SECTION 010000 – GENERAL REQUIREMENTS
GENERAL
SUMMARY
A. The provisions of the Division 01 specifications apply to the entire work of the Contract.
B. This Section describes the following in general:
1. Definitions and terms.

C. Related Requirements include, but are not limited to the following:

DEFINITIONS AND TERMS
A. The term “Government” means the United States of America and shall be represented by the Architect of the Capitol (AOC), who is the Contracting Officer (AOC52.202-2).
B. The term “Architect” as used in the Contract Documents shall mean the Architect of the Capitol, the Contracting Officer, or the Contracting Officer’s Technical Representative
(AOC52.202-2).
C. The term “Associate Architect” shall mean the design professional(s) retained by the Architect to prepare designated portions of the Contract Documents.
D. The term “Contracting Officer” (CO) as used in the Contract Documents means the Architect of the Capitol or his duly authorized representative (AOC52.202-2).
E. The term “Contracting Officer’s Technical Representative” (COTR) as used in the Contract Documents means the duly authorized representative the Architect of the Capitol.
F. The term “Contract Documents” includes, collectively, the Project Manual, the contract drawings and the addenda and modifications thereto, if any (AOC52.202-2). These documents are not to be used separately for bid or construction as they represent the entirety of the project. The Contractor is responsible for insuring that the documents are used together.
G. The term “Work” includes, but is not limited to, materials, labor, and manufacturer and fabrication of components (AOC52.202-2).

H. The term “Specifications” means the portion of the Contract Documents that consist of the written requirements for materials, equipment, construction systems, standards and workmanship for the Work, and performance of related services (AOC52.202-2).
I. The term “Drawings” means the graphic and pictorial portions of the Contract Documents, wherever located and whenever issued, that show the design, location and dimensions of the Work, and generally includes plans, elevations, sections, details, schedules and diagrams (AOC52.202-2).
J. “Informational Documents” include documents that are included for convenience with the Contract Documents but are not Contract Documents. They are indicated “For Information Only” and may include drawings, hazardous material reports, photographs, historic documents, and the Preservation Policy. The Contractor is expected to independently verify all information shown in informational drawings and to provide the Contractor’s own surveys, testing, and verification of conditions shown therein.
K. “Notice of Award” is the Architect’s written confirmation of an award of a contract to the successful bidder, stating the award, award date, and including the COTR letter.
L. “Notice to Proceed” is the formal authorization to the Contractor to begin the Work. Unless specifically authorized in writing, any steps taken in connection with the performance of, or the preparation to perform, the Contract, prior to issuance of the Notice to Proceed, will be the responsibility of and at the risk of the Contractor, and without any cost whatsoever to the Architect (AOC52.211-6).
M. “Substantial Completion” is defined in Section 017700 “Closeout Procedures.”
N. “Beneficial Occupancy” is defined in Section 017700 “Closeout Procedures.”
O. “Conditions for Final Acceptance” are specified in Section 017700 “Closeout Procedures.”
P. The “Project Management Information System” (PMIS) is defined in Section 013100
“Project Management Communications.”
Q. The terms “Must” and “Shall” are used interchangeably and denote the imperative. “May” denotes the permissive. However, the words “no person may…” mean that no person is required, authorized, or permitted to do the act described.
R. Unless noted otherwise, all number of days indicated are in calendar days.
BACKGROUND INFORMATION
A. AOC’s purview: The Architect of the Capitol (AOC) is responsible for the maintenance, operation, development, and preservation of over 17,400,000 square feet of building space and over 530 acres of land within the United States Capitol Complex and outlying sites. AOC facilities are organized by Jurisdictions which include the United States Capitol, the House Office Buildings, and the Senate Office Buildings, the Library of Congress Buildings and Grounds, the United States Supreme Court, the United States Botanic Garden, the United States Capitol Power Plant, the Capitol Grounds, and the Capitol Police Buildings, Grounds and Security. AOC maintains off-site facilities in the District of Columbia and in Virginia and Maryland. Some off-site facilities include climate control book storage facilities, data centers, Security training facilities, child care centers and mail facilities.
B. Higher standard of care: Compared to a typical commercial project, an AOC project requires on the part of the Contractor a higher level of attentiveness and detail, a greater amount of look-ahead and pre-planning, and a rigorous regard for security restrictions.
AOC projects seek to preserve the character and history of the Capitol, other Capitol Complex Buildings, or the United States Capitol Grounds. AOC’s design guidelines emphasize building longevity, security and safety, and historic preservation. The

