included within the outer boundaries of the foregoing counties.
4.3 Deliverables and Reports. Any required deliverables and/or reports will be identified at the Task Order level.
4.4 Delivery Instructions. All deliverables shall be delivered no later than the timeframe specified in the Task Order SOW and shall include the items required in the Task Order SOW.
4.5 Estimating Template: Task Order proposals shall be prepared using the estimate material categories and levels of detail specified within Uniformat II (GSA Standards-PBS P344o.5A and ASTM E-1557).
Specific estimating templates for Task Order or change order proposals may be specified at the Task Order level.
4.6 Inspection and Acceptance. See clauses 52.246-12 “Inspection of Construction”, 52.246-13
“Inspection-Dismantling, Demolition, or Removal of Improvements”, AOC52.246-1, “Final Inspection and Acceptance – Construction – Supplement (Mar 2007)” for inspection and acceptance requirements. Additional inspection and acceptance requirements may be required at the Task Order level.
4.7 Procedures for Payment. See AOC 52.232-4, “Payments – Construction” or FAR 52.232-7, “Payments under Time-and-Materials” and AOC52.232-6, “Payment by Electronic Funds Transfer”
4.8 Project Management Information System (PMIS) Software. All task orders under this IDIQ, unless specified at the task order level, will require the use of e-Builder. Additionally information will be provided in Section 0131115 – “Project Management Communications” for the specific task order requirements.
Prior to being granted access to the AOC’s PMIS software, contractor employees requiring an account must complete the Suitability Process and demonstrate possession of a valid AOC issued Badge. In addition, each user will be required to electronically acknowledge the following Login Agreements “AOC IT System Rules of Behavior”, “Non-Disclosure Agreement for Conditional Access to Controlled Unclassified Information”, and “Non-Disclosure Agreement for Contractor Employees”. For any Contractor or Subcontractor personnel that have PMIS accounts, and become separated from employment or removed from the project for any reason, the AOC must be notified within 24 hours to deactivate their account.
Each user must log into the AOC’s PMIS Software every 30 days to maintain access. On a monthly basis, a report will be generated and sent to a single point of contact for each MACC Contractor that will list all the contractor personnel (including subcontractors) that have not logged in for more than 30 days. The Contractor is required to review this list monthly, indicate which users are no longer employed or associated with the project and can be deactivated, and submit the list to the AOC. Accounts that are inactive for more than 60 days will be deactivated by the AOC. Failure to provide timely notification of employment separation to the AOC may result in withholding of payment. Upon completion of “Final Acceptance” of individual projects, the AOC will archive all PMIS records and remove contractor accounts from the associated project only. The Contractor is responsible for maintaining its own records and should not rely on the AOC’s database. For multi-phase projects, accounts will be removed upon “Final Acceptance” of the last phase.
