About this file

This is a pricing schedule and instructions document (Section B) for a Multiple Award Construction Contract (MACC) covering Option Years 4-7 (March 1, 2025 - September 1, 2029). The document outlines a tiered pricing structure for task orders ranging from $1M to $50M, with contractors required to submit overhead and profit rates that will be applied to an estimated $25M worth of work for evaluation purposes. The schedule includes five tiers: $1M-$3M, $3M-$6M, $6M-$10M, $10M-$25M, and $25M-$50M.

Key requirements include: overhead and profit rates must be submitted for the entire contract period including a 6-month optional period under Clause 52.217-8; task order proposals must follow Uniformat II standards (GSA Standards-PBS P3440.5A and ASTM E-1557); bid bonds are required with each task order proposal; performance bonds and payment bonds are required for task orders exceeding $250,000; and insurance certificates must be submitted within 20 calendar days after Notice of Award. For non-Firm Fixed Price task orders, profit rates cannot exceed those listed in Section B based on total task order amount, while overhead costs must be proposed individually per task order.

B.1 Pricing Instructions and Information Overview

The Schedule (Items 0001 through 4002) requires submission of your firm’s overhead rate and profit rate attributable to the performance of this contract for the entirety of the contract (four one-year options) including the *6-Month optional period as detailed in Contract Clause 52.217-8. The inclusion of the 6-month option is for evaluation purposes only and shall not be construed as a guarantee the 6- month option will be exercised.

These percentages will be applied to an estimated $25,000,000 worth of work during the stated contract period for evaluation purposes only. The estimated dollar amount is merely a means of providing consistency to the evaluation as these amounts are not guaranteed.

B.1.1 Pricing Instructions for new Task Order Awards

For proposals responding to task order solicitations, excluding Firm Fixed Price solicitations, the proposed profit rate shall not exceed the profit rate listed in Section B, based upon the total dollar amount of the task order proposal. As overhead costs are dependent on the scope and duration of individual task order requirements, overhead costs, inclusive of general conditions, shall be proposed on an individual task order basis. Overhead is defined by Contract Clause AOC52.243-1, paragraph (d).

The Contractor shall provide all labor, equipment, material, supplies, and incidentals as required by each task order and in accordance with the terms and conditions of this Contract and subsequent task orders, including but not limited to the General Conditions, Supplemental Conditions, and other full text and

November 28, 2024 referenced clauses. Periods of Performance will be identified at the task order level. Task order proposals shall include sufficient detail to include the direct material, labor, equipment, overhead, and profit to ensure proper adherence to the Section B rates. All new task order proposals shall be prepared using the estimated material categories and levels of detail specified within Uniformat II (GSA Standards-PBS P3440.5A and ASTM E-1557). A bid bond is required with each proposal submitted in response to any task order Request for Proposal. Performance bonds, payment bonds (task orders exceeding $250,000.00), and insurance certificates shall be submitted for approval no later than twenty (20) calendar days after receipt of the Notice of Award.

B.1.2 Pricing Instructions for Task Order Changes

Contract changes to awarded task orders shall be issued in accordance with Contract Clause AOC52.243-1 (July 2020), incorporated by full text in this Contract. Note, in instances where AOC52.243-1, paragraph (c)(2)(iii), applies on contract changes, the current Task Order amount prior to application of the proposal amount shall determine which Overhead and Profit rate shall be applied.