Contractor shall accord with these precepts by anticipating greater attention to detail and tighter coordination with stakeholders.
C. Coordination with Other Work: Contractor should anticipate and plan for concurrent projects with overlapping schedules and work areas. The Contractor shall fully inform himself as to conditions relating to construction and labor under work by others that may affect the Project. The Contractor shall cooperate in every way with other parties doing work and provide, to the extent their work is affected by his work, all information necessary for the proper execution of their work, without delay (AOC52.236-2).
D. Irregularity of Capitol Complex operations: Capitol Complex operations are, at irregular and unanticipated times, interrupted due to events that can occur on the Capitol Complex, e.g. funerals in the Rotunda, closure of Congressional buildings due to unusual activities, etc. These events can impact AOC contractor operations. Any AOC contractor that becomes aware of an event that may affect its operations on the Capitol Complex may go to www.aoc.gov/business/contractors to receive current information of the operational status of the Capitol Complex. Before ceasing or limiting its operations, the Contractor must obtain written approval from the COTR (AOC52.204-6).
SUMMARY OF THE WORK
A. Project/Work Identification
1. General: Project name is [PROJECT TITLE], [ADDRESS], Washington, D.C., as shown on Contract Documents prepared by the Architect of the Capitol (AOC).
Drawings and specifications are dated <Insert value>.
2. Summary by Reference: Work of the Contract can be summarized by references to the SCHEDULE, GENERAL CONDITIONS, SUPPLEMENTARY CONDITIONS, Official Procedure for Making Changes in Contracts, Specification Sections, Drawings, Amendments and Modifications to the contract documents issued subsequent to the initial printing of this Project Manual and including, but not necessarily limited to, printed material referenced by any of these.
3. General scope of work and other project information are described in Section 011000 “Summary.”
SUPERVISION AND CONSTRUCTION PROCEDURES
A. The Contractor shall supervise and direct the Work and be responsible for construction means and methods. Contractor is responsible for coordinating all portions of the Work and for jobsite safety.
B. Comply with governing regulations and the codes and standards imposed upon the work.
These requirements include the obtaining of permits, licenses, inspections, releases and similar documentation, as well as payments, statements and similar requirements associated with regulations, codes and standards.

EXAMINATION OF EXISTING SITE CONDITIONS
A. Execution of the Contract by the Contractor is a representation that the Contractor has visited the Project site, become generally familiar with local conditions, and correlated personal observations with the requirements of the Contract Documents.

B. Contractor shall, before starting each portion of the Work, carefully review the relevant Contract Documents as well as information provided by Architect, shall take any necessary field measurements of existing conditions, and shall observe any conditions at the site affecting the Work.
CONFLICTING REQUIREMENTS
A. Contractor shall promptly inform Architect, in writing, of any discovered errors, omissions, discrepancies, conflicts, or ambiguities in the Contract Documents before proceeding with any work affected by such factors. Failure to do so will be at the risk of the Contractor (AOC52.311-3).
B. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, promptly submit a Request for Information (RFI) to the Architect, who shall promptly make a determination in writing. Any adjustment by the Contractor without such a determination shall be at the Contractor’s own risk and expense (AOC52.236-10).
Delays necessitated by requests for interpretation shall not form the basis for a Change to the contract. The Architect’s interpretation and decision shall be final.
C. Omissions from the drawings and specifications or the mis description of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or mis described details of the Work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications
(AOC52.236-10).
D. Industry Standards: Where compliance with two (2) or more industry standards or sets of requirements is specified, and overlapping of those different standards or requirements establishes different or conflicting minimums or levels of quality, the most stringent requirement is intended and will be enforced, unless specifically detailed language written into Contract Documents clearly indicates that a less stringent requirement is to be fulfilled. Refer apparently-equal-but-different requirements, and uncertainties as to which level of quality is more stringent, to the Architect for a decision before proceeding.
CONTRACT DOCUMENTS MAINTAINED ON PROJECT SITE
A. Contractor shall keep on the Project site a copy of the full-sized drawings and specifications, approved shop drawings, product data and samples, and shall at all times give the Architect access thereto (AOC52.236-10).
B. As specified in Section 017839 “Project Record Documents,” store record documents and samples in the field office apart from the Contract Documents used for construction.
CONFIDENTIALITY AND SECURITY OF DOCUMENTS
A. Before dissemination to subcontractors or other personnel, all Architect drawings and electronic copies thereof shall be considered at minimum to be Sensitive but Unclassified
(SBU) (AOC52.223-3).
1. The following statement shall be imprinted on each page of drawings: “PROPERTY
OF THE UNITED STATES GOVERNMENT. COPYING, DISSEMINATING, OR
DISTRIBUTING THESE DRAWINGS, PLANS OR SPECIFICATIONS TO
UNAUTHORIZED USERS IS PROHIBITED.”
2. Do not remove this notice.
3. Properly destroy documents when no longer needed.

