About this file

This is a pre-proposal conference presentation from the Architect of the Capitol (AOC) for their 2024 Multiple Award Construction Contract (MACC) onboarding opportunity. The presentation outlines key details of the MACC IDIQ procurement including schedule milestones: RFP issued on November 28, 2024, RFIs due December 13, 2024, Step One proposals due January 9, 2025, Step One notifications by March 20, 2025, Step Two proposals due May 1, 2025, with final awards planned for August 2025.

The MACC has a cumulative ceiling of $250 million, with individual task orders ranging from $1 million to $50 million. The AOC plans to award to approximately 5 firms through a two-step best value tradeoff evaluation process. The scope includes maintenance, repair, alterations, mechanical/electrical work, historical preservation, and new construction across the Capitol Complex and outlying facilities. Key requirements include safety protocols, quality control management, historic preservation considerations, and security requirements. Upcoming projects highlighted include the US Capitol East Front preservation ($25M-$50M), Capitol Power Plant tunnel work ($10M-$20M), fire alarm upgrades ($15M-$30M), and House kitchen renovations ($25M-$50M). The AOC notes it is not subject to FAR but generally aligns with FAR principles, and requires E-Verify participation while not being subject to small business set-aside requirements.

MACC Task Order and Change Order Pricing:

Confusion on the current MACC persists over how markups are to be applied on new task order awards and how they are to be applied to subsequent change orders to those task orders.

Section B clarifies the relationship while providing more instructions for how to apply Prime Contractor markups to change orders while remaining consistent with contract clause AOC52.243-1 (Changes Supplement)

Note – Offerors will not submit pricing until Step Two of the evaluation

On/Off Ramp Procedures:

Section H includes procedures that allow the AOC to off-ramp MACC holders and on-ramp new contractors.

These procedures are intended to provide the AOC a full complement of MACC holders actively participating in Task Order Requests for Proposals throughout the life of the contract.

Evaluation Criteria (Section L and M):

Please review carefully, follow instructions, and provide the information and formatting exactly as prescribed in Section L/M
