MACC Recompete IDIQ RFIs & Answers Solicitation# AOCACB25C0006

Q&A # Question Answer 1 Is the solicitation for multiple entities? Section M.1.2 "The Government intends to award to approximately five (5) contracts."

2 If not on this IDIQ, can you advise if there are other, upcoming design opportunities for which we can propose?

At this time we are unaware of any design opportunities for which we won't fullfill on our Multi- Award A/E IDIQ. Any full and open design opportunities will be posted to SAM.gov.

3 But as some of the work will be procured as Design/Build, we would like to ask if it makes sense to join a lead contractor for the work, or if the upcoming projects have already been designed.

The majority of the projects will be Design-Bid-Build. For Design-Build task orders, typically the task order evaluation criteria will require the MACC to submit a qualified designer.

4 Would it be possible to get copy of the presentation slides? Yes, presentation slides will be made available as part of amendment to solicitation in SAM.gov

5 Where do you submit RFIs? Section L, 1.6 "Offerors shall send all correspondence to Contract Specialist, Matthew Hutcherson, at matthew.hutcherson@aoc.gov, and copy Contracting Officer, John Lingamfelter, at john.lingamfelter@aoc.gov.

6 Per FAR 19, can you confirm if small businesses can submit a proposal for this opportunity?

The Architect of the Capitol (AOC) is a legislative branch agency therefore the FAR does not apply. However, nothing in the RFP or AOC policy precludes a Small Business from submitting a proposal.

7 Ok we are a tribal entity with 250 Million and more with no bid status, so do we still have to submit proposals

The Architect of the Capitol (AOC) is a legislative branch agency therefore the FAR does not apply. We have no authority to directly source procurements to Tribal Entities. Yes, all interested parties must submit a proposal.

8 Can you clarify experience requirements. Does multi-project/multi-disciplinary mean that all experience should be IDIQ projects or are stand-alone projects considered equally?

There is no preference for IDIQ projects. Projects shall meet the criteria established in Section L.4.2 Factor 1.

9 Under the current MACC, how many Task Orders have been issued, how many have been awarded and of that amount what percentage have been over $5M?

Since February 2021, 27 task orders for $286m have been awarded. Approximately 60% of the Task Orders exceed $5m.

10 When do clients need to submit their reference forms back for this project. Is that in Step

Qusetion is unclear on what reference forms are being referred to. If the question is referring to Past Performance Questionnaires they are due as part of Step 1, Factor 3.

11 The requirements are for projects over $5M but it appears the anticipated task order size range will be well over $5M. Will projects submitted in the higher 5 figure range be considered more relevant than those meeting the minimum threshold of $5M?

Submitted projects shall meet the criteria in Section L.4.2 Factor 1. Relevancy will be determined based upon the criteria established in Section L.4.2. Factor 1.

12 How many of the anticipated task orders will be design-build? The AOC does not do many Design-Build projects. Historically the AOC does 1-2 Design-Build projects a year.

13 Do you have to be in DC to propose? No 14 Can a cover letter be provided and excluded from the page count? No changes will be made to the Section L instructions and Section M evaluation crtieria since this is an onboarding effort and the AOC wants consistency between this current RFP and the

2021 RFP.

15 To ensure the required key personnel experience is effectively captured, please allow resumes to include two pages and increase the overall Step 1 proposal limit to 20 pages maximum.

No changes will be made to the Section L instructions and Section M evaluation crtieria since this is an onboarding effort and the AOC wants consistency between this current RFP and the

2021 RFP.

16 Standard form 1442 notes that the total aggregate maximum amount expendable under the entire MACC is $250,000,000. Please provide the amount expended to date.

See Question 9. Note - Each MACC awardee will have a limit of $250,000,000. The $250,000,000 ceiling is not a shared ceiling between all the awardees.