B. Contractor is strictly prohibited from placing or transmitting drawings and specifications on the Internet or modem without express permission from the Architect (AOC52.223- 4).
C. Any information supplied to the Contractor by the Architect shall be considered confidential and/or proprietary. Contractor shall not disclose such information to a third party without prior written consent of Architect (AOC52.203-5).
ADVERTISING AND PROMOTIONAL MATERIALS
A. Contractor shall not refer to the project in commercial advertising in such manner as to state or imply that the product or service provided is endorsed or preferred by Architect or is considered by Architect to be superior to other products and services. Submit to Architect for approval any proposed advertising or promotional copy connected in any manner with this Contract and/or the Capitol, other Capitol Complex Buildings, or the United States Capitol Grounds (AOC52.203-1).
SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications.
The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
B. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:
1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections
2. Abbreviations: Materials and products are identified by abbreviations [published as part of the U.S. National CAD Standard] [and] [scheduled on Drawings].
3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.
C. Drawing Symbols: Except as otherwise indicated, graphic symbols used on drawings are those symbols recognized in the construction industry for purposes indicated. Where not otherwise noted, symbols are defined by "Architectural Graphic Standards", published by John Wiley & Sons, Inc., Ninth edition.
1. Mechanical/Electrical Drawings: Graphic symbols used on mechanical and electrical drawings are generally aligned with symbols recommended by ASHRAE. Where appropriate, these symbols are supplemented by more specific symbols as recommended by other recognized technical associations including ASME, ASPE, IEEE and similar organizations. Refer instances of uncertainty to the Architect for clarification before proceeding
D. Bolding and Underscoring in the Specifications: Are used strictly to assist reader of specification text in scanning text for key words (for quick recall). No emphasis on or relative importance is intended where bolding and underscoring are used.
E. Abbreviations: Actual word abbreviations of a self-explanatory nature have been included in texts. Singular words will be interpreted as plural and plural words will be interpreted

F. Minimum Quality/Quantity: In every instance, the quality level or quantity shown or specified is intended as minimum for the work to be performed or provided. Except as otherwise specifically indicated, actual work may either comply exactly with that minimum (within specified tolerances) or may surpass the quality of that minimum within reasonable limits. In complying with requirements, indicated numeric values are either minimum or maximums as noted or as appropriate for context of requirements.
Refer instances of uncertainty to the Architect for decision before proceeding.
G. Definitions: The following definitions are general for the work and may have more specific meanings in other parts of the Contract Documents:
1. Installer: The entity (person or firm) engaged by the Contractor, its subcontractor or sub-subcontractor for performance of a particular unit of work at the project site, including installation, erection, application and similar required operations. Such entities (installers) shall be expert in the operations they are engaged to perform.
2. Testing Laboratory: An independent entity engaged to perform specific inspections or tests of the Work, either at the Project site or elsewhere, and to report, and (if required) interpret results of those inspections or tests.
3. Indicated: The term "indicated" is a cross-reference to graphic representations, notes or schedules on drawings, to other paragraphs or schedules in the specifications, and to similar means of recording requirements in contract documents. Where terms such as "shown," "noted," "scheduled," and "specified" are used in lieu of "indicated," it is for the purpose of helping the reader locate cross-reference, and no limitation is intended except as specifically noted.
4. Furnish: Except as otherwise defined in greater detail, the term "furnish" means to supply and deliver to the Project site, ready for unloading, unpacking, assembly, installation, etc., as applicable in each instance.
5. Install: Except as otherwise defined in greater detail, the term "install" describes operations at the Project site including unloading, unpacking, assembly, erection, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning and similar operations, as applicable in each instance.
6. Provide: Except as otherwise defined in greater detail, the term "provide" means to furnish and install, complete and ready for intended use, as applicable in each instance.
7. Exposed: Describes an item or surface, exterior or interior, which can be seen by a person outside the building or a person inside a usable space within the building during normal activity.
Mechanical and electrical rooms, air handling rooms, storage rooms and penthouses shall be considered to have exposed surfaces, as shall the mechanical and electrical construction within them.
The interiors of closets and alcoves shall be considered exposed surfaces and shall be finished to match the finish of the adjoining room or space, unless another finish is otherwise indicated.
The interiors of cabinets shall be considered exposed, but a finish different from that of the exterior may be permitted or required by other sections.
8. Concealed: Describes an item or space not normally seen, occupied or used by building occupants or staff, such as shafts, hoistways, tunnels, ceiling plenums, attics, and crawls spaces.
9. Finished Space: Space normally used by the public, building occupants or staff for primary functions of the building, but does not include mechanical, electrical and

10. Specialist: An individual or firm of established reputation (or, if newly organized, whose personnel have previously established a reputation in the same field), which is regularly engaged in, and which maintains a regular force of workers skilled in either (as applicable) manufacturing or fabricating items required by the contract, installing items required by the contract, or otherwise performing work required by the contract.
Where the contract specification requires installation by a specialist, that term shall also be deemed to mean either the manufacturer of the item, an individual or firm licensed by the manufacturer, or an individual or firm who will perform the work under the manufacturer's direct supervision.

1. General: Except to the extent that more explicit or more stringent requirements are written directly into contract documents, applicable standards of the construction industry have the same force and effect (and are made a part of the contract documents by reference) as if copied directly into the contract documents, or as if published copies were bound herein, subject to the order of precedence previously stated.
2. Publication Dates: Except as otherwise indicated, where compliance with an industry standard is required, conform to the standard in effect on the date of the Invitation for Bids, or, if referred to in any Amendments, at the date of such Amendments.

ARCHITECT-FURNISHED PRODUCTS

SITE ACCESS AND RESTRICTIONS
A. Access to Site: All vehicles and contents, used by the Contractor and its subcontractors, which enter or leave United States Government property during the performance of the Work, will be subject to clearance, inspection and identification procedures conducted by the United States Capitol Police (USCP) (AOC52.223-5).
B. Areas of Use: Limit use of site to the areas indicated on Drawings and as indicated by requirements of this Section. Do not disturb portions of Project site beyond areas in which Work is being performed. Do not assume Contractor has access to any other site or facility.

C. Driveways, Walkways and Entrances
1. Keep driveways, parking garage, loading areas, and entrances serving premises clear and available to Architect’s staff and emergency vehicles at all times. Do not use these areas for parking or for storage of materials.
2. Existing accessible entrances and accessible paths of travel must remain open and accessible at all times.
3. Public streets, driveways, and walkways adjacent to the Project Site shall not be blocked or obstructed at any time during the performance of the Work without proper authorization.

4. Walkways: Architect will coordinate the use of sidewalks and other pedestrian walkways with the <Insert value> and tour activities.
5. Maintain driveways between and around combustible material storage piles at least 15 feet wide and free of accumulation or rubbish, equipment and materials. Maintain access for fire-fighting equipment.
D. Construction Parking: Parking space for personal vehicles and construction vehicles is not available on the Project site.
1. A worker’s AOC badge may be removed if AOC policies, such as restricted parking, are violated.
E. Signs and Advertising: No signs, other than safety signs and project identification signs, may be erected at the Project site. Refer to requirements in Section 015000 “Temporary Facilities and Controls.”
MAINTENANCE OF EXISTING BUILDING AND GROUNDS
A. Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.
B. Comply with requirements for protection of installed construction and existing facilities, as specified in Section 017300 “Execution.”
C. Comply with Historic Treatment Program, as required in Section 013591 “Protection.”
D. Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations.
1. Contractor is responsible for all grounds maintenance within the construction compound.
E. Maintain clearances from physical infrastructure such as security devices and fire hydrants.
STORAGE OF MATERIALS
A. Storage and Loading Plan: Submit a plan that itemizes the stockpiling of materials and deliveries and designates storage locations. Coordinate with Delivery Schedule.
B. Storage of Materials: Materials shall be stored in a dry location, off the ground and in such manner as to prevent damage or intrusion of foreign matter and to avoid interference with the activities of the Architect.
1. Materials, equipment, tools, and appliances shall be stored only at locations previously approved by the Architect.
2. Keys/combinations to all locked containers or storage units shall be provided to the
U.S. Capitol Police (USCP).
3. Removed items indicated to remain the property of the Architect shall be stored on site where directed by the Architect.
C. Materials and equipment to be demolished or removed from Project site:
1. All materials which, in the opinion of the Architect, have become damaged or otherwise unfit for use during delivery or storage shall be immediately removed from the Project site and replaced by the Contractor at no additional cost to the Architect.
2. Existing materials and equipment that are removed as part of construction operations and that are not to be reused or salvaged as Architect property shall become the property of the Contractor and shall be removed from the Project site. Storage or sale of excess salvageable materials and equipment is not permitted on site.

D. Storage of excess fuel on the Project site is prohibited. Fuel quantity that can be consumed in one 24-hour period is allowed on site.
DELIVERIES
A. Schedule and Log
1. Schedule deliveries to minimize use of driveways and entrances by construction operations.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. Work in any one area shall not commence until all materials and resources are available to execute the work in one continuous operation and with minimum disturbance.
4. Monthly Delivery Schedule: Submit a monthly delivery narrative 5 business days prior to the first business day of each month for all vehicles that require access to park on the plaza for any period of time.
Narrative shall include parking location, date and hours, reason for request to park on the plaza, summary of materials that will be in the vehicle, and the list of drivers with vehicle information from the weekly log.
Coordinate with Monthly Storage and Loading Plan.
5. Weekly Log: Provide the driver and vehicle information in a weekly log no less than 5 business days prior to the delivery so that the vehicle and driver can be screened and cleared for delivery.
Provide the driver’s name; date of birth; social security number; vehicle’s make, model, year, color, VIN #, license plate number and state; and company name on the side of the vehicle, if any.
Information for vehicles carrying hazardous materials or flammable materials must to be submitted on a separate log.
Driver and vehicle information must remain the same as the information submitted. If a different driver or vehicle will be used, the delivery must be rescheduled. Update driver and vehicle information no less than 5 business days in advance of the scheduled delivery or as directed by the USCP.
B. Delivery Screening: Refer to Section 015500 “Security Requirements.”
C. Hours of Delivery
1. Normal material deliveries shall be made to the <Insert value> between <Insert value> and <Insert value> , Monday through Friday. Deliveries that will disrupt the flow of traffic, both vehicular and pedestrian, must take place prior to 7 AM or after 7 PM. All deliveries must be schedule a minimum of 5 business days in advance of arrival and must be screened at a capitol police screening facility prior to arrival at the site
2. Flammable fuel deliveries must occur through the <Insert value> between 12 PM and 3 AM. Such deliveries include small tanks or cans transported by pick-up trucks or other vehicles. Notify the Architect a minimum of 48 hours in advance of the delivery to obtain USCP approval and access.
D. Traffic Control
1. Where the normal flow of traffic will be disrupted, provide two flagmen for traffic control for all vehicular deliveries. Vehicles are not permitted on the sidewalks without flagmen present.

E. Access to Loading Docks
1. Contractor access to Congressional loading docks is limited to the times listed in the table under Table 1.6.1-1 of the December 2018 AOC Design Guide.
COORDINATION WITH OCCUPANTS
A. [Full] [Partial] Occupancy: Government will occupy site and [existing] [adjacent] building(s) during entire construction period, [with the exception of areas under construction].
1. Cooperate with Architect during construction operations to minimize conflicts and facilitate usage. Perform the Work so as not to interfere with staff day-to-day operations.
2. Take all precautions necessary to protect the building and its occupants during the construction period. Comply with the requirements of Section 013526 “Construction Safety and Health.”
3. Maintain building in a safe and weather-tight condition throughout the construction period.
4. Promptly repair damage caused by construction operations.
5. Clear passage:
Maintain existing exits unless otherwise indicated.
Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities.
Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Architect and approval of authorities having jurisdiction.
6. Notify Architect not less than 72 hours in advance of activities that will affect Architect’s staff operations through the preparation of a Work Action Plan (WAP).
See Section 013100 “Project Management and Coordination.”
7. Notify Architect 3 weeks in advance of fire alarm testing.
8. Temporary Elevator Use: The Architect will designate elevators available for use by
Contractor’s personnel. Use of other than designated elevators is prohibited. Comply with requirements in Section 015000 “Temporary Facilities and Controls.”
B. Limited Occupancy of Completed Areas of Construction: Architect reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the total Work, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work.
1. Associate Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied prior to Architect acceptance of the completed Work.
2. Obtain a Certificate of Occupancy from authorities having jurisdiction before limited Architect occupancy.
3. Before limited Architect occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Architect will operate and maintain mechanical and electrical systems serving occupied portions of Work.
4. On occupancy, Architect will assume responsibility for maintenance and custodial service for occupied portions of Work.
C. Utility Service Interruptions

1. Contractor shall submit for Architect’s approval a utility service interruption plan for the Project, accompanied by a draft Work Authorization Permit (WAP), as specified in Section 013100 “Project Management and Coordination.” Plan must be approved in writing by the Architect. Before each scheduled shut-down, submit a shut-down notice at least 3 business days prior to the interruption.
2. Schedule interruptions during times when the facility is unoccupied. Do not interrupt utilities serving occupied facilities.
3. Outages must be requested at least 30 business days in advance.
4. Prior to each interruption, coordinate with the Architect and confirm that responsible personnel are prepared to execute the shut-down and start-up of affected existing equipment.
5. Additional interruptions may be made upon approval by the Architect if requested a minimum of 3 business days in advance.
WORK HOURS
A. Standard On-site Working Hours
1. Other than Noise-producing Work as defined in this Section, Work may be conducted from <Insert value> to <Insert value> Monday through Friday. No work under this Contract shall be performed on Saturdays, Sundays or Federal holidays and, for work performed in the District of Columbia, Presidential Inaugural Day, except with prior approval of the Architect.
2. Submit to the Architect a written request to perform off-hours work at least 7 calendar days in advance.
3. Noise-producing Work Noise-producing Work includes, but is not limited to, the erection and removal of scaffold, the use of grinders, saws, pneumatic tools, hammers, drills or other noise-producing equipment at the face of the building within 10 feet of any door or window opening.
The maximum allowable decibel level is 40-45 dB for interior work areas and 60 dB from the property line.
Noise-producing work shall be conducted between <AM/PM>, and <7AM/PM>, or anytime on weekends.
4. Sunday hours: Work may be executed at all hours with 14 days prior notice and approval of the Architect.
B. Stop Work
1. Due to special events or <Insert value> work at <Insert value>, it may be necessary to stop work.
2. Stop work directions will be issued by the United States Capitol Police (USCP) and/or the Architect and will not exceed a total of <Insert value> work hours (not man hours) per year.
3. Stop work may be for only a few hours or for several days.
4. Track all Stop Work time on the daily reports and maintain a cumulative log of all
Stop Work hours.
C. Business Hours
1. Business hours are <Insert value>.
2. Accordingly, the Contractor shall conduct his operations and coordinate his work in such manner as to minimize noise, obstruction and interference with business and activities within and around buildings.

WORK RESTRICTIONS
A. Explosives: The use of any kind or type of explosive in the performance of the Work is prohibited, except the use of construction tools actuated by or employing powder-actuated charges, provided the tool is of the kind and design ordinarily used for such construction and that the Architect has authorized its use after determining that its use will not endanger human life or safety.
B. Pressure Vessels: The Contractor shall not operate or cause to be operated any fired or unfired pressure vessel on the Project Site that is not ASME-approved for pressures or temperatures and that does not have a current certificate of inspection issued as required by the Boiler and Pressure Vessel Regulations of the District of Columbia.
C. Flammable Materials: Storage of combustible or flammable liquids shall be in accordance with the current edition of the National Fire Code and Combustible Materials (NFPA30).
Compressed gases shall be stored in accordance with Compressed Gas Association (CGA) guidelines.
